This report opens with an overview of visa issuances, with sections on procedures for aliens coming to live in the United States permanently and on procedures for aliens admitted for temporary stays. It includes a discussion of visa screening policies, including inadmissibility, databases, an analysis of visa refusals, biometric visas and other major visa policy procedures. Summaries of key laws revising visa policy enacted in the 107th Congress follows. The final section analyzes selected issues in the 108th Congress, notably the 9/11 Commission recommendations, visa revocation and removal, new technologies, potential impact on business, and other security concerns.

Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th Congress and those that are pending in the 108th Congress. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

Federal Funding for Unauthorized Aliens' Emergency Medical Expenses

This report discusses the amount of money spent, as well as the amount of federal funds available to provide emergency medical care to unauthorized (illegal) aliens in the United States. It is extremely difficult to ascertain the amount of money spent for emergency medical care for unauthorized aliens since most hospitals do not ask patients their immigration status. Additionally, prior to the passage of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (P.L. 108-173) on December 8, 2003 there were no federal funds available for the specific purpose of reimbursing hospitals or states for emergency medical care provided to unauthorized aliens (undocumented immigrants).

Social Security: The Cost-of-Living Adjustment in January 2005

This report discusses how the cost-of-living adjustment (COLA) for Social Security benefits are determined. The 2.7% COLA payable in January 2005 was triggered by the rise in the CPI-W (Consumer Price Index for Urban Wage Earners and Clerical Workers) from the third quarter of 2003 to the third quarter of 2004. This COLA triggers identical percentage increases in Supplemental Security Income (SSI), veterans' pensions, and railroad retirement benefits, and causes other changes in the Social Security program.

The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).

Military Base Closures: A Historical Review from 1988 to 1995

This report discusses a concerted effort to close unneeded military bases as part of wide-ranging efforts during the 1980s and 1990s to balance the budget. This effort had been supported by a broad consensus that, among the approximately 3,800 military bases (1990 est.) in the United States, many could be closed without significant detrimental effect to national security. While most analysts agreed that the department of Defense's (DOD's) base structure was larger than necessary to meet the department's needs, there were differences concerning which, if any, additional bases should be closed, at what speed, and what criteria should be used for making those decisions.
