A letter report issued by the Government Accountability Office with an abstract that begins "Pandemic influenza poses a threat to public health at a time when the United Nations' World Health Organization (WHO) has said that infectious diseases are spreading faster than at any time in history. The last major influenza pandemic occurred from 1918 to 1919. Estimates of deaths worldwide if a similar pandemic were to occur have ranged between 30 million and 384 million people. Individual countries and international organizations have developed and begun to implement a strategy for forestalling (that is, containing, delaying, or minimizing the impact of) the onset of a pandemic. Antivirals and vaccines may help forestall a pandemic. GAO was asked to examine (1) constraints upon the use of antivirals and vaccines to forestall a pandemic and (2) efforts under way to overcome these constraints. GAO reviewed documents and consulted with officials of the Departments of State and Health and Human Services (HHS), international organizations, and pharmaceutical manufacturers. WHO commented that the report was comprehensive and useful. HHS stressed that vaccines and antivirals must be viewed in a larger context. A letter report issued by the Government Accountability Office with an abstract that begins "(DOD) TRICARE Reserve Select (TRS) program allows most reservists to purchase coverage under TRICARE, the military health insurance program, when not on active duty. DOD intends to set premiums at a level equal to the expected costs of providing TRS benefits. The National Defense Authorization Act for 2007 required GAO to review TRS costs. As discussed with the committees of jurisdiction, GAO compared (1) the TRS premiums established by DOD to the reported costs of providing benefits under TRS in 2006 and (2) DOD's projected costs for TRS before implementation to DOD's reported costs for the program in 2005 and 2006. To do this work, GAO examined DOD analyses and interviewed DOD officials and external experts."

Contamination in groundwater at Canada, Kansas, was discovered in 1997, during limited private well sampling near former grain storage facilities of the Commodity Credit Corporation, U.S. Department of Agriculture (CCC/USDA). Subsequent investigations by the Kansas Department of Health and Environment (KDHE) confirmed carbon tetrachloride and nitrate concentrations in groundwater above the respective maximum contaminant levels (MCLs) of 5.0 {micro}g/L and 10.0 mg/L. The KDHE investigations identified both the former CCC/USDA grain storage facility and a private grain storage facility as likely sources for the carbon tetrachloride contamination. The CCC/USDA funded extension of a rural water district line to provide a permanent alternate water supply, and the KDHE has conducted long-term monitoring under the State Water Plan. This document presents an analysis of the available information for the Canada site, acquired in previous investigations and the long-term KDHE monitoring. This analysis forms the technical justification for a request to reclassify the former CCC/USDA grain storage facility at Canada as a site requiring no further action under the Intergovernmental Agreement (IGA) between the KDHE and the USDA's Farm Service Agency. A letter report issued by the Government Accountability Office with an abstract that begins "Diversity visas provide an immigration opportunity to aliens from countries with low rates of immigration to the United States. Diversity visa applicants must apply online, be selected by lottery, be interviewed, and be determined to be eligible before obtaining a diversity visa. GAO was asked to review (1) the extent to which the Diversity Visa Program (DV program) is diversifying the U.S. immigrant pool, (2) areas of the DV program that are vulnerable to fraud, (3) whether there are security implications associated with these vulnerabilities, and (4) what steps the Department of State (State) has taken to address the vulnerabilities. We reviewed laws, regulations, and other documentation, and interviewed numerous State officials both at headquarters and in the field."

This report analyzes the causes, progress, and broad policy issues raised by recent liquidity problems, but does not address proposals to alleviate distress in the housing sector.

A letter report issued by the Government Accountability Office with an abstract that begins "Nearly three decades after the last order for a new nuclear power reactor in the United States, electric power companies plan to submit 20 applications in the next 18 months to the Nuclear Regulatory Commission (NRC) for licenses to build and operate new reactors. Since 1989, NRC has developed a new license review process that allows a power company to obtain a construction permit and an operating license through a single combined license (COL) based on one of a number of standard reactor designs. NRC expects its new process to enhance the efficiency and predictability of its reviews. GAO reviewed NRC's readiness to evaluate these applications by examining the steps NRC has taken to (1) prepare its workforce and manage its workload and (2) develop its regulatory framework and review process for new reactor activities. GAO reviewed NRC documents for new reactor workforce staffing and training, examined NRC's guidance for the review of license applications, interviewed NRC managers and representatives of nearly all of the COL applicants, and observed NRC's public meetings."

A letter report issued by the Government Accountability Office with an abstract that begins "The Thrift Savings Plan (TSP), a retirement savings and investment plan for federal workers, held approximately $210 billion in retirement assets for 3.7 million participants, as of February 2007. TSP is managed by the Federal Retirement Thrift Investment Board (FRTIB). In light of questions about TSP oversight, we examined (1) the current structure for overseeing FRTIB, (2) how the statutorily defined fiduciary responsibilities of FRTIB compare to the responsibilities of private plan sponsors and how FRTIB fulfills its responsibilities, (3) how FRTIB's investment policies differ from those of private plan sponsors, and (4) FRTIB's statutory responsibilities to educate plan participants about TSP and other retirement issues and how these responsibilities compare with those of private and state and local government employee plan sponsors."

This report discusses the increased presence of foreign students in graduate science and engineering programs and in the scientific workforce that has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. Many in the scientific community maintain that in order to compete with countries that are rapidly expanding their scientific and technological capabilities, the country needs to bring to the United States those whose skills will benefit society and will enable us to compete in the new-technology based global economy. This report analyzes this issue in detail and includes discussion of related legislation.

This report outlines Congressional concerns regarding Haiti including fostering democratic development, stability, and security; the cost and effectiveness of U.S. aid; protecting human rights; combating narcotics trafficking; addressing Haitian migration; and alleviating poverty. GAO was asked to determine (1) whether DHS has fully developed plans for implementing and/or migrating to an integrated departmentwide financial management system, (2) the potential usefulness of the work products received for the funds spent on the financial modernization effort, and (3) going forward, how DHS can incorporate best practices into its plans for migrating to an integrated departmentwide financial management system. GAO interviewed key DHS officials, reviewed relevant DHS policy and procedure documents, and analyzed work products related to the financial modernization effort."

The spot cheese market, formerly the National Cheese Exchange (NCE) in Wisconsin, has been and continues to be the subject of concerns about price manipulation. GAO was asked to examine (1) the market's structure and ongoing concerns about price manipulation; (2) market oversight and efforts to address potential manipulation; and (3) how the market impacts federal milk pricing. In response, GAO compared the markets at NCE and CME, analyzed trading data, collected information about the Commodity Futures Trading Commission's (CFTC) oversight, and met with industry participants, academics, and agency officials."

In its 2002 Transformation Plan, USPS proposed doing so by realigning its mail processing network. The objectives of this requested report are to (1) describe the status of the initiatives USPS has developed for realignment; (2) evaluate how the planning, impacts, and results of these initiatives align with realignment goals; and (3) evaluate USPS's communication practices with stakeholders in making realignment decisions."

A letter report issued by the Government Accountability Office with an abstract that begins "GAO has reported on limitations in the management of U.S. low-level radioactive waste (LLRW). LLRW ranges from very low-activity to higher-activity waste. To identify potential approaches to overcome these limitations, GAO was asked to examine the extent to which other countries have (1) LLRW inventory databases, (2) timely removal of higher-activity LLRW from waste generator sites, (3) disposition options for all LLRW, and (4) requirements that LLRW generators have financial reserves to cover waste disposition costs, as well as any other approaches that might improve U.S. LLRW management. GAO primarily relied on a survey of 18 countries representing leading LLRW generators to identify their management approaches and to compare them with U.S. survey results and with approaches suggested by LLRW generators, disposal operators, and regulators in the United States."

A letter report issued by the Government Accountability Office with an abstract that begins "Through its Veterans Health Administration (VHA), the Department of Veterans Affairs (VA) operates one of the largest health care systems in the country. In 1999, GAO reported that better management of VA's large inventory of aged capital assets could result in savings that could be used to enhance health care services for veterans. In response, VA initiated a process known as Capital Asset Realignment for Enhanced Services (CARES). Through CARES, VA sought to enhance veteran care by the appropriate sizing, upgrading, and locating of VA facilities. GAO was asked to examine the CARES process. Specifically, GAO examined (1) how CARES contributes to VHA's capital planning process, (2) the extent to which the CARES process considered capital asset alignment alternatives, and (3) the extent to which VA has implemented CARES decisions and how this implementation has helped VA carry out its mission. To address these issues, we analyzed CARES documents, interviewed VA officials, and conducted six site visits, among other things."

A letter report issued by the Government Accountability Office with an abstract that begins "Air ambulance transport is widely regarded as improving the chances of survival for trauma victims and other critical patients. However, in recent years, the number of air ambulance accidents has led to increased industry scrutiny by government agencies, the public, the media, and the industry itself. The Federal Aviation Administration (FAA), which provides safety oversight, has been called upon by the National Transportation Safety Board (NTSB) and others to issue more stringent safety requirements for the industry. GAO's study addressed (1) recent trends in the air ambulance industry, (2) FAA's challenges in providing safety oversight, and (3) FAA's efforts to address the challenges and what is known about the effects of these efforts. To address these issues, we analyzed FAA, NTSB, and industry data, interviewed federal and industry officials, and conducted five site visits, among other things."
