A letter report issued by the Government Accountability Office with an abstract that begins "How to fund public television has been a concern since the first noncommercial educational station went on the air in 1953. The use of federal funds to help support public television has been a particular point of discussion and debate. This report reviews (1) the organizational structure of public television, (2) the programming and other services that public television provides, (3) the current funding sources for public television, (4) the extent to which public television stations are increasing their nonfederal funding sources and developing new sources of nonfederal support, and (5) the extent to which public television benefits financially from business ventures associated with programming and how this compares with commercial broadcasters. GAO reviewed revenue, membership, and programming data for all public television licensees. GAO also interviewed officials from 54 of public television's 173 licensees, the Corporation for Public Broadcasting, the Public Broadcasting Service, federal agencies, and producers of commercial and public television programming"

A letter report issued by the Government Accountability Office with an abstract that begins "In 1986, an explosion at the Chernobyl nuclear power plant in Ukraine destroyed the reactor building and released massive amounts of radioactive contamination. A temporary shelter was built over the damaged reactor to prevent further contamination. The United States is a major donor to an international project to build a new shelter to replace the existing one, which is badly deteriorating. GAO was asked to (1) assess the progress toward completing the new shelter, (2) review the cost estimates to complete the project, and (3) assess the U.S. role in overseeing and funding the project. To carry out its work, GAO analyzed program documents, interviewed U.S. and international program officials, and visited the Chernobyl nuclear power plant."

Because of the potential for equipment reset costs to affect the Department of Defense's (DOD) future budget requirements and related readiness concerns, GAO initiated this review under the Comptroller General's authority. GAO's objectives were to determine the extent to which the Army and Marine Corps (1) track and report equipment reset expenditures in a way that confirms that funds appropriated for reset are expended for that purpose and (2) can be assured that their reset strategies will sustain equipment availability while meeting ongoing operational requirements. Testimony issued by the Government Accountability Office with an abstract that begins "Alaska Native corporations (ANC) were created to settle land claims with Alaska Natives and foster economic development. In 1986, legislation passed that allowed ANCs to participate in the Small Business Administration's (SBA) 8(a) program. Since then, Congress has extended special procurement advantages to 8(a) ANC firms, such as the ability to receive sole-source contracts for any dollar amount and to own multiple subsidiaries in the 8(a) program. We were asked to testify on an earlier report where we identified (1) trends in the government's 8(a) contracting with ANC firms, (2) the reasons agencies have awarded 8(a) sole-source contracts to ANC firms and the facts and circumstances behind some of these contracts, and (3) how ANCs are using the 8(a) program. GAO also evaluated SBA's oversight of 8(a) ANC firms. GAO made recommendations aimed at improving SBA's oversight of 8(a) ANC contracting activity and ensuring that procuring agencies properly oversee 8(a) contracts they award to ANC firms. SBA has either taken action or plans to take action on the recommendations. The procuring agencies generally agreed with our recommendation to them. Yucca Mountain Project: Information on Estimated Costs to Respond to Employee E-Mails That Raised Questions about Quality Assurance

Correspondence issued by the Government Accountability Office with an abstract that begins "In March 2005, the Department of Energy (DOE) reported the discovery of a series of e-mail messages written in the late 1990s by U.S. Geological Survey (USGS) employees working under a contract with DOE on the Yucca Mountain Project. These e-mails alerted DOE that USGS workers may have falsified records for scientific work on the project and may have been disdainful of the project's quality assurance program and its requirements. In March 2006, we reported that DOE was engaged in a detailed review of these and other project e-mails and was reworking technical documents to ensure the credibility of the USGS's scientific analyses, particularly its conclusions on water infiltration. At Congress' request, we undertook follow-on work to determine the estimated costs incurred in DOE's response, which also included additional management and quality assurance training for project personnel. We briefed Congressional staff on October 23, 2006, on the results of this work. As Congress requested, we also briefed Congressional staff on the estimated cost of completing the Yucca Mountain Project, based on DOE's new schedule for receiving a license and opening the nuclear waste repository by 2017."

Tax Compliance: Thousands of Federal Contractors Abuse the Federal Tax System

Testimony issued by the Government Accountability Office with an abstract that begins "Since 1990, GAO has periodically reported on high-risk federal programs that are vulnerable to fraud, waste, and abuse. Two such high-risk areas are managing federal contracts more effectively and assessing the efficiency and effectiveness of federal tax administration. Weaknesses in the tax area continue to expose the federal government to significant losses of tax revenue and increase the burden on compliant taxpayers to fund government activities. Over the last several years, the Senate Permanent Subcommittee on Investigations requested GAO to investigate Department of Defense (DOD), civilian agency, and General Services Administration (GSA) contractors that abused the federal tax system. Based on that work GAO made recommendations to executive agencies including to improve the controls over levying payments to contractors with tax debt--many of which have been implemented--and referred 122 contractors to IRS for further investigation and prosecution. As requested, this testimony will highlight the key findings from prior testimonies and related reports. This testimony will (1) describe the magnitude of tax debt owed by federal contractors, (2) provide examples of federal contractors involved in abusive and potentially criminal activity related to the federal tax system, and (3) describe …

The nation's transportation network presents particularly complex policy challenges, because it encompasses many modes on systems owned, funded, and operated by both the public and the private sectors. As the August collapse of a bridge span in Minneapolis illustrated, policymakers currently face the challenge of maintaining the safety and condition of the transportation network--in a time of increasing fiscal constraint. Addressing these challenges requires a fundamental reexamination and transformation of the nation's transportation policies and programs. This forum brought together government, academic, and transportation industry experts, along with GAO's own transportation specialists. The discussion addressed (1) the appropriate goals for the nation's transportation policy, (2) the role of the federal government in achieving transportation goals, (3) how transportation goals might be financed, and (4) next steps in transforming transportation policy for the 21st century. Correspondence issued by the Government Accountability Office with an abstract that begins "The Americans with Disabilities Act (ADA) of 1990 seeks to ensure equal opportunity for persons with disabilities in employment, transportation, and other matters. ADA sets minimum standards for the accessibility of public transportation systems. For example, for persons unable to use a fixed-route bus or rail system due to disability, transit systems must provide service within three-quarters of a mile of the fixed-route service and during the same hours as the fixed-route service. In February 2001, the Bush Administration announced the New Freedom Initiative, a comprehensive program intended to extend and enhance efforts begun under ADA to help bring Americans with disabilities into mainstream life. According to the U.S. Census Bureau, in 2005 there were about 40 million noninstitutionalized persons over the age of 5 with one or more disabilities. In August 2005, the Safe, Accountable, Flexible, Efficient Transportation Equity Act--A Legacy for Users (SAFETEA-LU) authorized the New Freedom program, to be administered by the Department of Transportation's Federal Transit Administration (FTA). Testimony issued by the Government Accountability Office with an abstract that begins "The South Florida ecosystem covers about 18,000 square miles, and is home to the Everglades, one of the world's unique environmental resources. Historic efforts to redirect the flow of water through the ecosystem have jeopardized its health and reduced the Everglades to about half of its original size. In 1993, the United Nations Educational, Scientific, and Cultural Organization's World Heritage Committee (WHC) added Everglades National Park (Park) to its List of World Heritage in Danger sites. In 2000, a strategy to restore the ecosystem was set; the effort was expected to take at least 40 years and cost $15.4 billion. It comprises 222 projects, including 60 key projects known as the Comprehensive Everglades Restoration Plan (CERP), to be undertaken by a multiagency partnership. This testimony is based on GAO's May 2007 report, South Florida Ecosystem: Restoration Is Moving Forward, but Is Facing Significant Delays, Implementation Challenges, and Rising Costs, and a review of WHC decision documents relating to the Park's listing. The military services use three programs to access officer candidates: (1) military academies, (2) the Reserve Officers' Training Corps (ROTC), and (3) Officer Candidate Schools (OCS). In addition to accessing new officers, the services must retain enough experienced officers to meet current operational needs and the services' transformation initiatives. GAO was asked to assess the extent to which the services are accessing and retaining the officers required to meet their needs. GAO also identified steps that the Department of Defense (DOD) and the services have taken and the impediments they face in increasing officers' foreign language proficiency. For this report, GAO examined actual accession and retention rates for officers in fiscal years (FYs) 2001, 2003, and 2005 as well as projections for later years. FAA used this study to support the President's proposal to replace many current excise taxes with cost-based fees for commercial aviation users and higher fuel taxes for general aviation users. GAO assessed (1) the consistency of FAA's cost assignment methodology with established standards and guidance, (2) the support for selected cost assignment assumptions and methods, and (3) the impact of including budgeted capital costs in the cost baseline. Correspondence issued by the Government Accountability Office with an abstract that begins "In 1994, Congress enacted the American Indian Trust Fund Management Reform Act, Pub. L. No. 103-412, recognizing the federal government's fiduciary responsibilities toward American Indians. The act called for more effective management of the Department of the Interior's (Interior) fiduciary responsibilities, required an annual audit of Indian trust funds, and created the Office of Special Trustee for American Indians (OST) in Interior. In 1996, the Secretary of the Interior ordered the transfer of responsibility for trust fund management, including preparation of the financial statements of the Tribal and Other Trust Funds and Individual Indian Monies Trust Funds (Indian trust funds), from the Bureau of Indian Affairs (BIA) to OST. Since then, OST has prepared and independent public accountants have audited the financial statements of the Indian trust funds. The auditors have issued qualified audit opinions each year since 1996 because of inadequacies in Interior's trust-related systems, controls, and processes, disagreements between Interior and the trust funds' beneficiaries on amounts owed, and potential claims against the government. The Congress enacted the Improper Payments Information Act of 2002 (IPIA) and the Recovery Auditing Act to address these issues. Fiscal year 2006 marked the third year that agencies were required to report improper payment and recovery audit information in their Performance and Accountability Reports. The Department of Homeland Security (DHS) reported limited information during these 3 years. GAO previously reported persistent problems in providing collective protection for U.S. forces in high threat areas overseas. In this report, GAO examined (1) current intelligence assessments of chemical and biological threats, (2) the extent to which DOD has provided collective protection at critical overseas facilities and major expeditionary warfighting assets, and (3) DOD's framework for managing installation protection policies and prioritizing critical installations for funding. The letter asked if we have concerns about the converter box subsidy program. Congress also asked whether the National Telecommunications and Information Administration (NTIA) should prepare for a potential shortfall in program funding, in part by developing a process to address a potential shortfall. The letter also asked us to elaborate on the statutory provisions that we believe provide the Federal Communications Commission (FCC) with the necessary authority to convene an inter-agency task force. NNSA is responsible for the nation's nuclear weapons, nonproliferation, and naval reactors programs. Since its creation, NNSA has continued to experience security problems, such as unauthorized access to a NNSA unclassified computer system, and cost and schedule overruns on its major projects, such as the National Ignition Facility. GAO reviewed the extent to which NNSA has taken steps to (1) improve security at its laboratories and plants and (2) improve its management practices and revise its organizational structure. A letter report issued by the Government Accountability Office with an abstract that begins "The 2006 Quadrennial Defense Review Report states that the Department of Defense (DOD) must be prepared to respond to and mitigate the effects of weapons of mass destruction (WMD) attacks at home or overseas. Moreover, the Secretary of Defense directed the U.S. military to define the nature and potential requests for military capabilities needed to respond to 15 National Planning Scenarios issued by the Homeland Security Council. The Army's chemical units are key players in this mission. GAO was asked to evaluate the preparedness of the Army's chemical and biological units, including the extent to which (1) units tasked with providing chemical and biological defense support to combat units and commands are adequately staffed, equipped, and trained and (2) units also tasked with a homeland defense mission--especially National Guard and Reserve units--are adequately prepared for this mission. During this review, we analyzed readiness data and other preparedness indicators for 78 Army chemical units."

A letter report issued by the Government Accountability Office with an abstract that begins "To ensure the availability of essential government services in emergencies, federal agencies are required to develop continuity of operations (COOP) plans. The Federal Emergency Management Agency (FEMA), under the Department of Homeland Security (DHS), is responsible for disseminating guidance to federal agencies on developing plans, as well as conducting government-wide exercises every other year to assess federal continuity readiness. In June 2006, FEMA conducted an exercise called Forward Challenge 06, to allow agencies to activate COOP plans, deploy essential personnel to alternate facilities, and perform essential functions. GAO was asked to describe the extent to which agencies tested continuity plans and procedures, personnel, and resources during the June 2006 exercise. To do this, GAO selected the eight civilian agencies with significant responsibilities during national disasters, analyzed agency exercise documentation, and interviewed officials to determine which test and exercise activities each agency included in its participation."

Crude Oil: California Crude Oil Price Fluctuations Are Consistent with Broader Market Trends

A letter report issued by the Government Accountability Office with an abstract that begins "California is the nation's fourth largest producer of crude oil and has the third largest oil refining industry (behind Texas and Louisiana). Because crude oil is a globally traded commodity, natural and geopolitical events can affect its price. These fluctuations affect state revenues because a share of the royalty payments from companies that lease state or federal lands to produce crude oil are distributed to the states. Because there are many varieties and grades of crude oil, buyers and sellers often price their oil relative to another abundant, highly traded, and high quality crude oil called a benchmark. West Texas Intermediate (WTI), a light crude oil, is the most commonly used benchmark in the United States. The price difference between a crude oil and its benchmark is commonly expressed as a price differential. In fall 2004, crude oil price differentials between WTI and California's heavier, and generally lower valued, crude oil rose sharply. State Department: Evacuation Planning and Preparations for Overseas Posts Can Be Improved

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1988, the Department of State (State) has ordered over 270 evacuations from overseas posts due to civil strife, terrorist incidents, natural disasters, conventional war threats, and disease outbreaks. To prepare for evacuation, overseas posts rely on a variety of guidance, plans, and training, such as Emergency Action Plans (EAP). GAO was asked to assess State's (1) guidance and plans to prepare for evacuation, (2) training and exercises to prepare post staff for crisis, and (3) efforts to collect, analyze, and incorporate evacuation lessons learned into guidance and training. GAO examined State and Department of Defense (DOD) documents, spoke with State and DOD officials, conducted a survey of 243 overseas posts, and completed 22 structured interviews with State personnel."
