Obtaining a Record Vote on the House Floor
The House of Representatives uses two kinds of votes in which the names and positions of individual Members are recorded: (1) the recorded vote, used chiefly in Committee of the Whole, though also in order in the House, and (2) the yea and nay vote, in order only in the House proper. Both kinds together are referred to as record votes or, more informally, as “roll call votes,” and both are normally taken by electronic device. This report illustrates forms commonly used for obtaining each kind of vote.

Children Exposed to Domestic Violence: Federal Assistance Programs
The impact on children of domestic violence was an issue of interest in the 109th Congress. The first session of the 109th Congress ended with the passage of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (P.L. 109-162), which contained new initiatives to address concerns about children and youth exposed to and victimized by domestic violence. This report discusses existing federal programs and initiatives that have been established to assist such children and youth, and new provisions enacted in P.L. 109-162.

Idaho Biodiesel Infrastructure Project: Final Report, December 2006
The Idaho Energy Division issued a Request for Proposal (RFP) on March 14, 2006, inviting qualified licensed fuel wholesalers, fuel retailers, and vehicle fleet operators to provide proposals to construct and/or install infrastructure for biodiesel utilization in Idaho. The intent was to improve the ability of private and/or non-Federal public entities in Idaho to store, transport, or offer for sale biodiesel within the state. The RFP provided up $100,000 for co-funding the projects with a minimum 50% cash cost match. Four contracts were subsequetnly awarded that resulted in three new bidodiesel storage facilities immediately serving about 45 fueling stations from Sandpoint to Boise. The project also attracted considerable media attention and Idaho became more knowledgeable about biodiesel.

The Death Penalty: Capital Punishment Legislation in the 109th Congress
This report discusses legislation regarding the death penalty in the 109th Congress. The USA PATRIOT Improvement and Reauthorization Act (Reauthorization Act) contains a number of death penalty related provisions. Some create new federal capital offenses; some add the death penalty as a sentencing option in the case of preexisting federal crimes; some alter the procedural attributes of federal capital cases. Other proposals offered during the 109th Congress would have followed the same pattern: some new crimes; some new penalties for old crimes; and some procedural adjustments. Only one of the other proposals, the Adam Walsh Child Protection and Safety Act, passed, although at least one House approved several others. Three proposals do not fit the pattern; they either would have abolished the death penalty as a federal sentencing alternative or would have imposed a moratorium upon executions.
