Farm and Food Support Under USDA's Section 32 Program
This report discusses “Section 32”, which is a permanent appropriation that since 1935 has earmarked the equivalent of 30% of annual customs receipts to support the farm sector through a variety of activities. Today, most of this appropriation (now approximately $6.5 billion yearly) is transferred to the U.S. Department of Agriculture (USDA) account that funds child nutrition programs.

Health Insurance Coverage for Retirees
With the retirement of the baby boom generation looming ahead, employers offering coverage to their retired workers will face a huge future financial commitment. Some employers have already reduced or eliminated their commitment to insure their retirees. Recent trends indicate that retiree health benefits are increasingly subject to higher beneficiary cost-sharing. Further, among employers who provide health insurance for current retirees, their current workers are less likely to be guaranteed these benefits upon retirement. This report discusses issues regarding health insurance coverage for retirees.

This report discusses federal research and development (R&D) funding. The Bush Administration requested $137.2 billion in R&D funding for FY2007. This sum represents a 2.6% increase over the estimated $133.7 billion that was approved in FY2006. As in the recent past, the FY2007 increase over the FY2006 estimated funding levels is due to significant funding increases in the Department of Defense (DOD) and the National Aeronautics and Space Administration’s (NASA’s) space vehicles development program.

Flag Protection: A Brief History and Summary of Recent Supreme Court Decisions and Proposed Constitutional Amendments
This report is divided into two parts. The first gives a brief history of the flag protection issue, from the enactment of the Flag Protection Act in 1968 through current consideration of a constitutional amendment. The second part briefly summarizes the two decisions of the United States Supreme Court, Texas v. Johnson and United States v. Eichman, that struck down the state and federal flag protection statutes as applied in the context punishing expressive conduct.
