Atmospheric Deposition and Biogeochemistry of Mercury and other Trace Contaminants in Aquatic Ecosystems, Final Project Report Part II: Mercury Studies 2002-2004

This report summarizes the mercury studies, and has two main objectives. First to summarize the findings of biogeochemical investigations in the Devils Lake watershed during 2002, 2003, and 2004 and compare them to findings for other lakes. The second objective is to compile and tabulate the large amount of mercury data that are collected so that they will be usefule to the Tribe in future studies.

A letter report issued by the Government Accountability Office with an abstract that begins "During a hearing in 2004 on the financial services industry, congressional members and witnesses expressed concern about the industry's lack of workforce diversity, particularly in key management-level positions. Witnesses stated that financial services firms (e.g., banks and securities firms) had not made sufficient progress in recruiting and promoting minority and women candidates for management-level positions. Concerns were also raised about the ability of minority-owned businesses to raise capital (i.e., debt or equity capital). GAO was asked to provide an overview on the status of diversity in the financial services industry. This report discusses (1) what available data show regarding diversity at the management level in the financial services industry from 1993 through 2004, (2) the types of initiatives that financial firms and related organizations have taken to promote workforce diversity and the challenges involved, and (3) the ability of minority- and women-owned businesses to obtain access to capital in financial markets and initiatives financial institutions have taken to make capital available to these businesses."

Clean Water: How States Allocate Revolving Loan Funds and Measure Their Benefits

A letter report issued by the Government Accountability Office with an abstract that begins "Communities will need hundreds of billions of dollars in coming years to construct and upgrade wastewater treatment facilities, sewer systems, and other water infrastructure. To finance these efforts, they will rely heavily on low-interest loans from the Environmental Protection Agency's (EPA) Clean Water State Revolving Fund (CWSRF) program to supplement their own funds. Through fiscal year 2005, states have used their CWSRFs to provide communities over $52 billion for a variety of water quality projects. The Clean Water Act allows states to use their CWSRFs to (1) construct or improve conventional wastewater infrastructure, (2) control diffuse (nonpoint) sources of pollution such as agricultural runoff and leaking septic systems, and (3) protect federally-designated estuaries. Given the states' flexibility in determining how to spend CWSRF dollars, GAO was asked to examine (1) the extent to which states use their CWSRF dollars to support conventional wastewater treatment infrastructure versus other qualifying expenses, (2) the strategies states use to allocate their CWSRF dollars among qualifying expenses, and (3) the measures states use to ensure that their allocation strategies result in the most efficient and effective use of CWSRF dollars. This report examines the U.S.-Peru Trade Promotion Agreement which was originally intended to be part of a broader U.S.-Andean free trade agreement (FTA), but after negotiators failed to reach agreement, Peru and the U.S. decided to move forward on a bilateral basis. The PTPA is a comprehensive trade agreement that, if ratified, would eliminate tariffs and other barriers in goods and services trade between two countries. The labor provisions may be among the more controversial of the agreement.

A letter report issued by the Government Accountability Office with an abstract that begins "The 2004 Indian Ocean tsunami raised questions about U.S. preparedness for such an event. The National Oceanic and Atmospheric Administration (NOAA) leads U.S. detection and warning efforts and partners with federal and state agencies in the National Tsunami Hazard Mitigation Program (NTHMP) to reduce tsunami risks. In 2005, Congress appropriated $17.24 million in supplemental funding to enhance these efforts. This report (1) identifies U.S. coastal areas facing the greatest tsunami hazard and the extent to which potential impacts have been assessed, (2) discusses the effectiveness of the existing federal tsunami warning system, (3) describes efforts to mitigate the potential impacts of tsunamis on coastal communities, and (4) assesses NOAA's efforts to develop long-range plans for federal tsunami programs."

Elections: The Nation's Evolving Election System as Reflected in the November 2004 General Election

A chapter report issued by the Government Accountability Office with an abstract that begins "The 2004 general election was the first presidential election that tested substantial changes states made to their election systems since the 2000 election, including some changes required by the Help America Vote Act of 2002 (HAVA). HAVA required some major changes in the nation's elections processes, not all which had to be implemented by the November 2004 election. HAVA addressed issues of people, processes, and technology, all of which must be effectively integrated to ensure effective election operations. GAO initiated a review under the authority of the Comptroller General to examine an array of election issues of broad interest to Congress. For each major stage of the election process, this report discusses (1) changes to election systems since the 2000 election, including steps taken to implement HAVA, and (2) challenges encountered in the 2004 election. For this report, GAO sent a survey to the 50 states and the District of Columbia (all responded) and mailed a questionnaire to a nationwide sample of 788 local election jurisdictions about election administration activities (80 percent responded). A letter report issued by the Government Accountability Office with an abstract that begins "In its role as the nation's tax collector, the Internal Revenue Service (IRS) has a demanding responsibility in annually collecting over $2 trillion in taxes, processing hundreds of millions of tax and information returns, and enforcing the nation's tax laws. Since its first audit of IRS's financial statements in fiscal year 1992, GAO has identified a number of weaknesses in IRS's financial management operations. In related reports, GAO has recommended corrective action to address those weaknesses. Each year, as part of the annual audit of IRS's financial statements, GAO not only makes recommendations to address any new weaknesses identified but also follows up on the status of weaknesses GAO identified in previous years' audits. The purpose of this report is to (1) assist IRS management in tracking the status of audit recommendations and actions needed to fully address them and (2) demonstrate how the recommendations fit into IRS's overall management and internal control structure."
