2005 Habitat Evaluation Procedure (HEP) Report for the North Eaton Lake Project

On July 6, 2005, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the North Eaton Lake property, an acquisition completed by the Kalispel Tribe of Indians in November 2004. Evaluation species and appropriate models include bald eagle, black-capped chickadee, Canada goose, mallard, muskrat, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The North Eaton Lake Project provides a total of 235.05 Habitat Units (HUs) for the species evaluated. Open water habitat provides 9.38 HUs for Canada goose, mallard and muskrat. Emergent wetland habitat provides 11.36 HUs for Canada goose, mallard and muskrat. Forested wetland provides 10.97 HUs for bald eagle, black-capped chickadee, mallard and white-tailed deer. Conifer forest habitat provides 203.34 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. The objective of using HEP at the North Eaton Lake Project and other protected properties is to document the quality and quantity of available habitat for selected wildlife species. Defense Management: Actions Are Needed to Improve the Management and Oversight of the National Guard Youth Challenge Program

A letter report issued by the Government Accountability Office with an abstract that begins "The fiscal year 1993 National Defense Authorization Act established the National Guard Youth Challenge Program as a pilot program to evaluate the effectiveness of providing military based training to improve the life skills of high school dropouts. The Assistant Secretary of Defense for Reserve Affairs, under the authority of the Under Secretary of Defense for Personnel and Readiness, is responsible for overall policy for the program. The National Guard Bureau (NGB) provides direct management and oversight. In 1998, Congress permanently authorized the program and began decreasing the federal cost share until it reached its current level of 60 percent in 2001. Conference Report 108-767 directed GAO to review the program. Specifically, GAO reviewed (1) historical trends of the program; (2) the extent of analyses performed to determine program costs and the need to adjust the federal and state cost share; and (3) NGB oversight of the program. GAO is also providing information on Reserve Affairs' and states' efforts to obtain funding from alternative sources."
