In 2000, Congress approved a 30-year, $7.8 billion restoration plan, termed the Comprehensive Everglades Restoration Plan (CERP), for the Everglades ecosystem in southern Florida, and authorized an initial set of projects at a cost of $1.4 billion. This report provides information on federal appropriations for Everglades restoration, and discusses some issues related to the authorization and appropriations for restoration projects.

During the Base Closure and Realignment Commission's Regional Hearing at New Orleans on 22 July, several members of the Florida delegation suggested relocating the Navy's east coast Master Jet Base, presently at Oceana Naval Air Station in Virginia, to Cecil Field. You, however, did not mention the possibility of such a move in your remarks.

On behalf of the Pensacola community, we appreciate your visit to Pensacola and NAS Pensacola early on in the BRAC process. I wanted to provide you a short summary of the most salient points for the four actions that the Pensacola community believes should be reversed.

With the support of Governor Bush, I am writing to request an opportunity to present information to the BRAC Commission relative to the, possible return of military operation to Cecil Field.

This is in addition to the information previously submitted at the BRAC Commission regional hearing on 07/22/05 in New Orleans.
