2005 Habitat Evaluation Procedure (HEP) Report for the Beaver Lake Project

On August 14, 2003, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the Beaver Lake property, an acquisition completed by the Kalispel Tribe of Indians in November 2002. Evaluation species and appropriate models include bald eagle, black-capped chickadee, Canada goose, mallard, muskrat, yellow warbler, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The Beaver Lake Project provides a total of 232.26 Habitat Units (HUs) for the species evaluated. Conifer forest habitat provides 136.58 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. Forested wetland habitat provides 20.02 HUs for bald eagle, black-caped chickadee, mallard, and white-tailed deer. Scrub-shrub wetland habitat provides 7.67 HUs for mallard, yellow warbler, and white-tailed deer. Grassland meadow provides 22.69 HUs for Canada goose and mallard. Emergent wetlands provide 35.04 HUs for Canada goose, mallard, and muskrat. Open water provided 10.26 HUs for Canada goose, mallard, and muskrat. Final Work Plan: Groundwater Monitoring at Centralia, Kansas.

This Work Plan outlines the scope of work for a program of twice yearly groundwater monitoring at the site of a former grain storage facility at Centralia, Kansas (Figure 1.1). The purposes of this monitoring program are to follow changes in plume dynamics and to collect data necessary to evaluate the suitability of monitored natural attenuation as a remedial option, under the requirements of Kansas Department of Health and Environment (KDHE) Policy No.BER-RS-042. This monitoring program is planned for a minimum of 2 yr. The planned monitoring activity is part of an investigation at Centralia being performed on behalf of the Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), by the Environmental Research Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. On September 7, 2004, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the West Beaver Lake property, an acquisition completed by the Kalispel Tribe of Indians in September 2004. Evaluation species and appropriate models include bald eagle, black-capped chickadee, mallard, muskrat, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The West Beaver Lake Project provides a total of 103.08 Habitat Units (HUs) for the species evaluated. Emergent wetland habitat provides 7.17 HUs for mallard and muskrat. Conifer forest habitat provides 95.91 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. The objective of using HEP at the West Beaver Lake Project and other protected properties is to document the quality and quantity of available habitat for selected wildlife species. In this way, HEP provides information on the relative value of the same area at future points in time so that the effect of management activities on wildlife habitat can be quantified. When combined with other tools, the baseline HEP will be used to determine the most effective on-site management, restoration, and enhancement actions to increase habitat suitability for targeted species. Evaluation species and appropriate models include bald eagle, black-capped chickadee, mallard, muskrat, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The Gamblin Lake Project provides a total of 273.28 Habitat Units (HUs) for the species evaluated. Conifer forest habitat provides 127.92 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. Environmental Assessment for the Proposed Withdrawal of Public Lands Within and Surrounding the Caliente Rail Corridor, Nevada

The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (Bechtel Nevada, 2000) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs) for each of the facilities, and reports the results in an annual summary report to the U.S. Department of Energy Headquarters. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (U.S. Department of Energy [DOE]). The U.S. Department of Energy National Nuclear Security Administration Nevada Site Office performed annual reviews in fiscal year (FY) 2004 by evaluating operational factors and research results that impact the continuing validity of the PA and CA results. This annual summary report presents data and conclusions from the FY 2004 review, and determines the adequacy of the PAs and CAs. Physical and Chemical Implications of Mid-Winter Pumping of Trunda Lakes - North Slope, Alaska

Tundra lakes on the North Slope, Alaska, are an important resource for energy development and petroleum field operations. A majority of exploration activities, pipeline maintenance, and restoration activities take place on winter ice roads that depend on water availability at key times of the winter operating season. These same lakes provide important fisheries and ecosystem functions. In particular, overwintering habitat for fish is one important management concern. This study focused on the evaluation of winter water use in the current field operating areas to provide a better understanding of the current water use practices. It found that under the current water use practices, there were no measurable negative effects of winter pumping on the lakes studied and current water use management practices were appropriately conservative. The study did find many areas where improvements in the understanding of tundra lake hydrology and water usage would benefit industry, management agencies, and the protection of fisheries and ecosystems.

Additional Reserve Recovery Using New Polymer Treatment on High Water Oil Ratio Wells in Alameda Field, Kingman County, Kansas

The Chemical Flooding process, like a polymer treatment, as a tertiary (enhanced) oil recovery process can be a very good solution based on the condition of this field and its low cost compared to the drilling of new wells. It is an improved water flooding method in which high molecular-weight (macro-size molecules) and water-soluble polymers are added to the injection water to improve the mobility ratio by enhancing the viscosity of the water and by reducing permeability in invaded zones during the process. In other words, it can improve the sweep efficiency by reducing the water mobility. This polymer treatment can be performed on the same active oil producer well rather than on an injector well in the existence of strong water drive in the formation. Some parameters must be considered before any polymer job is performed such as: formation temperature, permeability, oil gravity and viscosity, location and formation thickness of the well, amount of remaining recoverable oil, fluid levels, well productivity, water oil ratio (WOR) and existence of water drive. Final Monitoring Plan for the Utica Aquifer-North Lake Basin Restoration Project at Utica, Nebraska.

On March 9, 2001, representatives of the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) and Argonne National Laboratory met with representatives from a number of federal and Nebraska state agencies (the wetlands agencies; see Table 1.1) to discuss the CCC/USDA's proposed aquifer remediation and wetlands restoration project at Utica, Nebraska. As part of those discussions, Argonne outlined preliminary recommendations for a long-term monitoring program to verify and document (1) the performance of the spray irrigation treatment process for the removal of carbon tetrachloride from extracted groundwater, (2) the geochemical quality of the extracted and treated groundwater delivered to the wetlands, and (3) the hydrogeologic and inorganic geochemical impacts of the groundwater delivery. General activities recommended included the following: (1) Periodic sampling and analysis for volatile organic compounds (VOCs) in groundwater extracted at each pumping well and in water discharged from the spray irrigation treatment units. (2) Periodic sampling of groundwater from each pumping well and directly from the sprinkler discharge, for analysis for selected inorganic water quality parameters.
