A letter report issued by the Government Accountability Office with an abstract that begins "China is important to the global economy and a major U.S. trading partner. By joining the World Trade Organization (WTO) in 2001, China pledged to further liberalize its trade regime and follow global trade rules. While U.S.-Chinese commercial relations have expanded, controversies have emerged, including the size and growth of the U.S. trade deficit with China, China's lack of intellectual property protection, and China's implementation of its WTO obligations. Despite these challenges, China's vast consumer and labor markets present huge opportunities for U.S. exporters and investors. GAO (1) analyzed U.S. goods and services exports to China, (2) assessed how U.S. exports to China have fared against those of other major trading partners, and (3) analyzed U.S. investment and affiliate sales in China. We provided the Office of the U.S. Trade Representative, the Departments of Agriculture and Commerce, and the International Trade Commission with a draft of this report for their review and comment. These agencies chose to provide technical comments from their staff. We incorporated their suggestions as appropriate."

A letter report issued by the Government Accountability Office with an abstract that begins "Competitive sourcing is a management tool where federal agencies conduct competitions between federal employees and private companies to determine the best source to provide commercially available services. Concerns have been raised in the Congress that differences in the costs of federal and private health insurance benefits could disadvantage the federal workforce in public-private competitions. A health benefit cost comparability provision in the 2005 Defense Appropriations Act prohibited any advantage for private offerors that provide no health benefits or contribute less for them than the Department of Defense (DOD) contributes for its civilian employees. Legislation is pending to extend the provision for another year. GAO, in response to a mandate, determined (1) how DOD implemented the provision, and (2) what impact the provision had on DOD's fiscal year 2005 competitive sourcing program."

A letter report issued by the Government Accountability Office with an abstract that begins "Livestock producers, with gross income of $63 billion in 2004, depend on USDA's daily, weekly, and monthly livestock market news reports. These reports provide them and others in the industry with livestock and meat prices and volumes, which are helpful as they negotiate sales of cattle, hogs, lamb and meat products. Packers also use the average prices in these reports as a basis for paying some producers with whom the packers have contracts. In 1999, the Livestock Mandatory Reporting Act was passed to substantially increase the volume of industry sales transactions covered by USDA's market news reports and thereby encourage competition in the industry. In the context of ongoing discussions about the renewal of this act, GAO reviewed (1) USDA's efforts to ensure the quality of its livestock market news reports and (2) the coordination between two USDA agencies that are responsible for promoting competition in livestock markets."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, Congress reauthorized HOPE VI, a program administered by the Department of Housing and Urban Development (HUD) and designed to improve the nation's worst public housing. In doing so, Congress required GAO to report on the extent of severely distressed public housing for the elderly and non-elderly persons with disabilities. "Severely distressed" is described in the statute as developments that, among other things, are a significant contributing factor to the physical decline of, and disinvestment in, the surrounding neighborhood; occupied predominantly by very low-income families, the unemployed, and those dependent on public assistance; have high rates of vandalism and criminal activity; and/or lack critical services, resulting in severe social distress. In response to this mandate, GAO examined (1) the extent to which public housing developments occupied primarily by elderly persons and non-elderly persons with disabilities are severely distressed and (2) the ways in which such housing can be improved. HUD officials provided oral comments indicating general agreement with the report."

This report discusses the Wild Free-Roaming Horses and Burros Act of 1971, which sought to protect wild horses and burros on federal lands and placed them under the jurisdiction of the Bureau of Land Management (BLM) and the Forest Service (FS). Management of wild horses and burros has long been controversial. Current issues include the priority to be given wild horses and burros in land use decisions, removal of animals from the range, adoption and sales programs, slaughter of animals, holding animals in facilities, use of fertility control, and costs of management.

A letter report issued by the Government Accountability Office with an abstract that begins "The Youth Opportunity Grant program (YO) represented an innovative approach to improving education and employment opportunities for at-risk youth by targeting resources in high poverty areas and incorporating strategies that experts have identified as effective for serving this population. The Department of Labor (the Department) awarded 36 grants in 2000, and the program continued for 5 years. The Department had used a similar approach on a smaller scale in previous programs, but little information is available on the impact of these other programs. In order to understand what can be learned from the Youth Opportunity Grant program, GAO examined the grantees' implementation of the program, challenges they faced, and what is known about the program's outcomes and impact. A letter report issued by the Government Accountability Office with an abstract that begins "To help address the many challenges being faced by federal agencies, Congress has enacted a series of laws designed to improve agencies' performance. The Clinger-Cohen Act of 1996, for example, requires that each agency head designate a Chief Information Officer (CIO) to lead reforms to achieve real, measurable improvements in the agency's performance through better management of information resources. Recognizing the importance of the CIO position, congressional requesters asked GAO to conduct two reviews. The first, reported in July 2004, discussed the extent to which federal CIOs had responsibility for 12 functional areas that GAO had identified as either required by statute or critical to effective information and technology management, including information technology (IT) capital planning, strategic planning for information resources, and information security and privacy. This report focuses on the responsibilities of CIOs at 20 leading private-sector organizations. The questions GAO addressed were (1) What are the responsibilities of these CIOs, and how do they compare with those of federal CIOs? (2) What are the key challenges of these private-sector CIOs? (3) How do these organizations govern their information and IT assets enterprisewide?"

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) contracts with private sector companies to perform depot maintenance of weapon systems using performance-based logistics--that is, purchasing a defined level of performance over a defined time period at a fixed cost to the government. After implementing such contracts, program offices are to validate their efficacy using cost and performance data; DOD cannot otherwise ensure cost savings and improved performance are being achieved through the use of performance-based logistics. GAO was asked to review the implementation of performance-based logistics to determine whether DOD could demonstrate cost savings and improved responsiveness from these arrangements. In conducting its review, GAO analyzed the implementation of performance-based logistics arrangements for 15 weapon system programs."

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2004, about two-thirds of the Department of Energy's (DOE) $26.9 billion in spending went to 28 major facilities--laboratories, production and test facilities, and nuclear waste cleanup and storage facilities. DOE spent about $2.9 billion in fiscal year 2004 to support the mission of its five largest laboratories. GAO was asked to examine (1) recent trends in indirect and functional support cost rates for these five laboratories, noting key differences in how contractors classify costs, and (2) the efforts of DOE and its contractors to reduce indirect and other support costs and identify additional opportunities for savings."

A key element of such systems modernization programs is the use of an enterprise architecture (EA), which is a blueprint of an agency's current and planned operating and systems environment, as well as an IT investment plan for transitioning between the two. The conference report accompanying FBI's fiscal year 2005 appropriations directed GAO to determine (1) whether the FBI is managing its EA program in accordance with established best practices and (2) what approach the bureau is following to track and oversee its EA contractor, including the use of effective contractual controls."
