This long-term surveillance plan (LTSP) for the Lakeview, Oregon, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Lakeview (Collins Ranch) disposal cell, which will be referred to as the Collins Ranch disposal cell throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. This final LTSP was prepared as a requirement for acceptance under the US Nuclear Regulatory Commission (NRC) general license for custody and long-term care of residual radioactive materials. This LTSP documents whether the land and interests are owned by the United States or an Indian tribe, and details how the long-term care of the disposal site will be carried out. It is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program (DOE, 1992a).

Twenty-nine comments from the US Nuclear Regulatory Commission and six from the Grand Junction Project Office for the long-term surveillance plan for the Collins Ranch Disposal Site, Lakeview, Oregon are documented along with their corresponding responses.

Burlington Bottoms, consisting of approximately 417 acres of riparian and wetland habitat, was purchased by the Bonneville Power Administration in November 1991. The site is located approximately 1/2 mile north of the Sauvie Island Bridge (T2N R1W Sections 20, 21), and is bound on the east side by Multnomah Channel and on the west side by the Burlington Northern Railroad right-of-way and U.S. Highway 30 (Figures 1 and 2). Wildlife habitat values resulting from the purchase of this site will contribute toward the goal of mitigating for habitat lost as outlined in the Columbia and Willamette River Basin's Fish and Wildlife Program and Amendments. Under this Program, mitigation goals were developed as a result of the loss of wildlife habitat due to the development and operation of Federal hydro-electric facilities in the Columbia and Willamette River Basins. In 1993, an interdisciplinary team was formed to develop and implement quantitative Habitat Evaluation Procedures (HEP) to document the value of various habitats at Burlington Bottoms. Results of the HEP will be used to: (1) determine the current status and habitat enhancement potential of the site consistent with wildlife mitigation goals and objectives; and (2) develop a management plan for the area. Interview with Maj. Gen. Marion E. Carl, a Marine Corps WWII fighter ace and test pilot from Hubbard, Oregon. Carl discusses his education, joining the Marines, flight training, deployment aboard the USS Saratoga at the start of the war, first air-to-air combat, service at Midway and Guadalcanal, return to the States as a squadron commander, flying a promotional circuit and getting married, return to the South Pacific, Rabaul, end of combat flying and work as a test pilot at Patuxent River NAS, jets vs. props, flight injuries, return to fighter units, and service in Taiwan and Vietnam.

A report which describes the hydrothermal alteration of numerous outcrop samples collected in the vicinity of Mount Hood, as well as drill cuttings from 13 of the geothermal drill holes for which we were able to obtain sample splits.
