The paper begins with a survey of recent developments in networked information resources and tools to identify, navigate, and use such resources. The paper then discusses the changing legal framework that governs use of electronic information as contract law rather than simple sale within the context of copyright law becomes the dominant model for acquiring access to electronic information.

Fish communities in two upper Little Tennessee River tributaries, Rabbit Creek and Middle Creek, both located in Macon County, North Carolina, were monitored using IBI methods in 1990 and again in 1992. A single site, each on the lower reaches of its respective creek, was chosen to reflect the influence of conditions throughout the watershed and to provide a measure of water quality exiting the watershed. The Rabbit Creek watershed (Holly Springs community) has a long history of settlement and agricultural use. Dominant land uses today are pasture in the bottom lands and residential development at higher elevations. Much of the upper portion of the Middle Creek watershed on the slopes of Scaly Mountain is devoted to cabbage farming, often on steep slopes and highly erodible soils. From the cabbage growing area, the creek drops 400 feet to the lower valley. Other common land uses include residential, livestock, and forest. Both streams are characterized by heavy sedimentation and frequent high turbidity. Both streams showed marked improvement between 1990 and 1992. Burlington Bottoms, consisting of approximately 417 acres of riparian and wetland habitat, was purchased by the Bonneville Power Administration in November 1991. The site is located approximately 1/2 mile north of the Sauvie Island Bridge (T2N R1W Sections 20, 21), and is bound on the east side by Multnomah Channel and on the west side by the Burlington Northern Railroad right-of-way and U.S. Highway 30 (Figures 1 and 2). Wildlife habitat values resulting from the purchase of this site will contribute toward the goal of mitigating for habitat lost as outlined in the Columbia and Willamette River Basin's Fish and Wildlife Program and Amendments. Under this Program, mitigation goals were developed as a result of the loss of wildlife habitat due to the development and operation of Federal hydro-electric facilities in the Columbia and Willamette River Basins. In 1993, an interdisciplinary team was formed to develop and implement quantitative Habitat Evaluation Procedures (HEP) to document the value of various habitats at Burlington Bottoms. Results of the HEP will be used to: (1) determine the current status and habitat enhancement potential of the site consistent with wildlife mitigation goals and objectives; and (2) develop a management plan for the area. The paper discusses the commercial implications of other countries’ aid for U.S. environmental firms, and the Helsinki package adopted by the OECD in late 1991 to limit commercial advantage from use of tied aid credits.

A fully-parameterized model for the formation and growth of aerosols via gas-to-particle conversion has been developed and tested. A particularly significant contribution is a new method for the prediction of numbers of particles nucleated using information on the vapor source rate, relative humidity, and preexisting aerosol alone, thus eliminating the need to solve a system of coupled ODEs. Preliminary tests indicate substantial reduction in computational costs, but it is recommended that the BIMODAM model be incorporated into a large-scale model of the sulfur cycle in order to more fully test its computational feasibility.

With the completion of the experimental runs with the DLS, which included both heavy ion and nucleon projectiles and targets, is being completed the analysis of these high statistics experiments. The Hopkins group has a major responsibility in comparing the experimental results with recently developed simulation codes for a theoretical comparison. The second major activity involves the STAR experiment at RHIC, to continued involvement with simulations and development of prototypes of detector systems is expected. The program for studying optical properties of mirrors and gas scintillations related to Cerenkov ring imaging will continue.
