Herrera send Penrose an invitation to attend the Fort Worth, Texas LULAC Council meeting on August 2, 1953 as Guest of Honor and to be conferred with an Honorary LULAC Membership. Herrera also informs Penrose that Alberto Almendariz is the new national president of LULAC.
