Burkhart, Executive Secretary, Sacramento 14, California, dated July 11, 1951. Burkhart replies to Carswell regarding the two requests for pardon informing him, that under California law, both subjects are on life paroles, therefore, the Authority cannot refix their sentences to terminate their paroles.
