Troubled Asset Relief Program: Status of the Wind Down of the Capital Purchase Program

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Treasury (Treasury) continues to make progress in winding down the Capital Purchase Program (CPP). As of January 31, 2014, Treasury's data showed that 624 of the original 707 institutions, or about 88 percent, had exited CPP. Treasury had received about $225 billion from its CPP investments, exceeding the approximately $205 billion it had disbursed. Most institutions exited by repurchasing their preferred shares in full or by refinancing their investments through other federal programs. Treasury also continues to sell its investments in the institutions through auctions; a strategy first implemented in March 2012 to expedite the exit of a number of CPP participants. As of January 31, 2014, Treasury has sold all or part of its CPP investment in 162 institutions through auctions, receiving a total of about 80 percent of the principal amount. A relatively small number of the remaining 83 institutions accounted for most of the outstanding investments. Specifically, 10 institutions accounted for $1.5 billion or about 73 percent of the $2.1 billion in outstanding investments. Treasury estimated a lifetime gain of $16.1 billion for CPP as of November 30, 2013."

We recently issued two reports addressing fragmentation, overlap, and potential duplication in federal programs--one that outlined opportunities to reduce potential duplication across a wide range of federal programs and another that focused more specifically on employment and training programs. This work and our larger body of work in the area will help government policymakers address the rapidly building fiscal pressures facing our nation's government--pressures that stem, in part, from our mounting debt and sustained high unemployment. Our work to examine fragmentation, overlap, and potential duplication in employment and training programs has a long history. As early as the 1990s we issued a series of reports that raised questions about the efficiency and effectiveness of the federally funded employment and training system, and we concluded that a structural overhaul and consolidation of these programs was needed. In 2008, the U.S. Census Bureau reported that the poverty rate among American Indian and Alaska Natives was almost twice as high as the population as a whole--27 percent compared with 15 percent. Residents of tribal lands often lack basic infrastructure, such as water and sewer systems, and sufficient technology infrastructure. Without such infrastructure, tribal communities often find it difficult to compete successfully in the economic mainstream. This testimony statement summarizes GAO's observations on (1) five broad categories of unique issues that may create uncertainty and therefore affect economic activity in Indian country and (2) tribes' use of special gaming and small business contracting provisions. The Department of Justice (DOJ) law enforcement components--the Bureau of Alcohol, Tobacco, Firearms and Explosives; Drug Enforcement Administration; FBI, and U.S. Marshals Service--have overlapping jurisdiction over violent crime investigations, specifically when they involve illegal drugs, gang violence, firearms, explosives, arson, and fugitive apprehension. As requested, GAO assessed the extent to which selected agents are clear on their agencies' roles and responsibilities, and how components determine and coordinate roles and responsibilities to avoid unnecessary use of resources. GAO reviewed documents such as department directives and interviewed DOJ component officials in headquarters and nine cities, which were selected based on population and the presence of all DOJ components. GAO also surveyed a randomly selected, nongeneralizable sample of 315 field agents. The results provide valuable information about the range of perspectives of surveyed agents."

To help assess the appropriateness of disability benefits available to military personnel, Congress mandated that GAO study the disability benefits available to federal, state, and local government employees who serve the public in high-risk occupations and are injured in the line of duty. In response, GAO compared the disability benefits available to military personnel with the disability benefits available to civilian PSOs at the federal level, and in six states and six cities that were selected to illustrate the range of benefits provided. This study focuses on benefits provided to law enforcement officers and firefighters at the federal level, to state police at the state level, and to firefighters at the local level. Along with the military services and the Department of State (DOS), FVAP is responsible for educating and assisting military personnel and overseas citizens in the absentee voting process. A letter report issued by the Government Accountability Office with an abstract that begins "There has been much debate about specialty hospitals--short-term acute care hospitals with physician owners or investors that primarily treat patients who have specific medical conditions or need surgical procedures--and the competitive effects they may have on general hospitals. Advocates of specialty hospitals contend that competition from these physician-owned facilities can prompt general hospitals to implement efficiency, quality, and amenity improvements, thus favorably affecting the overall health care delivery system. Critics of specialty hospitals are concerned that general hospitals may respond to such competition by making changes that do not necessarily increase efficiency or benefit patients or communities, for example, by adding services already available in the community. The appropriateness of physicians' financial interests in specialty hospitals has also been questioned. GAO was asked to provide information on the competitive response of general hospitals to specialty hospitals. GAO surveyed approximately 600 general hospitals in markets with and without specialty hospitals to provide information on the extent to which these two groups of general hospitals reported implementing operational and clinical service changes to remain competitive. One area for reexamination in this changed security environment is the arms export control system. The State Department oversees this system to ensure that arms exports are consistent with U.S. national security and foreign policy goals. As such, the State Department is responsible for authorizing arms exports, which is generally done through export licensing, and for monitoring exporter compliance with governing laws and regulations. In so doing, the department needs to balance complex and competing interests. Specifically, the State Department must limit the possibility that exports will erode the U.S. military's technological advantage and prevent U.S. arms from falling into the wrong hands. Testimony issued by the General Accounting Office with an abstract that begins "The Oil for Food program was established by the United Nations and Iraq in 1996 to address concerns about the humanitarian situation after international sanctions were imposed in 1990. The program allowed the Iraqi government to use the proceeds of its oil sales to pay for food, medicine, and infrastructure maintenance. The program appears to have helped the Iraqi people. From 1996 through 2001, the average daily food intake increased from 1,300 to 2,300 calories. From 1997-2002, Iraq sold more than $67 billion of oil through the program and issued $38 billion in letters of credit to purchase commodities. GAO (1) reports on its estimates of the revenue diverted from the program, (2) provides preliminary observations on the program's administration, (3) describes some challenges in its transfer to the CPA, and (4) discusses the challenges Iraq faces as it assumes program responsibility."

As a result, the Department of Defense (DOD) is shifting to a new defense strategy focused on dealing with uncertainty by acting quickly across a wide range of combat conditions. One key ingredient of the new strategy is the availability of aircraft to carry out their missions. Key measures of availability include the percentage of time an aircraft can perform at least one or all of its assigned missions, termed the "mission capable" (MC) and "full mission capable" (FMC) rates, respectively. GAO examined whether key DOD aircraft have been able to meet MC and FMC goals in recent years, and DOD's process for setting aircraft availability goals."

Overseas Presence: Rightsizing Framework Can Be Applied at U.S. Diplomatic Posts in Developing Countries

A letter report issued by the General Accounting Office with an abstract that begins "Since the mid-1990s, GAO has highlighted the need for the Department of State and other agencies to establish a systematic process for determining their overseas staffing levels. To support this long-standing need and in support of the President's Management Agenda, GAO developed a framework for assessing overseas workforce size and identified options for rightsizing. Because the framework was largely based on work at the U.S. embassy in Paris, GAO was asked to determine whether the rightsizing framework is applicable at U.S. embassies in developing countries. To accomplish this objective, we visited three U.S. embassies in West Africa--a medium-sized post in Dakar, Senegal; and two small embassies in Banjul, The Gambia; and Nouakchott, Mauritania--and applied the framework and its corresponding questions there."
