[Letter from Lewis B. Cooper to the Legislature of Texas, April 23, 1955]

Letter from Lewis B. Cooper to the Legislature of Texas reviewing the bills that would affect the teacher retirement program, Senate Bill 290 and House Bill 650. He thinks the bills should not be passed and explains why. One of them was the TSTA refusing to compromise with college employees on allowing each group to plan its own retirement program. Another was the issue with Federal Social Security. Mr. Cooper says that many college employees were interested in social security being added to their retirement plan but the TSTA created a pension plan that he claims would have prevented colleges or any group from being one of their members and obtaining group coverage in Social Security. He feels that college employees don't have much say in a majority of the changes to the teacher retirement plan.
