Meson Production By High-Energy Neutrons (open access)

Meson Production By High-Energy Neutrons

The angular distribution of charged x mesons produced by 300 <x> 30 Mev neutrons on C12 and Be9 have been studied. An analysis of the kinematics for meson production in a nucleon-nucleon collision indicates a fairly well defined center-of-mass system.

Survey of Processing Methods for the Production of Thorium Metal from Monazite Sand and Thorium Nitrate

Cost estimates for two types of Th producing plants are offered. One utilizes Th(NO3)4 as raw material, the other uses monazite sand. Final processing schemes and plant designs are not fixed, so the estimates represent maximum costs. Recommendations for research and development of Th producing methods are given.

Material Replacement Experiments ; Theory and Measurements for the Lady Godiva Assembly (open access)

Material Replacement Experiments ; Theory and Measurements for the Lady Godiva Assembly

The perturbation theory for material replacement experiments is given through second order thus permitting corrections for sample size. Computed flux and adjoint distribution functions are tabulated for the Lady Godiva assembly enabling the observed danger coefficients for U-238 and U-235 to be compared with corresponding predicted values. Consistency of this data is checked by its use in three independent combinations each yielding for the effective fraction of delayed neutrons from fast fission the value L841=0.0068 * 0.0002. Estimation of the reactivity contributions associated with inelastic scattering give the following connection between central danger coefficient ratios and [(%1>~-q~ ratios for the Topsy assembly (oralloy core + 81/2”tuballoy reflector), AK$U-233) A&(U-235) AKO(PU-239) AKJu-235) = 1.71= 1.93 = 1.78. Evaluation of transport cross sections by means of replacement measurements in Godiva is illustrated for the several elements carbon, copper, and gold, the values relative to ~!&(OY) = 1 being ~fi(c) = ().43 f 0.02, ~(CU) = 6.5!5 * 0.02} ~ti(Au) = 0.91 f 0.02.

Cross-Border Data Sharing Under the CLOUD Act

This report reviews the development of cross-border data sharing laws in criminal matters in the United States. It begins with an overview of the Electronic Communications Privacy Act (ECPA) and the Stored Communications Act (SCA). Next, the report discusses the questions raised in the Microsoft litigation and the impact of the CLOUD Act on those issues. Finally, the report examines the new form of international agreements authorized by the CLOUD Act and the commentary on the benefits and drawbacks of the potential new international data sharing agreements.

U.S. Trade with Free Trade Agreement (FTA) Partners

This report presents data on U.S. merchandise (goods) trade with its Free Trade Agreement (FTA) partner countries. The data are presented to show bilateral trade balances for individual FTA partners and groups of countries representing such major agreements as the North America Free Trade Agreement (NAFTA) and the Central American Free Trade Agreement and Dominican Republic (CAFTA-DR) relative to total U.S. trade balances. This report also discusses the issues involved in using bilateral merchandise trade balances as a standard for measuring the economic effects of a particular FTA.

What's the Difference?: Comparing U.S. and Chinese Trade Data

This report examines the differences in the trade data from the two nations in two ways. First, it compares the trade figures using the Harmonized Commodity Description and Coding System (Harmonized System) to discern any patterns in the discrepancies between the U.S. and Chinese data. The second approach to examining the differing trade data involves a review of the existing literature on the technical and non-technical sources of the trade data discrepancies. This report is updated annually, after the release of official trade data by China and the United States.

Dependence of Thermal Utilization and Resonance Escape Probability Upon Fuel Element Density in D₂O Cooled and Moderated Systems (open access)

Dependence of Thermal Utilization and Resonance Escape Probability Upon Fuel Element Density in D₂O Cooled and Moderated Systems

Abstract: "The effect of variation in fuel element density upon f, p in a D2O cooled and moderated lattice of cylindrical fuel elements is investigated. The CP-3 lattice is chosen as a reference. The effect of a source term in the fuel element is considered. f, p are calculated as functions of "a", the ratio of the modified fuel element density to the original (fuel only) density. Curves showing f(a), p(a) are included. It is concluded that a 1 per cent decrease in the product, f(d), p(a) is not suffered until a=0.3. A 5 per cent decrease in k is estimated at a-0.4. The necessity of introducing the fuel element source term into the calculation after a has been decreased to about 0.6 is brought out."

Access to Government Information In the United States (open access)

Access to Government Information In the United States

The Constitution of the United States makes no specific allowance for any one of the co-equal branches to have access to information held by the others and contains no provision expressly establishing a procedure for, or a right of, public access to government information. Nonetheless, Congress has legislated various public access laws. These include two records access statutes — the Freedom of Information Act and the Privacy Act — and two meetings access statutes — the Federal Advisory Committee Act and the Government in the Sunshine Act. This report provides background on the issue of government transparency and examines relevant litigation.
