Letter from Lewis B. Cooper to the Texas Legislature discussing issues and bills that affect teachers in Texas. Mr. Cooper asks that amendments be made to certain bills in order to have a dual system of retirement for the teachers, one for college employees and one for public school employees. He asks that the provisions in S.J.R. 5 or H.J.R. 24 be kept in general terms. He also asks that they support House Bill 709, the enabling act for Federal Social Security.
