Harrington writes that the law was developed with the input from nearly every organization in Texas concerned with the manufacture, distribution, and consumption of feed, including staff members from the Agricultural Experiment Station and Agricultural Extension Service, and that it has the support of the Texas A&M Board of Directors, who would be responsible for the administration of the Feed Control Services under the new law.

She asks him to respond and answer how he will vote on salary increases for state employees, a 40-hour work week for hospital and Special Schools employees, and increases in travel expenses per diem and per miles, as well as information about the Abilene State Hospital budget.

Richardson writes that he saw an article about the report in the Reporter-News and asks Latimer to send him a copy of the report for a writing project entitled "Texas, the Lone Star State."

Letter from Seth H. Steele to Truett Latimer inviting Latimer to attend a fish fry hosted by Aransas County and the Chamber of Commerce for members of the Texas State Parks Board and legislators at Goose Island State Park. Steele writes that the park ranks second in attendance among all state parks but has subpar facilities, and that he would like legislators to see the park so they can consider legislation that would improve the park's facilities.

Letter from Tom Reavley to the 55th Texas Legislature discussing a report submitted to Governor Shivers by a committee appointed to study securities laws and regulations in Texas. Reavley writes that along with a copy of the report, the committee has submitted a draft of a revision of the current securities law, and he provides a summary of five changes in the suggested bill. The changes include the creation of an office of Securities Commissioner, an additional registration procedure with the Securities Exchange Commission, a requirement that offers be made by prospectus, requiring bonds of $10,000 each from securities dealers and $5,000 from salesmen, and an exemption for any issue which does not exceed $25,000.

Letter from Troy Willis, president of the Abilene Police Association, to Truett Latimer discussing an unnamed bill concerning the working conditions for police departments. Willis writes calls attention to three specific parts of the bill: 1. changing vacation from calendar days to working days, 2. raising longevity pay, and 3. establishing a 40-hour work week for cities of over 40,000 people. He also writes that police departments have a hard time keeping officers and asks for $5 a month for each year of service per officer to keep more experienced men in the force.

Letter from Truett Latimer to M. T. Harrington discussing House Bill 16, concerning a proposed feed law and which was worked out by the Texas Feed Law Committee. Latimer writes that the Senate Agriculture Committee will hear the bill and that he hopes it will be passed soon. He also mentions a visit he made to the A & M campus and how impressed he was with recent changes as well as their mutual friend Price Campbell, who is on the Board of Directors.

Letter from Truett Latimer to A. E. Wells discussing concerning an unnamed bill related to teachers' salaries during the 53rd Legislature. Latimer asks Wells to let him know of any rumors he hears so Latimer can address them and explains that he previously asked Wells for a list of teachers in the Abilene Public Schools because he plans to send them a letter about the situation so they are aware they are not the only in Texas needing more money. He also says he is hopeful they can find a solution and suggests Wells contact Mr. Sturgeon at the Texas State Teachers Association to draft a proposed bill exempting teachers from jury duty.
