The article addresses Shepperd's foil of a "Communist inspired plot". It also elaborates on Shepperd's staff and his accomplishments on "a staggering amount of legal labor expended on behalf of the people of Texas." There is an emphasis at the end of the return of unused budget money to the state treasury, a show of his "efficiency" while in office.

Letter to John J. Herrera from J.C. Machuca extending Machuca's congratulations to Herrera for being sworn in by the Supreme Court of the United States granting him the right to practice law before the Supreme Court of the United States. Machuca acknowledges and appreciates Herrera's cooperation and collaboration on providing documents that Machuca requested in a previous letter and expresses that they will be turned over to Director of Publicity, Mr. Luciano Santoscoy. Machuca promises a prompt return of a publicity picture that was sent to Machuca in a previous correspondence from Herrera.

This attachment includes mention of the increase in the expansion of the organization as well as council formation, widespread increase in LULAC awareness, LULAC's involvement with the fight against the Pecos Texas School segregation and collaboration with other Latin American organizations.

Machuca expresses a sense of subtle urgency in his request to Herrera and goes on to thank Herrera for his guidance for the publication of the February 1954 issue of LULAC NEWS.

Machuca describing in detail the accomplishments of his trip to Washington, "The exclusion of our people from serving on petit, grand juries and as grand jury commissioners goes to the very fundamentals that we, of LULAC hold dear [...] The case was argued [...] we were very well received [...] This is the first time in the history of our people that a case involving the civil rights of Latin Americans has been heard by the Supreme Court of the United States."

Proclamation by Roy Hofheinz, Mayor of the City of Houston, of League of United Latin American Citizens Week. Proclamation declares February 14 to 20th as LULAC week. The Mayor urges Houston citizens to recognize and support these dates to honor "Twenty Five Years of Community Service" of LULAC members. This proclamation was written in celebration of LULAC's twenty-fifth anniversary.
