U.S.-Mexico Water Sharing: Background and Recent Developments
This report is a primer on U.S. and Mexican water-sharing topics. It focuses on surface water quantity sharing and recent developments, including drought conditions. Due to Mexico's recent below-target deliveries of Rio Grande water to the United States, particular attention is given to the status, underlying causes, and responses to the Rio Grande water delivery shortfalls. This report describes: legal obligations and processes under the 1944 Water Treaty; drought conditions from 2010 to 2013; water sharing and developments in the Colorado River Basin; water sharing in the Rio Grande Basin and Mexico's water delivery shortfalls and stakeholder, diplomatic, and legislative responses to the rate of Mexico's Rio Grande water deliveries.

Letter from Thomas Falconer to "My dear Austin" in London. The letter was written in the third month of Falconer's captivity and posted from San Luis Potosi, Mexico. The letter recounts how he became part of the Santa Fe Expedition in June 1841 and narrates his experiences during the expedition. Falconer states that he was falsely told that the expedition was for trade when in fact its purpose was to capture Santa Fe. The letter describes his companions; the decline of Santa Fe's importance for trade; problems with the route and guides; lack of food; a camp fire that becomes a prairie fire; buffalo; and Indian attacks, scalpings, and deaths. A typed transcript of this letter is also available via the Portal to Texas History.

Country-of-Origin Labeling for Foods and the WTO Trade Dispute on Meat Labeling
This report covers the dispute between the U.S with its neighbors, Canada and Mexico, who say that the recent country-of-origin labeling (COOL) system implemented by the U.S. Department of Agriculture is unfair and does not meet its original objectives. Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties
U.S. trade agreements such as the North American Free Trade Agreement (NAFTA), World Trade Organization agreements, and bilateral free trade agreements (FTAs) have been approved by majority vote of each house rather than by two-thirds vote of the Senate - that is, they have been treated as congressional-executive agreements rather than as treaties. The congressional-executive agreement has been the vehicle for implementing Congress's long-standing policy of seeking trade benefits for the United States through reciprocal trade negotiations. This report discusses this topic in brief.
