The Johns Hopkins University Applied Physics Laboratory, under contracts with the U.S. Department of Energy, the National Science Foundation, U.S. Maritime Administration, Maryland Department of Natural Resources, U.S. Department of Commerce, and U.S. Fish and Wildlife Service, is engaged in developing energy resources, utilization concepts, and storage methods. This report is divided into four sections. The first, Geothermal Energy Programs, contains reports on various geothermal investigations in the Atlantic Coastal Plain; a Geothermal Energy Market Survey and a development scenario for the Delmarva area of Maryland. The second, Small-Scale Hydroelectric Energy, contains the results of several major studies on dams and on the economic and institutional issues related to their redevelopment. The third section contains progress reports on two major tasks performed for the Ocean Thermal Energy Conversion (OTEC) Program, Ocean Engineering and Heat Exchangers for OTEC systems. The fourth section, Conservation and Mechanical Storage of Energy, contains reports on flywheels and a JHU-funded heat pump application to the physical plant at APL.

Abstract: A Final Environmental Statement for the Power Authority of the State of New York for the construction of the Greene County Nuclear Power Plant (Docket No. 50-549) located in Greene County, New York, has been prepared by the Office of Nuclear Reactor Regulation of the Nuclear Regulatory Commission (NRC). This statement provides (1) a summary of environmental impact and adverse effects of the proposed facility, and (2) a consideration of principal alternatives. Also included are comments of governmental agencies and other organizations on the Draft Environmental Statement for the project and staff responses to these comments. The NRC staff has concluded, based on a weighing of environmental, economic, technical, and other benefit against environmental costs and available alternatives, that a construction permit should be denied because the alternative sites available to the applicant are environmentally preferable. If the permit is granted, the applicant will be required to take the necessary mitigating actions to decrease the aesthetic impact by using alternative closed cycle cooling systems and to undertake monitoring programs to identify, evaluate and mitigate construction related community and public services impacts in the immediate three-county impact area.

From abstract: because of the increased demands for water in eastern Colorado, principally in the urbanizing Denver metropolitan area, increased diversions of water from Dillon Reservoir are planned. Estimates of end-of-month storage in Dillon Reservoir, assuming the reservoir was in place and 131,000 acre-feet of water were diverted from the reservoir each year, were reconstructed by mass balance for the 1931-77 water years. Based on the analysis, the annual maximum end-of-month drawdown below the elevation at full storage would have been 171 feet.

It is considered that the short term stability of n-GaAs PEC's in a ferrocene-based, ambient temperature molten salt electrolyte is reasonably good. However, longer term evaluation is required to determine the extent and significance of corrosion, stability, etc. Extremely few fundamental studies have been made of the semiconductor/molten salt interphase and experiments in this area would be most useful. Indeed, even the design parameters for PECs of any kind have not been quantitatively delineated and present consideration will be given to models for PEC solar cells and limitations caused by ion transport in the electrolyte. The MoSe/sub 2/ and MoS/sub 2/ electrodes appear to have substrate reproducibility and transport limitations that make them unsuitable candidates for efficient PEC's at this time. Similarly, the lack of availability of high quality CuInSe/sub 2/ and CuInS/sub 2/ substrates limits the quantitative experimental evaluation of their utility for PEC applications. We are presently focusing attention on CdSe/CdTe mixtures and CdS as electrodes as well as Si and GaAs in molten salt and polyelectrolyte solutions. The system for solar cell evaluation and network analysis of substrates and cells was mode operational. Preliminary work on economic and theoretical modelling was begun. Progress is reported. (WHK)
