Jones, Deputy Administrator, dated April 13, 1956. Referring to a note Carswell appended to the report for Subject OSP 22624, Randall explains that there is a greater chance for a pardon after a subject has been supervised for at least two years. He discusses Oregon laws regarding the voting rights of offenders, the fact that pardons are rarely issued in Oregon and closes stating that they trust that Subject will continue to merit Carswell's favorable comments.

Handwritten at the bottom of the page is a postscript from Subject OP 95040 to Carswell requesting that Carswell "go ahead with" the other tax returns as well. Subject expresses his appreciation to Carswell for his help with the tax returns advising of forms that he has completed with instructions regarding the receipt of any refund.
