How Certain Factors Which Tend to Contribute to Educational Opportunities Can Be Improved in Foard County

"The purpose of this study is to show how the educational opportunities of the children of Foard County can be improved...The educational data pertaining to the present organization of the schools of Foard County were obtained in the following manner: (1) by making a careful study of the enumeration, the enrollment, the average daily attendance, the size of the schools according to the number of grades taught, the grade distribution of the pupils, the enrollment of the pupils, the length of the school term, and the annual cost per per pupil. (2) By making a study of the teacher personnel of Foard County and of the number of teachers employed according to average attendance. (3) By investigating the tax rate for school support (4) By making a study of bus transportation, and road conditions of Foard County. (5) By making a study of the bonded indebtedness, total financial support, and total disbursement for each school of Foard County "-- leaf 1.

[Deceased photograph of Perry Gamble's body, following his suicide by train]

Photograph of Perry Gamble's body, following his suicide by train. Typed on the back of the photograph, "The body of Perry Gamble - On the night of April 23rd, 1939, Perry Gamble left his house one mile north of Foard City at three o'clock in the morning and went to the rail road. The fireman on the train saw him standing beside the track. Just before the train got to him, he throwed his hands up and dove in front of the train. Eleven cards passed over his body. Both hands, both feet and his head was cut off. All his clothes were tore from his body. Parts of his skull and flesh, his brains, klesh, and his insides were scattered alonge the track fro about one hundred and fifty yards. This happened about seven miles south of Crowell, Texas. Sheriff - A. W. Lilly. Deputy - J. D. Todd. Perry was about 33 years old and had a wife and two kids. The only way we could identify his body was by his clothes. He had been sich for about two weeks and had tried to borrow a gun from two different people and had failed to get one. …

Photograph of Manson Haggard holding the hand of a little boy. The handwriting on the back reads, "Manson Haggard kidnapped the little black boy on about Feb. 8, 1938, at Crowell, Texas. A. W. Lilly and J. D. Todd caught him in Fairview, Ohio. 4 days later. He stayed in jail about six mo. (months) and broke out of jail stole my pistol and escaped. We caught him in Oklahoma 3 days latter."
