Herrera, informing Herrera that two flags are being sent for the Houston Council #60 and Houston Downtown Council #389, the price for which was payable to the Keeper of the Stationery. Yarborough also commends Herrera and his son, John Michael, for their work in LULAC and offers congratulations for LULAC's 35th anniversary. The letter is typed on United States Senate Committee on Commerce letterhead. A handwritten note adds that a reply was sent on February 17.
