The Power Politics of Hells Canyon

This study examines the controversy regarding Hells Canyon on the Snake River, North America's deepest gorge. Throughout the 1950s, federal and private electric power proponents wrangled over who would harness the canyon's potential for generating hydroelectricity. After a decade of debate, the privately-owned Idaho Power Company won the right to build three small dams in the canyon versus one large public power structure. The thesis concludes that private development of Hells Canyon led to incomplete resource development. Further, support of private development led to extensive Republican electoral losses in the Pacific Northwest during the 1950s.

Burlington Bottoms Habitat Evaluation (open access)

Burlington Bottoms Habitat Evaluation

Burlington Bottoms, consisting of approximately 417 acres of riparian and wetland habitat, was purchased by the Bonneville Power Administration in November 1991. The site is located approximately 1/2 mile north of the Sauvie Island Bridge (T2N R1W Sections 20, 21), and is bound on the east side by Multnomah Channel and on the west side by the Burlington Northern Railroad right-of-way and U.S. Highway 30 (Figures 1 and 2). Wildlife habitat values resulting from the purchase of this site will contribute toward the goal of mitigating for habitat lost as outlined in the Columbia and Willamette River Basin's Fish and Wildlife Program and Amendments. Under this Program, mitigation goals were developed as a result of the loss of wildlife habitat due to the development and operation of Federal hydro-electric facilities in the Columbia and Willamette River Basins. In 1993, an interdisciplinary team was formed to develop and implement quantitative Habitat Evaluation Procedures (HEP) to document the value of various habitats at Burlington Bottoms. Results of the HEP will be used to: (1) determine the current status and habitat enhancement potential of the site consistent with wildlife mitigation goals and objectives; and (2) develop a management plan for the area. Hydrology of Malheur Lake, Harney County, Southeastern Oregon

Abstract: The various components of inflow and outflow to and from the lake and their relative magnitudes were identified. In 1972 water year the total inflow to the lake was 200,000 acre-feet, but it was only 75,000 acre-feet in 1973 water year. In 1972 water year the Donner and Blitzen River contributed 55 percent of the inflow, with Silvies River, direct precipitation, and Sodhouse Spring contributing 28, 13, and 4 percent respectively. Om 1973 the Donner and Blitzen River contributed 61 percent of the inflow. The Silvies River, direct precipitation, and Sodhouse Spring contributed 1, 25, and 12 percent respectively. Ground-water inflow, other than Sodhouse Spring, appears to be negligible. In 1972 water year, 81 percent of the outflow was by evapotranspiration and 19 percent was surface outflow through The Narrows. In 1973, 96 percent of the outflow was by evapotranspiration and 4 percent was surface outflow through The Narrows. Ground-water outflow is negligible.
