Attitudes and Other Concerns Related to Women Being Employed as Public School Administrators in Texas

Interest in this study was evoked by concern over the small percentage of women employed as school administrators. Despite recent legislation, this situation has not changed markedly. This study was needed to determine the current status, attitudes, and concerns of women certified as administrators in Texas with those of the superintendents of Texas public school districts? and to compare the differences of the two concerning this situation. It was concluded that not only did a larger percentage of the women prefer to be employed as elementary school administrators, but also the superintendents felt they would be more likely to be employed at that level. It was further concluded that a majority of the superintendents were likely to give women substantial consideration for employment as elementary school administrators, but were unlikely to hire them as chief administrators of their secondary schools. Many of the women also perceived that Texas school districts are still "in effect" participating in sexually discriminatory hiring practices whether or not the superintendents are aware of the situation. The attitudes of the women and the superintendents very clearly differed concerning opportunities available for female administrators in Texas.

The Concept of "Infusion" in Curriculum Change: A Study in Knowledge Utilization

In mandating new curriculum, state legislatures frequently have opted to require school districts to "infuse" new content rather than adopt a new course. The lack of procedural guidelines in these legislative mandates leaves curriculum specialists to struggle with an "infusion dilemma," the problem of implementing the new curriculum without knowing how it should appear, once implemented. The purpose of this study was to examine interpretations of infusion held by persons responsible for operationalizing an infusion mandate. The interpretations of "infusion" held by people concerned with the implementation of the 1977 Economic Education Act in Texas were investigated. Selected legislators, state agency personnel, curriculum consultants, economics educators, and classroom teachers were interviewed about the concept and process of infusion.

Bureaucratic Orientations as Related to the Need Fulfillment Deficiencies of Teachers in a Medium Size School District in Texas

The purpose of this study was to determine the direction and strength of the relationships that exist among teachers between bureaucratic orientation (the criterion) and each of the five human need variables that include security, social, esteem, autonomy, self—actualization, and four demographic factors that include sex, experience, educational level, and age. This study was also concerned with determining if the bureaucratic orientation of teachers is affected by deficiencies in their human needs and by their demographic differences. Determination of these relationships was accomplished by using an intercorrelation matrix of product-moment correlations and stepwise multiple regression.

A Study of the Relationship of Student Participation in the Activities Program to Student Achievement, Attendance and Scores on College Admissions Examinations

This investigation studied the impact of male student involvement in selected school activities upon grade-point averages, rates of attendance and college entrance examination scores. The main purpose of this study was to provide data for state officials, school administrators, and school boards as they seek to make decisions concerning the activities program and its place in the educational system. The specific purpose was to determine if involvement in selected school activities had any relationship to the variables grade-point average, attendance, and scores on college entrance examinations. The study was carried out in four large Texas high schools with a total student population of 6,456. Male participants in seven major school activities were randomly selected. This process produced a total sample of 280 male students representing participation in seven activities in four high schools. Each activity was represented by a sample of forty male students. The conclusions were drawn that (1) there is a positive relationship between participation in the activities program by male students and attendance rate, grade-point average, and scores on the Scholastic Aptitude Test and (2) there was no negative relationship between participation in the activities program and the participants' ability to receive a high school education.

A Comparative Study of Children's Intensity of Task-Involvement in a Selected Nursery School

The problem of this study was a comparison of young children's intensity of task—involvement in child—selected activities. A group of 23 children, four to six years of age, was selected as the subjects from a university affiliated child development laboratory school. These children were observed during child-selected activities for five consecutive weeks. The instrument utilized to collect the data was the Intensity Of Involvement Scale, composed of seven categories of intensity from "Unoccupied" to "Complete." To obtain reliable data, two observers were involved in the observation and a carefully planned procedure of observation was followed accurately. The comparison of children's intensity of task-involvement among child-selected activities, using statistical methods of mean and standard deviation, yielded a similar result among various groups of children. The learning centers in which children were involved most intensely were water play, family living, manipulative, and art centers. The children, however, were involved in the reading, block, and writing centers less intensely. In comparing children's intensity of task-involvement between age-groups and sex-groups, the analyses of two-way t-test revealed that age-differences were significant (p<.05) but sex-differences were not significant in children's overall intensity of task-involvement. An Analysis of Teacher Performance Evaluation Policies and Criteria in Texas Public Schools

The purposes of this study were to identify the procedures and criteria used for conducting teacher performance evaluation in Texas public schools, to determine the degree to which teacher performance evaluation procedures and instruments reflect the stated evaluation policies of Texas public schools, and to determine the degree to which teacher performance evaluation instruments used in Texas public schools reflect presage criteria (teacher characteristics) as opposed to process criteria (teacher behavior) as opposed to product criteria (student change or gain) as opposed to general job performance requirements (job expectations). The main findings include the following. (1) Teacher performance evaluation is required in all Texas public school districts and is often performed several times a year by more than one observer. The building principal is the key person involved in this process. (2) Although all school districts stated the supervisory function of the improvement of instruction as the major purpose of their teacher performance evaluation policy, a large number of school districts utilize teacher performance evaluation for the administration functions of serving as a basis for retention or dismissal. The Relationship Between Tax Relief Implementation and Public School Finance in the State of Texas

The problem of this study is to determine whether or not Texas public schools lost revenue when constitutionally mandated tax relief measures were implemented. The study also traces the evolution of tax relief legislation in Texas from 1969 to 1980. Superintendents from randomly selected school districts identified educational program adjustments required if revenues were reduced. Superintendents also identified educational and property tax issues of concern to district constituents.

A Study of Faculty Participation In and Approval of Professional Growth and Renewal Activities in the Dallas County Community College District

The purpose of this study was to determine faculty participation in and approval of professional growth and renewal activities in the Dallas County Community College District. The population consisted of 526 full-time faculty employed by the district. The DCCCD Survey instrument, which was used in the study, included activities grouped into seven categories: career development, leaves, international activities, instructional renewal, grants, reward, and a miscellaneous category. Faculty members identified participation in activities; they also identified their approval or disapproval of all activities on a five point Likert-type scale. The population was grouped by teaching field, age, years-of-experience and campus for statistical analyses. A Chi-square test of goodness of fit was conducted to determine if significant differences existed between expected and observed participation among groups in each of the seven categories. An analysis of variance was completed to determine significant differences of opinion. The findings of the study indicated significant differences between expected and observed participation in the following categories: international and instructional activities when faculty were grouped by teaching fields; reward activities among years-of-experience groups. Identification of the Cognitive Skills Expected of Graduating Nursing Students in Two-Year and Four-Year Programs

This study was undertaken to identify the differences in cognitive behaviors expected of graduating students in two and four-year nursing education programs as perceived by instructors. The problem to which this study was addressed was the uniformity of assignment for graduates of the two programs as they enter initial employment in episodic care agencies. Of concern also was the lack of uniformity in the admission requirements for two-year graduates seeking a baccalaureate degree in nursing. The identification of significantly different expectations of the two groups of nurse educators for their graduating students indicates a need to examine the assignments of graduates in their initial employment. Further, there was greater agreement in the expected behaviors among the four-year program respondents than among those from the two-year programs as groups viewed their respective graduating students.

A Study of the Goals for Public School Education in Texas

The problem with which this study was concerned was that of determining which of the "Goals for Public School Education in Texas" were perceived as appropriate by local educators and students in smaller school districts and to determine the degree to which each of these goals was being implemented. This study had a two-fold purpose. The first was to compare the differences between appropriateness and implementation as perceived by senior students, teachers, administrators, and the composite group. A comparison between the three groups regarding both appropriateness and implementation was also made. The second purpose of the study was to determine if sex, ethnic background, and geographic location were factors when comparing perceptions concerning the appropriateness and implementation of the "Goals for Public School Education in Texas." The comparison between students, teachers, and administrators revealed a significant difference between the groups on each, of the eighteen goals regarding appropriateness. With regard to implementation, there was a significant difference between groups on eight of the goals. Differences were generally between students and teachers and students and administrators. The comparison between male and female students revealed that the female students perceived the goals to be more appropriate than did the male students. There …

A comparison of the Effects of Different Sizes of Ceiling Rules on the Estimates of Reliability of a Mathematics Achievement Test

This study compared the estimates of reliability made using one, two, three, four, five, and unlimited consecutive failures as ceiling rules in scoring a mathematics achievement test which is part of the Iowa Tests of Basic Skill (ITBS), Form 8. There were 700 students randomly selected from a population (N=2640) of students enrolled in the eight grades in a large urban school district in the southwestern United States. These 700 students were randomly divided into seven subgroups so that each subgroup had 100 students. The responses of all those students to three subtests of the mathematics achievement battery, which included mathematical concepts (44 items), problem solving (32 items), and computation (45 items), were analyzed to obtain the item difficulties and a total score for each student. The items in each subtest then were rearranged based on the item difficulties from the highest to the lowest value. In each subgroup, the method using one, two, three, four, five, and unlimited consecutive failures as the ceiling rules were applied to score the individual responses. A Comparative Study of School Climate and Leadership Behavior of Elementary and Secondary Principals

This study investigates the relationship between the school climate, as perceived by the professional staff, and specific leadership behavior, as reported by the school principals in a selected school district in the state of Washington, The purpose of the study is to determine the extent to which the leader behavior of the principal correlates with- the total school climate as well as with the individual factors comprising the school climate. There are no statistically significant relationships among the variables studied. The hypothesis that the higher the leadership skills of the principal the more beneficial would be the climate of the school is not supported. The results suggest that the school climate is independent of the leadership behavior of the principal. Since no difference was found when the factors of climate were considered cumulatively, the individual factors were analyzed for significance. The seven factors of climate, identified by James Tunney and James Jenkins from the CFK Ltd. School Climate Profile, were independent of the leadership ability of the principal.

The problem of this study is that of discerning the board positions, the roles, and the perceptions of Black elected public school board members in Mississippi as perceptions relate to racial discrimination, interpersonal relationships, and primary education interests. Major problems in education as perceived ranged from "racism" to "finances." Major contributions to education in Mississippi in the last five years as perceived ranged from "court decisions" to "election of Blacks to education positions." General conclusions are that less racial discrimination exists in school systems with Blacks represented on school boards; however, some racism is still perceived by Black board members.

Teacher Competency Testing: Practices and Perceptions in Selected States in the Nation

The problem of this study was to analyze the utilization of teacher competency testing in the eleven states that originally enacted legislation requiring teacher competency testing. A questionnaire was developed, validated, pretested, and finally submitted to state and local superintendents in eleven states. Thirty-three questionnaires were returned representing 75 percent of the questionnaires mailed. Responses were reported in percentage tables. An analysis of variance program was conducted on all data to determine whether the perceptions of the state and local superintendents were significantly different on each question. An analysis of the findings of this study led to the following conclusions. 1. The benefits of teacher testing to state agencies, schools of education, school districts, and society outweigh the disadvantages of increased budgets and larger educational bureaucracies and the possibility of teacher shortages. 2. Teacher competency testing procedures are used primarily for entrance to and graduation from teacher education programs and for certification purposes. 3. Characteristics of a comprehensive teacher competency testing program include a written assessment of acquired knowledge, procedures for evaluating an applicant during student teaching, a probationary period prior to permanent certification, additional training or assistance for teachers, and provisions for retaking of failed examinations. 4. Views of Nurses in the Texas Nurses Association, District Four, Concerning Voluntary and Mandatory Continuing Education

This study was designed to investigate the opinions of District 4 membership of the Texas Nurses Association concerning mandatory and voluntary continuing education and to see if there was a relationship between members views and specific demographic characteristics. With the enormous growth of scientific knowledge, health professionals are becoming increasingly aware of the need to require their practitioners to show proof of competence to practice and to keep their knowledge and skills up to date. Many states have proposed legislation to require nurses to participate in continuing education to maintain current registration of the license to practice. Even though the majority of nurses in the United States would attest to the value of continuing education, the subject is fraught with controversy as to whether the programs should be voluntary or mandatory. The reasons most commonly indicated for support of mandatory education were these: (1) Mandatory continuing education requirements would upgrade nurses and the nursing profession; and (2) Many nurses are not self-motivated and need encouragement from the outside before they will participate in the continuing education which they need to keep current.

A Study of Executive Professional Leadership of Principals within the Elementary Schools of Texas

This study investigated the relationship of Executive Professional Leadership of principals in the elementary schools of Texas with specific factors which influence the quality of instruction. The primary purpose was to determine the significance to which the level of Executive Professional Leadership correlates with teacher morale, teacher performance, school organizational climate, and selected personal attributes of the elementary school principal. This study concluded that the elementary school principal who is effective in motivating his staff and improving its standards and performance in teaching (1) creates a social climate conducive to the development of high morale in the teachers, (2) sets the standard of behavior expected of his staff, (3) creates the kind of organizational climate conducive to the development of a quality school program, and (4) has the ability to effectively handle delicate situations such as complaints by parents and problems of discipline. Also, this study concluded that (1) experience in elementary teaching, (2) level of self-assessment as an educational leader, (3) internalization of the professional leadership definition, and (4) importance of routine administrative functions have no bearing on the elementary school principal's effectiveness in motivating his staff and improving its standards and performance in teaching.

Perceptions of the Louisiana State-Assessment Program by Superintendents, Principals, and Teachers

In 1976, the Louisiana Legislature passed Act 709. This act mandated accountability in education. As a result of this law, Louisiana students in grades four, eight, and eleven are given tests each year in reading, mathematics, and writing. The primary motivation for conducting this study was the wide-spread discussion about the value of the state-assessment program. There was a need to determine what the perceptions toward the Louisiana State-Assessment Program were by superintendents, principals, and teachers. Based upon a review of related literature and discussions with Louisiana educators, a questionnaire was developed with thirty-three items. These thirty-three items were grouped into six research questions that determined what the perceptions of superintendents, principals, and teachers were toward the Louisiana State-Assessment Program.

Implementation and Administration of Radical Education in Texas: Politics or Reform in Education from 1870-1873

This study examines the efforts of Radicals (Republicans) to establish a state-wide public school system in Texas between 1870 and 1873. Primary sources cover the chronological fringes of the period being examined. This study follows a chronological narrative with the four chapters examining first, educational trends in the southern states and Texas prior to Reconstruction, followed by examination of the Radical system in Texas, and, finally, its destruction by Conservative Texans. The final chapter focuses on immediate and long range results of Radical education. In examining the Radical educational program, an attempt has been made to dispel ideas popularly held by present-day Texans who believe that the Radical school program was simply another "carpetbagger" scheme for raiding the state treasury and building Radical patronage. This paper contends that the Radicals established as good a public school system as could be created at the time, and that it was administered in an honest and efficient manner. The system was destroyed by politicians and a grass roots revolt of taxpayers who had no faith in its methods, goals, or administrators.

The Utilization of U.S. Higher Education and Training by Foreign Naval Officers

The problem with which this study is concerned is the degree of utilization by foreign officers, who were selected for the United States International Military Education and Training Program (IMET), to train their fellow navy officers and men upon returning to their home countries. The purposes of this study are (1) to identify and evaluate methods that may be used to monitor and verify that the American training of foreign officers is being used as intended by Congress; (2) to examine the subsequent impact of such training on indigenous educational and training capabilities; (3) to examine the methods used to select the officers to be included m the IMET program; and (4) to examine funding allocations for IMET to discover if a rational budgeting process exists.
