Freedom of Speech and Press: Exceptions to the First Amendment
The First Amendment to the United States Constitution provides that “Congress shall make no law... abridging the freedom of speech, or of the press....” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.

Visa Issuances: Policy, Issues, and Legislation
This report addresses policies on immigration visa issuances, options to reassign this function to the Department of Homeland Security (DHS) that were considered prior to passage of the Homeland Security Act of 2002 (P.L. 107-296), and other policies options that may arise in the 108th Congress. It opens with an overview of visa issuances, with sections on procedures for aliens coming to live in the United States permanently and on procedures for aliens admitted for temporary stays. An analysis of the grounds for excluding aliens follows. The report summarizes the debate on transferring visa issuance policy functions to homeland security and concludes with a discussion of the legislative proposals to reassign the visa issuance activities and to revise visa issuance policies.

Internet Privacy - Protecting Personal Information: Overview and Pending Legislation
The privacy of information collected by operators of World Wide Web sites is a growing issue of concern. Many in Congress and the Clinton Administration prefer to rely on industry self regulation to protect consumer privacy, but frustration at industry's slow pace led to the 1998 passage of the Children's Online Privacy Protection Act in 1998 (P.L. 105-277). This report provides a very abbreviated overview of Internet privacy issues and tracks pending legislation.

Jordan: U.S. Relations and Bilateral Issues
The death of King Hussein on February 7, 1999, removed a strong U.S. ally and force for stability; however, his son and successor, King Abdullah, has continued to follow the late King’s moderate and pro-western policies. In recent years, Jordan has taken significant steps toward building democratic life, including a return to limited parliamentary democracy. Prohibiting Discrimination Against Handicapped Individuals in Federally Aided Programs: Section 504 of The Rehabilitation Act of 1973, As Amended
Section 504 of the Rehabilitation Act of 1973 prohibits discrimination against handicapped individuals by recipients of Federal financial assistance. The first regulation implementing section 504 was promulgated by the former Department of Health, Education, and Welfare and serves as the model for other agencies. The 1978 amendments extended section 504 provisions to the executive agencies and the United States Postal Service.

FY2005 Budget Documents: Internet Access and GPO Availability
Every year the President submits to Congress a series of volumes that provide the text of the President’s proposed budget for the coming fiscal year. Neither the Congressional Research Service (CRS) nor the Library of Congress can provide giveaway copies of these documents. This report provides brief descriptions of these budget volumes and related documents, together with Internet addresses, Government Printing Office (GPO) stock numbers, and prices to obtain these publications. It also tells how to find locations of government depository libraries, which can provide both printed copies for reference use and Internet access to the text.
