Common Sense Government: Works Better and Costs Less

The National Performance Review is about change---historic change---in the way the government works. As the title makes clear, the National Performance Review is about moving from red tape to results to create a government that works better and costs less. This third report of the National Performance Review describes the impact of reinvention on the American people and their government and presents more than 300 new recommendations. The National Performance Review focused primarily on how government should work, not on what it should do. On September 7, 1995, Vice President Al Gore and the National Performance Review released their third report, two years after the first report, From Red Tape to Results: Creating a Government That Works Better and Costs Less.

Environmental Scan of Government Information and Data Preservation Efforts and Challenges (open access)

Environmental Scan of Government Information and Data Preservation Efforts and Challenges

This report is an output of the "Preserving Electronic Government Information (PEGI)" project.and it describes the landscape of initiatives within and outside of the federal government that aim to disseminate and preserve government information. It first describes government-led initiatives, from dissemination through official agency websites to publication on third-party platforms. Next, it considers the range of initiatives that have emerged in recent years outside of government to address perceived gaps and vulnerabilities in the federal government’s curation initiatives and to add value to publicly available information and datasets. It briefly touches upon initiatives that focus on advocacy, awareness, or education, rather than on directly providing preservation and access. The report goes on to address the policies and infrastructures undergirding both government-led and non-government initiatives. It concludes with a brief summary of gaps and recommendations for collective action. Each section contains representative examples, but does not contain an exhaustive list of initiatives relevant to federal government information.

Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling (open access)

Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling

On May 22, 2010, President Barack Obama announced the creation of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling: an independent, nonpartisan entity, directed to provide a thorough analysis and impartial judgment. The President charged the Commission to determine the causes of the disaster, and to improve the country’s ability to respond to spills, and to recommend reforms to make offshore energy production safer. This report is the result of an intense six-month effort to fulfill the President’s charge. The Commission’s report offers the President, policymakers, industry, and the American people the fullest account available of the largest oil spill in U.S history: the context for the well itself, how the explosion and spill happened, and how industry and government scrambled to respond to an unprecedented emergency.

Ready Schools (open access)

Ready Schools

To the National Education Goals Panel, ensuring that children start school ready to learn is vitally important. But ensuring that schools are ready for children is important as well. Recognizing that good education means both ready children and ready schools, the Goals Panel convened a special group of advisors and asked them to identify what makes a ready school. This report, Ready Schools, is the result of their efforts. It recommends ten specific approaches found in successful elementary schools and documented by research to be keys to ready schools.
