Africa Adaptation Programme: An insight into AAP and Country project Profiles
The Africa Adaptation Programme (AAP) has been designed to support the long-term efforts of targeted countries to further develop their capability to successfully identify, design and implement holistic adaptation and disaster risk reduction programmes that are aligned with national development priorities. This report provides insight into the Africa Adaptation Programme (AAP) and its related country project profiles. The AAP has shifted into implementation, with Namibia and Tunisia as the first countries to complete national inception workshops. Eighteen out of the total twenty programme countries will complete national inception processes and start full-fledged implementation in the coming months.

Oral History Interview with Charles Scheffel, May 10, 2000
The National Museum of the Pacific War presents an oral interview with Charles Scheffel. Scheffel grew up in Oklahoma and enlisted in the Army ROTC in 1940. He was called up in 1941 after Pearl Harbor. He was allowed to finish out his senior year of college and was married in March 1942. He embarked on the Queen Elizabeth from New Jersey in September 1942. As leader of 200 men, he landed in Scotland and drove with them to Whittington Barracks where they joined with the British 51st Highlanders. He lists the three main survival lessons he learned from the seasoned English soldiers: having a batman to back you up, digging a two-man foxhole, and waiting for the ""crack and thump."" Scheffel how the ""crack and thump"" lesson would later save his life when he was seriously wounded when attacking the Siegfried Line. From England he went to Algeria with the British troops on the Scythia. The ship is torpedoed off the coast limps into Algiers. Scheffel made the decision to leave the British Highlanders and join up with American 9th Division in February 1943. The division went into Tunisia. Then he was sent to spend another month with the …

Interview with Dr. Floyd Taylor, a surgeon and World War II Army veteran. In the interview, Dr. Taylor discusses his experiences as a member of the 2nd Auxiliary Surgical Group, with which he traveled to North Africa, Italy, and France during the war. He recalls several memorable happenings concerning his career, including his induction into the U.S. Army Medical Department, his assignment to the Surgical Hospital, the formation of the Auxiliary Surgical Group, his encounter with Time correspondent Jack Belden, and the Winter Line Campaign. Dr. Taylor also discusses several of his assignments while serving in the war, including the Mayo Clinic, the Massachusetts General Hospital, the invasion of Italy and Salerno, the Anzio-Nettuno invasion, and his travels across the Atlantic to Morocco, Algeria, and Tunisia. He explains his role in the compilation and publication of the War Department publication entitled, Surgery in World War II (Volume II): General Surgery. Interview with Navy veteran Richard Donley. The interview includes Donley's personal experiences about the Mediterranean Theater during World War II, boot camp, Fleet Torpedo School, encounters with German "F-lighter" armed barges and E-boats, various assignments, and combat against enemy destroyers. Donley also talks about screening operations for the invasions of Sicily and Salerno, operations along the coasts of northern Italy and southern France and the interdiction of German barge traffic, torpedo problems, commando and intelligence operations, returning to the States, his reassignment to the Motor Torpedo Boats Training Center, and transferring to Samar, Philippines.

The State of Democracy in the Arab World
This comparative study assesses the state of democracy and examines the process of democratization in the Arab World between the years 1980-1993. It addresses shortcomings in the mainstream democracy literature that excluded the Arab World from the global democratic revolution on political cultural grounds. To fulfil the objectives of this study, I employ both the qualitative and quantitative research approaches to test a number of hypothesized relationships. I hypothesize that transition to democracy is negatively associated with economic development, militarism, U.S. foreign policy, the political economy of oil, and dependency. I contend that emerging civil society institutions so far have had no significant effect on democratization in the Arab World. Finally, I hypothesize that the level of democracy in the Arab World is influenced greatly by the issue of civil rights. In order to investigate the hypothesized relationships, the following data sets have been used: Gastil's Freedom House Data set, "Repression and Freedom in the 1980s" data set, and Vanhanen's 1990 data set. The findings of this study support the aforementioned hypothesized relationships. I find that Arab countries, in general have made modest progress toward democracy, making the Arab World part of the global revolution.

A Cross-National Study of the Correlates of Civil Strife in Middle Eastern Nations, 1960-73
The main objective of this research is to test some of the hypotheses linking economic development, social mobilization, legitimacy, and the coerciveness of the regime with internal political conflict. Each proposed hypothesis is to be tested across sixteen predominantly Islamic Middle Eastern nations for data from two time periods, 1960-66 and 1967-73. To check for the consistency and strength of the hypothesized relationships the test results for each hypothesis for the first period data will be compared with those of the second period.

1985 Oil Production of 21 Oil Producing Non-OPEC Countries
This report assesses the possibility of increased oil production from 21 less developed non-OPEC countries (excluding the Middle East and Mexico) by 1985. The forecast is compared with those prepared by the World Bank, the International Energy Agency, and others. The 21 Latin American, African, and Far East (including Asia) countries produce 2.5 million barrels of oil per day (BD) or 4.2% of world production, and they have 21 billion barrels of proved reserves, or 3.2% of the world total. In recent years these countries have consumed 3.1 million BD, some 0.9 million barrels in excess of their production. By 1985, the 21 countries may produce 3.9 million BD, an average annual increase of 5.0%; however, demand is expected to increase at an annual rate of 3.5% to 4.4 million BD. The net effect is that the 1985 aggregated supply-demand balance will be in deficit, by nearly 560 thousand BD, compared to slightly more than 930 thousand BD in 1976.
