After several years of negotiations, Taiwan joined the World Trade Organization (WTO), the international organization that sets rules for most international trade, on January 1, 2002. China fought to allow Taiwan to join the WTO only as a “separate customs territory” and only after China obtained membership (which it did in December 2001). Trade and investment relations between China and Taiwan have boomed in recent years; China has replaced the United States as Taiwan’s export market. However, political tensions between China and Taiwan remain high. In an effort to further boost U.S.-Taiwan economic ties (and to lessen Taiwan’s growing economic dependency on the mainland), some Members of Congress have indicated support for a U.S.-Taiwan free trade agreement (FTA). This report will be updated as events warrant.

Under the current Bush Administration, U.S.-China-Taiwan relations have undergone a number of changes. Initially, the new Administration seemed to abandon the longstanding U.S. policy of “strategic ambiguity” on Taiwan in favor of “strategic clarity” that placed more emphasis on Taiwan’s interests and less on PRC concerns. Among other things, President Bush publicly stated that the The United States would do “whatever it takes” to help Taiwan’s defense — an unprecedented a statement which no prior U.S. President has made. In April 2001, the President also approved a substantial sale of U.S. weapons to Taiwan, including Kidd-class destroyers, antisubmarine P-3 “Orion” aircraft, and diesel submarines. The White House also was more accommodating to visits from Taiwan officials than previous U.S. Administrations, and permitted visits from Taiwan’s president in 2001 and 2003, and from Taiwan’s VicePresident and Defense Minister in 2002.

Interview with Robert D. Haines, an American prisoner of war during World War II. He discusses the attack on Clark Field in the Philippines on December 8, 1941, as well as his experiences on the Bataan Death March. He also tells of his time spent as a prisoner of war under the Japanese at Camp O'Donnell, Cabanatuan and Bilibid prison in Manila. He encountered his brother, who was a civilian internee, at Bilibid. From there, he rode on a hell ship for 39 days to a POW camp in Formosa (Taiwan). When the Americans began bombing Formosa, Haines was moved via another hell ship to Tokyo, Japan. Not long after, he was liberated and returned to San Francisco, then Denver.

The National Museum of the Pacific War presents an oral interview with Dwight Pendleberry. Pendleberry joined the Army with his brother prior to the outbreak of war with Japan. After training as an ordnance man in the artillery, Pendleberry's company was sent to the Philippines in September, 1941. Pendleberry describes the Japanese attack on the Philippines and the subsequent fall of Bataan. He escaped to Corregidor with a few other people only to be captured there one month later. After being taken to Manila, Pendleberry was sent to Cabanatuan. By that time, he had contracted malaria. From there, he was selected to be on a work detail loading and unloading Japanese ships in Manila. Pendleberry also describes executions, genral mistreatment and outright torture at the hands of the Japanese captors. Eventually, Pendleberry and many other POWs were shipped aboard the Noto Maru to Taiwan, then Japan. Pendleberry wound up at Omori prison camp in Tokyo Bay. He describes the low-level fire bombing mission over Tokyo, which took place one night in March, 1945. After that, Pendleberry was moved to northern Japan to work at a coal mine. A novel Gram negative, capsule-forming bacterium was previously isolated in Dr. G. Roland Vela's laboratory. The distribution of this bacterium in soils from various locations was investigated. Soil samples from 188 locations around the world were examined. Isolates of the bacterium were obtained from 50 of these soils, with 48 of the isolates found in soils from the southwestern United States and northern Mexico. This suggests that this region is the natural habitat of the bacterium. The other two isolates were obtained from Madrid, Spain and Taipei, Taiwan. None were found in soils from South America or Australia. A lack of variation in morphology and physiological properties in the isolates suggests that a homogeneous population exists, even from widespread geographical locations.

This report discusses Taiwan’s National Development and and policy changes important to Taiwan, the People’s Republic of China (PRC), and the United States.

The purposes of this study were to (a) examine higher education activities from 1945 to 1980 before Taiwan, Singapore, and Hong Kong became newly industrialized countries; (b) study the higher education reforms that each country made in its progress in order to meet the challenge; (c) compare and contrast the higher education systems that were adopted; and (d) identify a single Asian higher education system model (descriptive model) for any country that desires to become an industrialized country. Historical research was utilized in this study. This study was approached as follows: First, the economic growth of the countries under study was examined. Then, the countries' higher education systems were compared and contrasted. The result is at least one possible higher education system model that can be used by any country to improve the future performance of its higher education system. The study concluded that the models of higher education used by Taiwan, Singapore, and Hong Kong from 1945 to 1980 were not identical. However, they came to similar conclusions in terms of economic development. In this case, an emerging industrial country like the social and economic condition of Taiwan, Singapore, and Hong Kong would find that adoption of those higher …

Recent political and military tensions between China and Taiwan have focused new attention on U.S. economic interests in the region.
