U.S. Nuclear Cooperation with India: Issues for Congress

India, which has not signed the Nuclear Nonproliferation Treaty and does not have International Atomic Energy Agency safeguards on all of its nuclear material, exploded a “peaceful” nuclear device in 1974, convincing the world of the need for greater restrictions on nuclear trade. The United States created the Nuclear Suppliers Group (NSG) as a direct response to India's test, halted nuclear exports to India a few years later, and worked to convince other states to do the same. India tested nuclear weapons again in 1998. However, President Bush announced July 18, 2005, he would “work to achieve full civil nuclear energy cooperation with India” and would “also seek agreement from Congress to adjust U.S. laws and policies,” in the context of a broader partnership with India. The Obama Administration has continued with the Bush Administration's policy regarding civil nuclear cooperation with India. According to a November 8, 2010, White House fact sheet, the United States “intends to support India's full membership” in the NSG, as well as other multilateral export control regimes.

Quality Assurance Practices by Indian Manufacturing Organizations: A Conceptual Framework and an Empirical Investigation

The purpose of this study is three-fold. First, based on the synthesis of literature on quality concepts, critical factors that must be practiced to achieve effective quality management in an organization were identified. A framework to be used by organizations to evaluate their quality assurance practices were developed. Second, a field survey was conducted to identify the degree to which quality assurance is being practiced in Indian Manufacturing organizations and to locate the organizational areas where better management control can make the quality assurance system more effective. Finally, an attempt was made to develop models that could be used to forecast the level of quality achieved.

This report examines the November 26, 2008 terrorist attack on Mumbai, India that left 174 people dead and hundreds more injured. The report assesses the resulting tension between India and Pakistan, due to possible links between the attackers and the Lashkar-e-Taiba terrorist group, who are believed to have past ties with Pakistan's military and intelligence services. The report also examines the implications of the attack on U.S. foreign policy.

Indo-Soviet Relations: The Implications of Soviet-United States Rivalry in the Indian Ocean, 1968-1976

This study presents an overview of Indo-Soviet relations in light of the U.S.-U.S.S.R. competition for a favorable position in relations with India. Both superpowers consider better relations with India to be crucial to the furtherance of their interests in the Indian Ocean region. The study provides background information on Indo-Soviet diplomacy, with emphasis on the period 1968-1976m during which the Soviets gained their greatest influence in the region. This period also represents the nadir of Indo-American relations, although India formally maintained a policy of non-alignment with either of the two superpowers. Conclusions are drawn about India's role as a non-aligned nation, its relations with the superpowers, and its quest for regional influence.

Status of the Copenhagen Climate Change Negotiations

This report discusses the negotiations among United States and 200 other countries under the United Nations Framework Convention on Climate Change (UNFCCC) regarding the climate change. Parties agreed to complete the negotiations by the 15th meeting of the Conference of the Parties (COP-15) from December 7-18, 2009, in Copenhagen. However, some nations' leaders have indicated that the Copenhagen outcome is likely to be a political agreement providing a mandate for a later legally binding, comprehensive agreement.

The Role of the Peasant Masses in Marxian Political Theory and Practice: a Comparison of Classical and Indian Marxian Views

The central thesis is classical Marxian views concerning the peasant masses have been adopted regarding India; two causal factors are the Hindu Caste system and parliamentary democracy. Descriptive and analytical methodology is utilized to study classical and Indian Marxian theory and its relationship to "Marxist" practice in India. Four major elements involved are: wealthy landowners, poor and landless peasants, the Indian government, and Indian communists. Nonimplemented land reforms and recent capitalist farming compounded the problem. Attacks were launched on the Congress government by three communist parties. Government coalition has included the CPI, and has implemented agrarian reforms advocated by the CPI(M), thereby postponing possible militant communist success.

Microcredit, Women, and Empowerment: Evidence From India

Microfinance programs, by providing financial services to economically disadvantaged individuals, generally women, are intended to help poor self-employ and become financially independent. Earlier research in India has documented both positive and negative consequences of microfinance programs on women, from financial independence to domestic abuse. However, most of the research has been geographically limited to the southern states of the country, with a matured microfinance industry, and has given little attention to how variations in cultural practices across different regions of the country may influence the impact of microfinance programs on its members. To fill the gap in the existing literature, three related studies of Indian women were conducted. The first study was a qualitative study of 35 women engaged in microfinance programs in the northern region of India. The study found that women engaged in microfinance programs reported having increased social networks, higher confidence and increased social awareness. The second and third studies used nationally representative data from the National Family Health Survey (NFHS-3) 2005-2006. Controlling for a variety of other individual-level and community-level characteristics, the second study examined if getting a microloan affected women’s access to public spaces, and the third examined if getting such a loan influenced married …
