The purpose of this study was to trace the development of the counseling movement in Hong Kong from its beginning to the present and to examine future directions confronting those who work in the counseling field in Hong Kong. Originating from social unrest in 1966 and 1967, the counseling movement began as an attempt to meet the society's developmental needs of self-expression and direction. Although not a formal program, the first known counseling service in Hong Kong was offered by Ben Fong in 1967 at the Yang Memorial Social Service Center. In 1969 the Hong Kong Federation of Youth Groups established the first formal counseling service in Hong Kong. Institutions of higher education and foreigners played a major role in the development of early counseling services in Hong Kong. In 197 0, Peter Whyte, an Australian, organized a counseling service at the University Hong Kong. In 1971, Ken Locke, an American, established a counseling service at the Hong Kong Baptist College. Counseling services grew rapidly in the early 1970s, and a 1975 survey identified fifty-five agencies which reported providing counseling services. Ensemble consisting of a vest and pants. The vest is of wool,with a scoop-neck and with 5 hook-and-eye closures down center front. It is covered in sewn-on black sequins, and has a 1" border of orange, white and gold beads with gold trim at neckline, front opening, hem, and armholes. On the front and back of the vest are 3" diamond shapes formed of the same beads. The white and orange beads are plastic. The vest is fully lined in black fabric. Labels in vest: "Valentina LTD / RN 34435 / Made in Hong Kong"; "100% Wool / Made in Hong Kong"; and "Medium". The pants are formed as a divided skirt of black wool in a satin weave simulating crepe-back satin. They are floor length, with full-length accordion pleats. There is a wide 3" waistband that is completely beaded to match the vest. The pants have a center back zipper closure with hook-and-eye at waistband, and are unlined. Inside the pants is a single tag at waistband: "Lot Number 11/12".

Trench coat of brown vinyl. Pointed collar. Knee-length or slightly longer. Long sleeves with translucent, brown plastic button on cuff. Single breasted with closure of nine matching buttons. Two patch pockets at front hips. Diamond motif of stitching and small vinyl diamonds at yoke and pockets. Back yoke of coat lined in dark yellow fabric; balance of coat unlined, showing orange cotton knit backing of vinyl. Dress of black wool crepe. Full length; long sleeves with zippered cuffs. Inserted, elasticized waist gives blouse effect. Skirt is constructed with black lace inserts at hips under bodice panel. Rounded neckline. Center back zipper. Designer's label: "Norma Walters / New York / Made in Hong Kong" Retailer's label: "Neiman-Marcus" Size and content/care tags at base of designer label. B) Detachable collar of black silk with silver lace-like pattern; bordered in black and silver bugle beads. Button closure at center front. C) Detachable ascot style necktie of black velvet. Strap closes with hook & eye at center back.

Evening dress of pale yellow silk chiffon with bead detailing. V-neckline in front creating the halter, with pieces draped from halter down and out to sides. The entire bodice is finely pleated and gathered, and has beaded panels which creates an empire waist. The beaded panels vary from narrow at center front to wide at sides, and meet at center back. The beading is white and silver beaded horizontal stripes on a mauve background. The skirt is formed by the chiffon being gathered into the beaded panels in many layers and falling to the floor. Dress has a matching lining and has a zipper down center back with hook-and-eye closures at top of zipper and at halter. Label in gown: "Victoria Royal Ltd. / Made In / British Crown Colony / of / Hong Kong".

Dress of lightweight cotton with bertha-style neckline or oversized collar created of repurposed handkerchiefs from Hong Kong with geometric openwork, whitework, or drawnwork and trimmed in lace; wide round neckline, sleeveless, center front button placket from neckline to bottom hem, gathered at natural waistline, bottom hem trimmed in matching lace, unlined. Label: Moonglow, 100% cotton, made in Hong Kong, size 9/10.
