Oral History Interview with James Carnes, March 28, 2022

The National Museum of the Pacific War presents an interview with James Carnes. Carnes joined the Navy in 1944 before he finished high school. In the Navy, he became a signalman and was assigned to USS Norton Sound (AVM-1). Carnes was aboard when the ship went to Okinawa, where he describes being attacked by kamikaze aircraft. When the war ended, Carnes went to Japan briefly before returning to the US and receiving his discharge.

Oral History Interview with Lloyd C. Fons, October 29, 2008

Interview with Lloyd C. Fons, an officer in the U. S. Navy during World War II. After completing midshipman's school and earning a commission, Fons served aboard patrol torpedo (PT) boats in the Philippines. He served in Squadron 17 aboard three different boats - 229, 230 and 231. He eventually became the commanding officer of PT 229 in July, 1945. His primary assignment seemed to be delivering guerrillas to various locations in Mindoro and Luzon. After the war, Fons was transferred to Hong Kong where he was commanding officer aboard a yard patrol boat, YP 641, for 11 months. Here, his primary duty seemed to be delivering frozen and refrigerated food to other ships.

Hong Kong 2005: Changes in Leadership and Issues for Congress

The Hong Kong Special Administrative Region (HKSAR) has recently recovered from an economic downturn and the SARS virus outbreak of 2002-2003 which crippled trade and tourism. There has also been a major change in the top government personnel, with the former Chief Executive, Tung Chee-Hwa, being replaced by Donald Tsang as the new Chief Executive of Hong Kong. The next major the issue to be addressed in Hong Kong is the pace of further democratization and the the extent to which the next elections for the Legislative Counsel will be based on direct elections of all seats or a larger portion thereof.

Problem-Based Learning for Training Teachers of Students with Behavioral Disorders in Hong Kong

This study attempts to explore the perceived value of Problem-Based Learning (PBL) in training teachers of students with behavioral disorders (E/BD) in Hong Kong. It represents an effort to improve the predominately lecture focussed approach adopted in many preparation programs. Data on the training needs of Hong Kong teachers were also acquired and 31 knowledge/skills areas related to teaching students with E/BD were identified. Subjects viewed the PBL approach as dynamic, interesting and incentive driven. It develops skills involved in group learning, self-directed learning, use of information resources and problem-solving. Most important, teachers felt they were supported to explore the practical problems they personally encountered in the classroom and actions they could take to resolve them. Difficulties in using PBL included a lack of resources and the tendencies of most Chinese students to accept rather than challenge others' ideas.

Interview with Navy veteran Melvin R. "Pancho" Baird. It includes a combination of interviewing and reading from Baird's personal correspondence about his pre-World War II experiences with the U.S. Asiatic Fleet and his later experiences in the Pacific Theater during World War II. Baird talks about his stationing aboard the destroyer USS Alden as a radioman, the grounding of the SS President Hoover off of Hoishito Island, the Sino-Japanese War, liberty ashore various Asian port cities, events on the South China Patrol, civilian activities after his discharge, activities as a radio technician on Blue Beach during the Okinawan Campaign, kamikaze actions on Okinawa, and typical shipboard routine.

Hong Kong's return to China on July 1, 1997, went surprisingly smoothly. In the ensuing months, policy analysts are trying to assess how the territory will fare in the longer run under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in recent years suggest Washington might be hesitant to do so.

The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in 1994-1995 suggest Washington might be hesitant to do so.

The History, Modern Development, and Future of the Lutheran Theological Seminary (Hong Kong)

This study is an historical and institutional analysis of The Lutheran Theological Seminary (LTS) in Hong Kong. The study first traces the seminary's theological and missiological roots and its history from 1913 to 1948, from its founding in Hubei Province, China to its move to Hong Kong because of civil war. Next, it describes major events of the early years in Hong Kong and the factors which contributed to an institutional crisis in the late 1960's. The study then analyzes the modern development of the institution, specifically the years 1971 to 1993. During this period several regional church groups joined together to create a collaborative educational effort through LTS, the school gained regional accreditation, expanded the ranks of its Chinese faculty, developed Asian financial support, and constructed a new campus. The modern development of the institution cannot be understood apart from a comprehension of the twenty-two year administration of Andrew Hsiao, the first Chinese president of the school. A chapter is therefore included on Andrew Hsiao's personal and academic background, the distinctives of his administration, and the strengths and weaknesses of his presidency. Interview with Navy veteran Jean Balch, including Balch's personal experiences about the Pacific theater, being a prisoner-of-war of the Japanese during World War II, boot camp, radio, radar, and gunnery school, operations during the Leyte invasion, missions over Luzon, and raids on Japanese installations on Formosa and Saigon, French Indo-China. Additionally, Balch talks about his plane being shot down on a raid to Hong Kong and his capture on January 16, 1945, interrogations and beatings by the Kempei-tai, imprisonment at Ofuna, Honshu, solitary confinement for six months and continued interrogation, beatings by Japanese prison guards, starvation diet, the end of the war and liberation, and his participation in the war crimes trials held by the International Military Tribunal.

A Comparison of the Higher Education Systems of Taiwan, Singapore, and Hong Kong as a Model for Developing Nations, 1945-1980

The purposes of this study were to (a) examine higher education activities from 1945 to 1980 before Taiwan, Singapore, and Hong Kong became newly industrialized countries; (b) study the higher education reforms that each country made in its progress in order to meet the challenge; (c) compare and contrast the higher education systems that were adopted; and (d) identify a single Asian higher education system model (descriptive model) for any country that desires to become an industrialized country. Historical research was utilized in this study. This study was approached as follows: First, the economic growth of the countries under study was examined. Then, the countries' higher education systems were compared and contrasted. The result is at least one possible higher education system model that can be used by any country to improve the future performance of its higher education system. The study concluded that the models of higher education used by Taiwan, Singapore, and Hong Kong from 1945 to 1980 were not identical. However, they came to similar conclusions in terms of economic development. In this case, an emerging industrial country like the social and economic condition of Taiwan, Singapore, and Hong Kong would find that adoption of those higher …

China, Hong Kong, and Taiwan: The Convergence and Interaction of Chinese Film

This study focuses on the evolution of the movie industries in Taiwan, Hong Kong, and China in the late 1980s and early 1990s, with an emphasis on the interaction and cooperation in movie production among these three areas. The study consists of three sections: a general description of the development of Chinese cinema before 1949; an overview of the movie industries in Taiwan, Hong Kong, and China after the civil war; and an intensive study of the recent changes, interactions, and connections among these industries. In the third section, three models are proposed to explain the changing practices in movie production in these three areas. Obstacles preventing further cooperation and the significance of the reconstruction and integration of Chinese cinema are discussed.

History of Counseling Services in Hong Kong

The purpose of this study was to trace the development of the counseling movement in Hong Kong from its beginning to the present and to examine future directions confronting those who work in the counseling field in Hong Kong. Originating from social unrest in 1966 and 1967, the counseling movement began as an attempt to meet the society's developmental needs of self-expression and direction. Although not a formal program, the first known counseling service in Hong Kong was offered by Ben Fong in 1967 at the Yang Memorial Social Service Center. In 1969 the Hong Kong Federation of Youth Groups established the first formal counseling service in Hong Kong. Institutions of higher education and foreigners played a major role in the development of early counseling services in Hong Kong. In 197 0, Peter Whyte, an Australian, organized a counseling service at the University Hong Kong. In 1971, Ken Locke, an American, established a counseling service at the Hong Kong Baptist College. Counseling services grew rapidly in the early 1970s, and a 1975 survey identified fifty-five agencies which reported providing counseling services.
