This booklet is the fifth chapter of a training course developed for Air Force Reserve personnel about the Cold War's impact on world affairs. This chapter "is intended to show how the Communists have attempted to subvert the Latin American nations as a step toward the avowed Communist goal of world domination, and to show how the United States and other American Republics are meeting the perilous Communist threat" (p. 1). This booklet includes background information, analysis, review questions, and a list of readings for further study.

The problem of this study was the status of higher education in Haiti. The purposes were to analyze the organization, administration, and contributions of higher education to national development from 1958 to 1988 and to provide background information from foreign literature which might assist in the improvement Haiti's system of higher education. In an effort to locate information necessary to achieve these purposes, a computer search was conducted. A survey of available literature in French, Creole, and English and personal and telephone interviews were also conducted. The results of this study reveal that, in the past three decades, higher education in Haiti has merely functioned as a symbol of social prestige. Haiti's system of higher education exhibits no apparent direction, purpose, of long-term goals. With more than 90 percent of its professors part-time and ill-prepared, its curriculum unrelated to the needs of Haitian society, and its student body in revolt for the past three years, higher education in Haiti is urgently in need of radical reform. In 1915, the United States undertook a military occupation of Haiti to preempt any European intervention, to establish order out of civil strife, and to stabilize Haitian finances. During the nineteen-year occupation, U.S. military and civilian officials, numbering less than 2500 for the most part, supervised the collection of taxes and the disbursement of revenues, maintained public order, and initiated a program of public works. The Haitian government remained in place, but was subject to U.S. guidance. The Haitian people benefitted from the end of endemic political violence and from the construction of roads, bridges, and ports as well as from improved access to health care. The U.S. occupation was, nonetheless, deeply resented throughout Haitian society, and many of its accomplishments did not long endure its termination in 1934.

As the world becomes more connected, issues surrounding sustainable development are coming to the fore of global discussions. This is exemplified in strategies such as the United Nation's Sustainable Development Goals (SDGs), released in 2015, which created a framework for global development that defines specific goals for issues like poverty, climate change, and social justice. To complement the analysis that went into defining the SDGs, capital allocations around the world are becoming more impact focused so that the paradigm of development is shifting from donations to impact investments. The push for impact, however, has led to a homogenization of global challenges like reproductive health and poverty. This, in turn, has led to a standardization of information resulting in agencies designing interventions based on data and information that is misguided because of incorrect assumptions about a specific context. This paper explores how the decision-making mechanisms of global development agencies and investors could apply more anthropological processes to mitigate negative impact. As the development sector becomes more and more standardized, anthropologists can act as translators between affected communities and the institutions deciding how best to help them.

From abstract: Aluminous lateritic soil containing as much as 50 percent of alumina (A120) Is found in several places in the Republic of Haiti. The largest deposits are on the Rochelois Plateau southwest of Miragoane on the Southern Peninsula. Mapping and drilling of the deposits indicate fifteen million long tons in place (dried basis). It is estimated that a minimum of 10 million long tons of this reserve is recoverable. The average chemical composition of this material is as follows: A1203, 46.8 percent; SiO2, 3.4 percent; T1O2, 2.8 percent; Fe20, 21.9 percent ; P206, 0.6 percent ; MnO5, 0.5 percent ; and loss on ignition, 24.1 percent. Other localities in which similar lateritic soil occurs are Beaumont in the Massif de la Hotte ; the vicinity of Savane Zombi in the Massif de la Selle ; and Savane Terre Rouge on the plateau northwest of Gonaives. In none of these regions were large deposits found.
