Newspaper clipping describing three members of the First committee. These members include General Robert E. Wood, General Hugh Johnson, and Verne Marshall. Special emphasis has been placed on the oil financier William Rhodes Davis. A section of the newspaper clipping has been underlined in red colored pencil. The underlined passage describes a plan to purchase £2,000,000 of British and American oil and sell it to Germany and Italy.
