Climate Change: The European Union's Emissions Trading System (EU-ETS)

The European Union’s (EU’s) Emissions Trading System (ETS) is a cornerstone of the EU’s efforts to meet its obligation under the Kyoto Protocol. It covers more than 11,500 energy intensive facilities across the 25 EU member countries, including oil refineries, power plants over 20 megawatts (MW) in capacity, coke ovens, and iron and steel plants, along with cement, glass, lime, brick, ceramics, and pulp and paper installations. Covered entities emit about 45% of the EU’s carbon dioxide emissions. The trading program does not cover emissions of non-CO2 greenhouse gases, which account for about 20% of the EU’s total greenhouse gas emissions. A final consideration for the ETS is its suitability for directing long-term investment toward a low-carbon future — the ultimate goal of any climate change program.

Oral History Interview with Alan Pilot, August 10, 2010

The National Museum of the Pacific War presents an oral interview with Alan Pilot. Pilot joined the Army in January 1943 and received basic training at Camp Howze. He received further training in Louisiana for the European Theater and then in California for the Pacific Theater. In January he left for Camp Old Gold at La Havre, where he served as a combat medic, supporting Companies E, G, and H of the 343rd Infantry, 86th Division. His unit relieved the 8th Division and fought in Cologne, where he was stationed at the top of the cathedral while it was being shelled. In the Ruhr Pocket a defective shell landed 10 feet away from him. He recalls seeing 100,000 Germans surrender there. He describes the Bavarian people as friendly as he passed through Austria on VE Day. He was then sent to the Pacific as part of Operation Coronet. VJ Day came while he was still crossing the Pacific. He spent the last five months of his service in the Philippines at a quiet outpost while the rest of his unit prepared the Philippines for independence. Pilot returned home and was discharged in January 1946.

This report uses data from two public sources to compare agricultural support between the United States and the European Union (EU): (1) estimates of domestic support for agricultural programs based on World Trade Organization (WTO) notifications; and (2) the Organization for Economic Cooperation and Development's (OECD's) country-level policy database. Each of these data sources uses a slightly different metric to evaluate agricultural support. Purchasing Power Parity and the Efficient Markets: the Recent Empirical Evidence

The purpose of the study is to empirically determine the relevance of PPP theory under the traditional arbitrage and the efficient markets (EPPP) frameworks during the recent floating period of the 1980s. Monthly data was collected for fifteen industrial nations from January 1980 to December 1986. The models tested included the short-run PPP, the long-run PPP, the EPPP, the EPPP with deviations from expectations, the forward rates as unbiased estimators of future spot rates, the EPPP and the forward rates, and the EPPP with forward rates and lagged values. A generalized regression method called Seemingly Unrelated Regression (SUR) was employed to test the models. The results support the efficient markets approach to PPP but fail to support the traditional PPP in both the short term and the long term. Moreover, the forward rates are poor and biased predictors of the future spot rates. The random walk hypothesis is generally supported.
