European Union's Arms Control Regime and Arms Exports to China: Background and Legal Analysis

This report provides detailed background and legal analysis of the nature of the current European Union embargo on arms exports to China. It also provides detailed background on the European Union’s current Code of Conduct on Arms Exports. A strengthened version of the Code would be one of the control mechanisms that would remain should the EU lift the embargo on arms exports to China. This report also gives information on recent EU arms exports authorized for China. It further summarizes U.S. concerns regarding the lifting of the arms embargo, and notes the prospective timing of EU action on the embargo issue.

Agriculture Support Mechanisms in the European Union: A Comparison with the United States

The European Union (EU), comprised of 15 member states (countries), is one of the United States’ chief agricultural trading partners and also a major competitor in world markets. Both heavily support their agricultural sectors, with a large share of such support concentrated on wheat, feed grains, cotton, oilseeds, sugar, dairy, and tobacco. However, the EU provides more extensive support to a broader range of farm and food products. According to the Organization for Economic Cooperation and Development (OECD), the EU and United States in 2001 together accounted for nearly two-thirds of all government support to agriculture among the major developed economies. However, EU agricultural spending generally is much higher than in the United States. Information comparing how the U.S. and EU governments support their producers is expected to be of interest to policymakers while negotiations are underway among world trading partners to further reform agricultural trade.

Purchasing Power Parity and the Efficient Markets: the Recent Empirical Evidence

The purpose of the study is to empirically determine the relevance of PPP theory under the traditional arbitrage and the efficient markets (EPPP) frameworks during the recent floating period of the 1980s. Monthly data was collected for fifteen industrial nations from January 1980 to December 1986. The models tested included the short-run PPP, the long-run PPP, the EPPP, the EPPP with deviations from expectations, the forward rates as unbiased estimators of future spot rates, the EPPP and the forward rates, and the EPPP with forward rates and lagged values. A generalized regression method called Seemingly Unrelated Regression (SUR) was employed to test the models. The results support the efficient markets approach to PPP but fail to support the traditional PPP in both the short term and the long term. Moreover, the forward rates are poor and biased predictors of the future spot rates. The random walk hypothesis is generally supported.

"It is important that the farmer should have a general idea of the uses to which industrial alcohol (usually denatured) may be devoted. While this information is not necessary for the production of the raw materials, it is nevertheless valuable in indicating the particular lines of industrial development which may be promoted by free alcohol in the arts as related to the welfare of agriculture. The technical uses of alcohol are extremely numerous, and no attempt will be made to give them all, but only to mention those which are of the greatest importance." -- p. 5. Topics include the use of alcohol for heating and illumination in stoves and lamps, as fuel for motors, as a product in farm operations, and as a drink. Statistics on alcohol production in the United States, Great Britain, France, and Germany are included at the end.
