Exploring Teachers’ Constructivist Beliefs Using Talis 2013: Approaches to Training and Development
The changing landscape of demographics, technology, and diversity in the learning environment is challenging schools around the world to rethink their approaches to the implementation of high-quality teaching practices. Classroom practices are becoming more complex because educators have to ensure that their students are well-equipped with 21st century skills (e.g., Darling-Hammond, 2010; Dede, 2010; Griffin, McGaw, & Care, 2012). Educators, curriculum developers, and school administrators need to be more than experts in pedagogy. They are now required to keep up with current ideas, innovative instructional practices, and the results of a variety of educational reform efforts. Believing that teachers’ beliefs are the most important psychological construct with regard to instructional practices (Pajares, 1992) and that teachers’ beliefs are related to their choice of classroom practices and, ultimately, the students’ performance (Bybee, Taylor, Gardner, Van Scotter, Powell, Westbrook, & Landes, 2006; Staub & Stern, 2002), the author of this study utilizes the international data set of the Teaching and Learning International Study (TALIS) 2013 to examine the associations between teachers’ constructivist beliefs, their self-efficacy beliefs, professional activities, and the school principals’ instructional leadership as related to lower secondary school teachers and principals in South Korea, Finland, and Mexico. These three countries …

European Union Enlargement
The European Union (EU) has long viewed the enlargement process as an extraordinary opportunity to promote political stability and economic prosperity in Europe. U.S. Administrations and many Members of Congress have long backed EU enlargement, believing that it serves U.S. interests by advancing democracy and economic prosperity throughout the European continent. Some U.S. officials are concerned that "enlargement fatigue" as well as the EU's ongoing financial crisis could hinder EU expansion. The status of EU enlargement and its implications for both the EU itself and U.S.-EU relations may be of interest to the second session of the 112th Congress.

The Proposed Anti-Counterfeiting Trade Agreement: Background and Key Issues
The proposed Anti-Counterfeiting Trade Agreement (ACTA) is a new agreement for combating intellectual property rights (IPR) infringement. The ACTA negotiation concluded in October 2010, nearly three years after it began, and negotiating parties released a final text of the agreement in May 2011. Negotiated by the United States, Australia, Canada, the European Union and its 27 member states, Japan, South Korea, Mexico, Morocco, New Zealand, Singapore, and Switzerland, the ACTA is intended to build on the IPR protection and enforcement obligations set forth in the 1995 World Trade Organization (WTO) Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement).

The Eurozone Crisis: Overview and Issues for Congress
The Eurozone's economic crisis threatens economic stability in Europe and beyond. Four specific economic challenges faced are high debt levels and public deficits, weaknesses in the European banking system, recession and high unemployment in some Eurozone countries, and persistent trade imbalances. Three issues for Congress regarding these challenges are how this situation will impact the US economy, IMG involvement, and how the US and Europe will cooperate to solve these issues.

The Future of the Eurozone and U.S. Interests
Seventeen of the European Union's 27 member states share an economic and monetary union (EMU) with the euro as a single currency. These countries are effectively referred to as the Eurozone. What has become known as the Eurozone crisis began in early 2010 when financial markets were shaken by heightened concerns that the fiscal positions of a number of Eurozone countries, beginning with Greece, were unsustainable. This report provides background information and analysis on the future of the Eurozone in six parts, including discussions on the origins and design challenges of the Eurozone, proposals to define the Eurozone crisis, possible scenarios for the future of the Eurozone, and the implications of the Eurozone crisis for U.S. economic and political interests.
