This report gives an analysis of the unconditional most-favored-nation (MFN) status, or in U.S. statutory parlance, normal trade relations (NTR) status, which is a fundamental principle of the World Trade Organization (WTO). This conflicts with the U.S. laws under Title IV of the Trade Act of 1974 that limits trade status with several nations undergoing accession into the WTO. On June 12, 2012, Sen. Max Baucus introduced a bill with bipartisan co-sponsorship to authorize PNTR for Russia. The report includes information about MFN status and the WTO, the Jackson-Vanik Amendment restricting trade, the case of China, and prospective WTO accessions.

This report discusses the background information and most recent development in U.S.-China relations since mid-1996. Since the early 1990s, U.S.-China relations have followed an uneven course, with modest improvements overshadowed by various recurring difficulties and setbacks. Longstanding bilateral difficulties have included U.S. problems with the PRC’s worsening human rights record, growing tensions over the PRC’s southern military build-up opposite Taiwan and Taiwan’s political status, and continued controversy over allegations of Chinese proliferation of weapons to unstable regimes.

In the months approaching China's resumption of sovereignty over Hong Kong on July 1, 1997, policy analysts are trying to assess how the territory will fare under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in 1994-1995 suggest Washington might be hesitant to do so.

This report provides an overview of federal employment programs for vulnerable young people. It begins with a discussion of the current challenges in preparing all youth today for the workforce. The report then provides a chronology of job training and employment programs for at-risk youth that began in the 1930s and were expanded or modified from the 1960s through the 1990s. It goes on to discuss the five youth programs authorized under the Workforce Investment Act (WIA), and draws comparisons between these programs. Following this section is a detailed discussion of each of the programs.

The prospect of future growth in demand for agricultural products makes China’s accession to the World Trade Organization (WTO) an important issue for the U.S. agricultural sector. Most agricultural interest groups strongly support China’s entry into the WTO, because they think it will increase U.S. agricultural exports and enhance farm income. In the 107th Congress, attention is focused on China’s final WTO accession negotiations where differences over agriculture have become an issue.

This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990's.

Members of Congress are concerned about whether U.S. firms have provided technology or expertise to China for use in its ballistic missile program and whether a series of decisions by the Clinton Administration on satellite exports have facilitated legal or illegal transfers of missile-related technology to China. The New York Times reported in April 1998 that the Justice Department is conducting an ongoing criminal investigation into whether Loral Space and Communications (of New York), and Hughes Electronics (of Los Angeles) violated export control laws. The firms are alleged to have shared their findings with China on the cause of a Chinese rocket’s explosion while launching a U.S.-origin satellite in February 1996. In sharing their conclusions, the companies are said to have provided expertise that China could use to improve its ballistic missiles, including their guidance systems. Policy makers are at odds regarding whether or not the U.S. policy of engagement with China has produced meaningful political reform. This report analyzes China's mixed record on human rights - major human rights problems, new human rights legislation, and the development of civil society, legal awareness, and social and political activism. This report provides a quantitative framework for policy considerations dealing with U.S. trade with China.
