Relevance Thresholds: A Conjunctive/Disjunctive Model of End-User Cognition as an Evaluative Process

This investigation identifies end-user cognitive heuristics that facilitate judgment and evaluation during information retrieval (IR) system interactions. The study extends previous research surrounding relevance as a key construct for representing the value end-users ascribe to items retrieved from IR systems and the perceived effectiveness of such systems. The Lens Model of user cognition serves as the foundation for design and interpretation of the study; earlier research in problem solving, decision making, and attitude formation also contribute to the model and analysis. A self reporting instrument collected evaluative responses from 32 end-users related to 1432 retrieved items in relation to five characteristics of each item: topical, pertinence, utility, systematic, and motivational levels of relevance. The nominal nature of the data collected led to non-parametric statistical analyses that indicated that end-user evaluation of retrieved items to resolve an information problem at hand is most likely a multi-stage process. That process appears to be a cognitive progression from topic to meaning (pertinence) to functionality (use). The Information-Seeking Behavior of Police Officers in Turkish National Police

A current trend that has emerged as a result of the information age is information-seeking behavior. From individuals to large social institutions, information-seeking behavior is utilized to attain a wide variety of goals. This body of work investigates the information-seeking behaviors of police officers who work in police stations in the Turkish National Police force. The study utilizes Leckie et al.’s (1996) model of information-seeking behavior of professionals. The findings indicated that police officers initially consulted their personal knowledge and experience. Next, officers rely upon their colleagues and then official documents. These information sources were consulted in the context of both conducting tasks and staying current. However, contrary to expectation, they rarely consulted informants. In addition police officers rarely consulted printed journals, libraries, books and attendance at conferences as information sources. The results of this study show that there were significant differences in the information sources used by police officers based on their gender in the context of staying current. On the other hand, there were no significant differences in the context of conducting police station tasks, by gender. Knowledge Management and Law Enforcement: An Examination of Knowledge Management Strategies of the Police Information System (POLNET) in the Turkish National Police

This research study explores knowledge management (KM) in law enforcement, focusing on the POLNET system established by the Turkish National Police as a knowledge-sharing tool. This study employs a qualitative case study for exploratory and descriptive purposes. The qualitative data set came from semi-structured face-to-face and telephone interviews, as well as self-administered e-mail questionnaires. The sample was composed of police administrators who created POLNET, working under the Department of Information Technologies and the Department of Communication. A content analysis method is used to analyze the data. This study finds that law enforcement organizations' KM strategies have several differences from Handzic and Zhou's integrated KM model. Especially, organizational culture and structure of law enforcement agencies differently affect knowledge creation, conversion, retrieval, and sharing processes. Accordingly, this study offers a new model which is dynamic and suggests that outcomes always affect drivers.

Seeking Information After the 2010 Haiti Earthquake: a Case Study in Mass-fatality Management

The 2010 earthquake in Haiti, which killed an estimated 316,000 people, offered many lessons in mass-fatality management (MFM). The dissertation defined MFM in seeking information and in recovery, preservation, identification, and disposition of human remains. Specifically, it examined how mass fatalities were managed in Haiti, how affected individuals sought information about fatalities, and what needs motivated them. Data from 28 in-depth, partially structured interviews, conducted during two field visits ending 21 weeks after the earthquake, were included in a case study. The data analysis revealed the MFM was severely inadequate. One interviewee, a senior UN official, stated, "There was no fatality management." The analysis also indicated a need to learn whereabouts of the deceased motivated individuals to visit spots the deceased were last seen at. It sought to illumine information-seeking practices, as discussed in the works of J. David Johnson and others, by developing a new model of information flow in MFM. In addition, it reaffirmed Donald Case and Thomas Wilson's theoretical proposition – that need guides any seeking of information – in the case of Haiti. Factors Impacting Physician Patient Interaction Time: Knowledge Transfer and Use of Technology

In this study we explore the factors impacting physician patient interaction time and how these factors can be used to improve health knowledge transfer from physicians to patients. We also investigate how technology tools can be used to improve this interaction time. Physician patient interaction time is important because this is the time when both sides engage with each other, exchange information so that physicians understand their patients' health issues. Given the increasing health care costs and demand for physician time, over the years, this interaction time has been distracted due to many factors. It is important to explore these factors and provide some possible solutions, such as advanced knowledge management systems, such as knowledge portals. To identify the factors impacting this interaction time and the role of technology, we first identified the variables and then developed hypotheses. We used data from the surveys administered by the AHRQ and NCHS to test these hypotheses. We conducted correlation analyses to determine the factors that can be used to improve health knowledge transfer from physicians to patients and how technology tools can be used to improve physician patient interaction time. This dissertation addresses research questions related to defining a smart city and the associated activities. The general research question is explored in the dissertation via the conduct of three related studies. The finding from these three investigations are presented in the results section as 3 essays that collectively examine the smart city phenomena as it has emerged within the City. Essay 1 assesses building municipal open data capability. The study proposed an Opendata Roadmap Framework to enhance the organization's dynamic capability. The results provide a valuable practical framework to help cities develop open data capability. The results also provide a comparative study or benchmark for similar initiatives with other regional cities and within the nation. Essay 2 measures the residents' understanding and beliefs about smart cities. This portion of the research used a qualitative method that included interviewing residents and city officials to understand their definition of a smart city and what they believe makes a city smart. The interviews focused on understanding resident engagement because it is an important characteristic of a smart city. The gap between the city officials and residents understanding was examined. Exploration of Information Sharing Structures within Makerspaces: A Mixed Methods Case Study of Dallas Makerspace and Its Users

Makerspaces are a popular, new concept being implemented in public, academic, and school libraries, and as stand-alone spaces. The literature reflects the newness of the topic with a limited number of articles and studies and even less about the users of makerspaces themselves. This study explored information sharing behaviors in the Dallas Makerspace as an informal learning environment and described their preferred method of information transfer from one member to another. It employed a mixed methods methodology using surveys, interviews and observations. The study identified how the rules and policies in place at the makerspace influence the information seeking process and how the Dallas Makerspace exchanges information effectively. Dallas Makerspace is one of the largest non-profit work groups in its size, and this research study answers how information is exchanged in an informal environment.

In order to understand the information phenomena of interest, impacts on knowledge workers and knowledge documents in times of great organizational change, the study is positioned in a major consolidation of state agencies in Texas. Faculty Attitudes Towards Institutional Repositories

The purpose of the study was to explore faculty attitudes towards institutional repositories in order to better understand their research habits and preferences. A better understanding of faculty needs and attitudes will enable academic libraries to improve institutional repository services and policies. A phenomenological approach was used to interview fourteen participants and conduct eight observations to determine how tenure-track faculty want to disseminate their research as well as their attitudes towards sharing research data. Interviews were transcribed and coded into emerging themes. Participants reported that they want their research to be read, used, and to have an impact. While almost all faculty see institutional repositories as something that would be useful for increasing the impact and accessibility of their research, they would consider publishers’ rights before depositing work in a repository. Researchers with quantitative data, and researchers in the humanities are more likely to share data than with qualitative or mixed data, which is more open to interpretation and inference. Senior faculty members are more likely than junior faculty members to be concerned about the context of their research data. Junior faculty members’ perception’ of requirements for tenure will inhibit their inclination to publish in open access journals, or share …

Negotiation, communication, and decision strategies used by hostage/crisis negotiators.

By conducting this theory-based empirical study, gathering data from working negotiators in the US and Canada, I have determined what primary dynamic activities, communication skills, and negotiation tools are used by hostage/crisis negotiators. Negotiators implement their negotiation and decision strategies differently depending on whether the situations they deal with are instrumental or expressive. I have determined which elements of negotiations and factors affecting negotiations differ while handling instrumental and expressive hostage situations. I found that the collected data did not reveal any significant relationship between handling instrumental/expressive hostage situations differently and belief in the elements of Brenda Dervin's and Shannon-Weaver's theories. I have also determined that the belief in the elements of the Dervin's and Shannon-Weaver's theories is workable and practical for negotiators to use. Based on the above findings, the model suggested by this research adds the elements and directives of Dervin's and Shannon-Weaver's models to the common approach used by the negotiators. This revised model suggests that the negotiators pay attention to the dynamics of the interactions presented between the two parties: the negotiators themselves and hostage takers. MEDLINE Metric: A method to assess medical students' MEDLINE search effectiveness

Medical educators advocate the need for medical students to acquire information management skills, including the ability to search the MEDLINE database. There has been no published validated method available to use for assessing medical students' MEDLINE information retrieval skills. This research proposes and evaluates a method, designed as the MEDLINE Metric, for assessing medical students' search skills. MEDLINE Metric consists of: (a) the development, by experts, of realistic clinical scenarios that include highly constructed search questions designed to test defined search skills; (b) timed tasks (searches) completed by subjects; (c) the evaluation of search results; and (d) instructive feedback. A goal is to offer medical educators a valid, reliable, and feasible way to judge mastery of information searching skill by measuring results (search retrieval) rather than process (search behavior) or cognition (knowledge about searching). Following a documented procedure for test development, search specialists and medical content experts formulated six clinical search scenarios and questions. One hundred and forty-five subjects completed the six-item test under timed conditions. Subjects represented a wide range of MEDLINE search expertise. Rated M for Monkey: An Ethnographic Study of Parental Information Behavior when Assessing Video Game Content for their Children

Following the decision by the Supreme Court of the United States in Brown v. Entertainment Merchants Association (2011), which struck down the state of California’s appeal to restrict the sale of games deemed to have “deviant violence” to those 18 or older and the court’s recommendation that parents use the ESRB Ratings System instead, this ethnographic study sought to better understand what parents thought of laws on video games and how they used the recommended ratings system. A total of 30 interviews using semi-structured open-ended questions were conducted and analyzed to reveal what parents thought of laws on video games, how they used the ESRB Ratings System to assess video game content, and what other methods they used for video game content assessment in addition to the ratings system. This research utilized Dervin and Nilan’s (1986) sense-making methodology as a way to learn how parents bridged their knowledge gap when it came to learning about video game content and how they made sense of the knowledge gained to determine the content appropriateness for their children. Analyses of the collected data provided the foundation for a model on the effects of the parent-child relationship on parental information behavior.

Convenience to the Cataloger or Convenience to the User?: An Exploratory Study of Catalogers’ Judgment

This mixed-method study explored cataloger’s judgment through the presence of text as entered by catalogers for the 11 electronic resource items during the National Libraries test for Resource Description and Access (RDA). Although the literature discusses cataloger’s judgment and suggests that cataloging practice based on new cataloging code RDA will more heavily rely on cataloger’s judgment, the topic of cataloger’s judgment in RDA cataloging was not formally studied. The purpose of this study was to study the differences and similarities in the MARC records created as a part of the RDA National Test and to determine if the theory of bounded rationality could explain cataloger’s judgment based on the constructs of cognitive and temporal limits. This goal was addressed through a content analysis of the MARC records and various statistical tests (Pearson’s Chi-square, Fisher’s Exact, and Cramer’s V). Analysis of 217 MARC records was performed on seven elements of the bibliographic record. This study found that there were both similarities and differences among the various groups of participants, and there are indications that both support and refute the assertion that catalogers make decisions based on the constructs of time and cognitive ability. Impetuses for First, Second, and Third Year Law Student Information Seeking Behavior, and Perception of Common Knowledge and Citation

This dissertation examined how previous information literacy training, law student gender, age, and previously obtained education affects first, second, and third year law students selection of information sources, their understanding of common knowledge, and their decision of whether or not to give attribution to these sources. To examine these factors, this study implemented a paradigm called the principle of least effort that contended humans in general tended to complete the least amount of work possible to complete presented tasks. This study sought to discover whether law students follow this same path of completing the least amount of work possible to finish presented tasks, and whether this behavior affects information source selection, citation, and understanding of common knowledge. I performed six focus groups and crafted and disseminated an online survey to examine these factors. Via this data collection, it was discovered that law students do exhibit some differences in understanding of citation and citation behavior based on age and their year in law school. They also exhibited some differences regarding common knowledge based on their year in law school, where they received their information literacy training, and where they attend law school. Virtual Reality for Scientific Visualization: an Exploratory Analysis of Presentation Methods

Humans are very effective at evaluating information visually. Scientific visualization is concerned with the process of presenting complex data in visual form to exploit this capability. A large array of tools is currently available for visual presentation. This research attempts to evaluate the effectiveness of three different presentation models that could be used for scientific visualization. The presentation models studied were, two-dimensional perspective rendering, field sequential stereoscopic three dimensional rendering and immersive virtual reality rendering. A large section of a three dimensional sub surface seismic survey was modeled as four-dimensional data by including a value for seismic reflectivity at each point in the survey. An artificial structure was randomly inserted into this data model and subjects were asked to locate and identify the structures. A group of seventeen volunteers from the University of Houston student body served as subjects for the study. Detection time, discrimination time and discrimination accuracy were recorded. The results showed large inter subject variation in presentation model preference. In addition the data suggest a possible gender effect. Female subjects had better overall performance on the task as well as better task acquisition.

The Electronic Ranch: the Information Environment of Cattle Breeders

The present study was a longitudinal analysis of the information needs of Red Angus cattle breeders and their use of networked information services. It was based on two surveys. The first, conducted in 1995--96, polled all 1067 ranches of the Red Angus Association of America. Responses from 192 Red Angus breeders were used to determine the value of different information types and to evaluate perceptions of the greatest barriers to the adoption of network information services. The second survey, mailed to 41 Red Angus breeders in 1998, focused on early adopters and likely users of network services. Responses from 15 breeders were used to evaluate perceptions of the greatest barriers to the effective use of Web-based information services.

Informed Consent in Obstetric Anesthesia: The Effect of the Amount, Timing and Modality of Information on Patient Satisfaction

Using mainly quantitative methods of evaluation, as well as patient comment assessment, this study evaluated whether changing the current informed consent process for labor epidural analgesia to a longer, more informational process resulted in a more satisfied patient. Satisfaction with the labor epidural informed consent process was evaluated using a questionnaire that was mailed and also available online. Half of the patient population was given a written labor epidural risk/benefit document at their 36-week obstetric check up. All patients received the standard informed consent. Survey responses were evaluated based on three independent variables dealing with the modality, timing, amount of informed consent information and one dependent variable, whether the patient's expectations of the epidural were met, which is equated with satisfaction. Patients in this study clearly indicated that they want detailed risk/benefit information on epidural analgesia earlier in their pregnancy. A meaningfully larger percentage of patients who received the written risk/benefit document were satisfied with the epidural process as compared to those who did not receive the document.

Coyote Ugly Librarian: A Participant Observer Examination of Lnowledge Construction in Reality TV.

Reality TV is the most popular genre of television programming today. The number of reality television shows has grown exponentially over the last fifteen years since the premier of The Real World in 1992. Although reality TV uses styles similar to those used in documentary film, the “reality” of the shows is questioned by critics and viewers alike. The current study focuses on the “reality” that is presented to viewers and how that “reality” is created and may differ from what the participants of the shows experience. I appeared on two reality shows, Faking It and That's Clever, and learned a great deal as a participant observer. Within the study, I outline my experience and demonstrate how editing changed the reality I experienced into what was presented to the viewers. O'Connor's (1996) representation context web serves as a model for the realities created through reality television. People derive various benefits from watching reality TV. Besides the obvious entertainment value of reality TV, viewers also gather information via this type of programming. Measuring the accuracy of four attributes of sound for conveying changes in a large data set.

Human auditory perception is suited to receiving and interpreting information from the environment but this knowledge has not been used extensively in designing computer-based information exploration tools. It is not known which aspects of sound are useful for accurately conveying information in an auditory display. An auditory display was created using PD, a graphical programming language used primarily to manipulate digital sound. The interface for the auditory display was a blank window. When the cursor is moved around in this window, the sound generated would changed based on the underlying data value at any given point. An experiment was conducted to determine which attribute of sound most accurately represents data values in an auditory display. The four attributes of sound tested were frequency-sine waveform, frequency-sawtooth waveform, loudness and tempo. 24 subjects were given the task of finding the highest data point using sound alone using each of the four sound treatments. Three dependent variables were measured: distance accuracy, numeric accuracy, and time on task. Repeated measures ANOVA procedures conducted on these variables did not rise to the level of statistical significance (α=.05). The recent advances in mobile computing and distributed multimedia systems allow mobile hosts (clients) to access wireless multimedia Data at anywhere and at anytime. In accessing multimedia information on the distributed multimedia servers from wireless personal communication service systems, a channel assignment problem and synchronization problems should be solved efficiently. Recent demand for mobile telephone service have been growing rapidly while the electro-magnetic spectrum of frequencies allocated for this purpose remain limited. Any solution to the channel assignment problem is subject to this limitation, as well as the interference constraint between adjacent channels in the spectrum. Channel allocation schemes provide a flexible and efficient access to bandwidth in wireless and mobile communication systems. In this dissertation, both an efficient distributed algorithm for dynamic channel allocation based upon mutual exclusion model, and an efficient distributed synchronization algorithm using Quasi-sink for wireless and mobile multimedia systems to ensure and facilitate mobile client access to multimedia objects are proposed. Algorithm's performance with several channel systems using different types of call arrival patterns is determined analytically. A set of simulation experiments to evaluate the performance of our scheme using message complexity and buffer usage at each frame arrival time.

A Study of Physicians' Serendipitous Knowledge Discovery: An Evaluation of Spark and the IF-SKD Model in a Clinical Setting

This research study is conducted to test Workman, Fiszman, Rindflesch and Nahl's information flow-serendipitous knowledge discovery (IF-SKD) model of information behavior, in a clinical care context. To date, there have been few attempts to model the serendipitous knowledge discovery of physicians. Due to the growth and complexity of the biomedical literature, as well as the increasingly specialized nature of medicine, there is a need for advanced systems that can quickly present information and assist physicians to discover new knowledge. The National Library of Medicine's (NLM) Lister Hill Center for Biocommunication's Semantic MEDLINE project is focused on identifying and visualizing semantic relationships in the biomedical literature to support knowledge discovery. This project led to the development of a new information discovery system, Spark. Identifying Key Success Factors for the Implementation of Enterprise Content Management Systems

Enterprise content management (ECM) is an emerging research area that is beginning to find attention in academia. While the private sector has a growing industry and community for ECM, academia is starting to address this with direct links to the better-established areas of information systems and enterprise resource planning systems. ECM has been viewed as a higher-level concept of methods and strategies pertaining to content management in the context of the enterprise. Like many other organizational wide systems, ECM systems are complex, difficult to implement and risk failing to meet expected success measures. Definitions for what exactly constitutes an ECM system are still evolving. The major issues with ECM systems are that they are increasingly being implemented by organizations in an attempt to address the unmanageable amount of unstructured content over its lifecycle, compliance pressures, collaboration needs, content integrity and continuity, and controlling costs. However, the implementation problems are many and diverse, such as determining content and business processes to be included, determining technologies to fit the organizational needs, how to integrate with existing systems, and managing organizational culture and change for acceptance. An Information Theoretic Analysis of Multimodal Readability

Educators often inquire about the readability of books and other documents used in the classroom, with the idea that readability supports students' reading comprehension and growth. Documents used in classrooms tend to be language-based, so readability metrics have long focused on the complexity of language. However, such metrics are unsuitable for multimodal documents because these types of documents also use non-language modes of communication. This is problematic because multimodal reading is increasingly recognized as a 21st-century skill. One information theoretic solution is transinformation analysis, an approach that measures readability as the difference between the objective entropy of a document and the subjective entropy of its reader. Higher transinformation indicates more information complexity. This study explored the viability of transinformation analysis as a measure of multimodal readability. Think aloud screen recordings from 15 eighth grade "advanced readers" of Episode 2 of the born-digital novel, Inanimate Alice served as the dataset. Findings showed that 14 of the readers attended to less than half the information in the story. Mean readability was .57, indicating a complex reading experience.
