The following casualty data was compiled by the Department of Defense (DOD), as tallied from the agency's press release. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003, plus statistics on those wounded, but not killed, since March 19, 2003. More frequent updates are available at DOD's website at [http://www.defenselink.mil/news/] under "Casualty Update." The United Arab Emirates (UAE): Issues for U.S. Policy
The United Arab Emirates' open economy and society have won praise, but lax enforcement of some laws is causing U.S. concern over proliferation of advanced technology to Iran; terrorist transiting; and human trafficking, particularly in the emirate of Dubai. The UAE undertook its first major electoral process in December 2006, although with a small, hand-picked electorate and for a body with limited powers.

Federal Employees: Human Resources Management Flexibilities in Emergency Situations
Federal executive branch departments and agencies have available to them various human resources management flexibilities which can be utilized in emergency situations, such as those which resulted from Hurricanes Katrina and Rita and which could occur during a pandemic influenza outbreak. The Office of Personnel Management has issued guidance on these flexibilities, which supplements the basic policies governing staffing, compensation, leave sharing, and telework in Title 5 of the United States Code. Legislation (S. 1000, H.R. 4106, and proposed amendments to S. 3268) to enhance telework in the federal government is pending in the 110th Congress.

DOD Leases of Foreign-Built Ships: Background for Congress
The Department of Defense (DOD) in recent years has leased some foreign-built cargo ships for total periods, including options and renewals, of almost 10 years - a length of time that some observers argue effectively circumvents a legal requirement that U.S. military ships be built in U.S. shipyards. These observers, particularly the American Shipbuilding Association (ASA), have proposed reducing the current five-year legal limit on ship leases to two years for foreign-built ships. DOD has opposed the idea, arguing that its ship leases are the most cost-effective way to meet its needs for the ships in question.

Statutory Interpretation: General Principles and Recent Trends
The Supreme Court has expressed an interest "that Congress be able to legislate against a background of clear interpretive rules, so that it may know the effect of the language it adopts." This report identifies and describes some of the more important rules and conventions of interpretation that the Court applies. Although this report focuses primarily on the Court's methodology in construing statutory text, the Court's approach to reliance on legislative history are also briefly described.

Panama: Political and Economic Conditions and U.S. Relations
This report discusses the current political and economic conditions in the country of Panama, which has made notable political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Noriega from power. The United States has close relations with Panama, stemming in large part from the extensive linkages developed when the canal was under U.S. control. This report describes the U.S.-Panama relationship at length, including trade relations.
