A letter report issued by the Government Accountability Office with an abstract that begins "In light of the fact that Department of Defense (DOD) health care spending more than doubled from 2000 to 2005 and continues to escalate, DOD proposed increasing the share of health care costs paid by TRICARE beneficiaries, under a proposal known as Sustain the Benefit. DOD estimated that if the proposal had been implemented in fiscal year 2007, savings would amount to over $11 billion through fiscal year 2011. As required by the National Defense Authorization Act for 2007, GAO evaluated (1) the likelihood that DOD would achieve its estimated savings from the proposed enrollment fee and deductible increases for retirees and dependents under age 65, (2) the likelihood that DOD would achieve its estimated savings from the proposed pharmacy co-payment increases for all beneficiaries except active duty personnel, and (3) the factors identified by DOD as contributing to increased TRICARE spending from 2000 to 2005. To conduct its work, GAO examined DOD analyses and interviewed DOD officials. GAO also analyzed data on many aspects of health care costs in general and interviewed health economists."

Retiree Health Benefits: Majority of Sponsors Continued to Offer Prescription Drug Coverage and Chose the Retiree Drug Subsidy

A letter report issued by the Government Accountability Office with an abstract that begins "The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) created a prescription drug benefit for beneficiaries, called Medicare Part D, beginning in January 2006. The MMA resulted in options for sponsors of employment-based prescription drug benefits, such as a federal subsidy payment--the retiree drug subsidy (RDS)--when sponsors provide benefits meeting certain MMA requirements to Medicare-eligible retirees. The MMA required GAO to conduct two studies on trends in employment-based retiree health coverage and the MMA options available to sponsors. The first study, Retiree Health Benefits: Options for Employment-Based Prescription Drug Benefits under the Medicare Modernization Act (GAO-05-205), was published February 14, 2005. In this second study, GAO determined which MMA prescription drug coverage options sponsors selected, the factors they considered in selecting these options, and the effect these decisions may have on the provision of employment-based health benefits for retirees. GAO identified options that sponsors selected using data from employer benefit surveys and the Centers for Medicare & Medicaid Services (CMS), the federal agency that administers Medicare. A letter report issued by the Government Accountability Office with an abstract that begins "Congress passed the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA), which created a Part D outpatient prescription drug benefit that enables Medicare beneficiaries to enroll in competing private drug coverage plans. The benefit also offers a subsidy administered by the Social Security Administration (SSA) to assist certain low-income Medicare beneficiaries with out-of-pocket costs. GAO was asked to review (1) SSA's progress in identifying and soliciting applications from individuals potentially eligible for the subsidy; (2) SSA's processes for making eligibility determinations, resolving appeals, and redetermining beneficiaries' eligibility; and (3) how the subsidy has affected SSA's workload and operations. DOD plans to replace its current program with Families First, a program that promises to offer servicemembers an improved claims process and quality of service. GAO was mandated to (1) assess the steps DOD has taken to achieve the goals and benefits of the Families First program; (2) evaluate the growth in costs of the program, including the costs for a new information management system, since GAO's last assessment in 2003; and (3) assess the extent to which DOD faces management challenges--such as staffing--in implementing Families First. South Florida Ecosystem: Restoration Is Moving Forward but Is Facing Significant Delays, Implementation Challenges, and Rising Costs

A letter report issued by the Government Accountability Office with an abstract that begins "The South Florida ecosystem covers about 18,000 square miles and is home to the Everglades, a national resource. Over the past 100 years, efforts to manage the flow of water through the ecosystem have jeopardized its health. In 2000, a strategy to restore the ecosystem was set; restoration was expected to take at least 40 years and cost $15.4 billion. The restoration comprises hundreds of projects, including 60 key projects known as the Comprehensive Everglades Restoration Plan (CERP), to be undertaken by a partnership of federal, state, local, and tribal governments. Given the size and complexity of the restoration, GAO was asked to report on the (1) status of project implementation and expected benefits, (2) factors that determine project sequencing, (3) amount of funding provided for the effort and extent that costs have increased, and (4) primary mathematical models that guide the restoration."

A letter report issued by the Government Accountability Office with an abstract that begins "More than 700,000 tons of uranium are stored at two Department of Energy (DOE) sites where uranium enrichment took place and where two facilities are being constructed to treat depleted uranium. Some of the storage cylinders for uranium came from the Army more than 50 years ago and may originally have contained phosgene, a toxic gas used as a chemical weapon in World War I. In September 2005, DOE's Inspector General issued an alert warning that residual phosgene, if present, could threaten the safety of people and the treatment facilities. GAO was directed to review DOE's investigation of possible phosgene contamination of uranium storage cylinders. GAO consulted a panel of experts to assess the adequacy of DOE's investigation and whether possible phosgene contamination could threaten the new treatment facilities under construction."

A letter report issued by the Government Accountability Office with an abstract that begins "Urban storm water runoff is a major contributor to the nation's degraded waters. Under the Clean Water Act, the Environmental Protection Agency (EPA) established a program requiring communities to obtain permits and implement activities to control storm water pollution. EPA's Phase I regulations (1990) applied to communities with populations of 100,000 or more, and its Phase II regulations (1999) covered smaller urban communities. Communities must report progress in meeting permit requirements. Some have raised concerns that storm water requirements impose an undue burden. To evaluate storm water program costs, EPA developed estimates for both phases. GAO was asked to (1) determine the progress in implementing the storm water program, (2) evaluate the extent to which the program burdens communities, (3) examine the accuracy of EPA's cost estimates, and (4) examine the data available for assessing program burden. GAO collected data for all states and a sample of 130 communities, among other steps."

Correspondence issued by the Government Accountability Office with an abstract that begins "In November 2002, the Congress passed the Improper Payments Information Act of 2002 (IPIA). The major objective of the legislation was to enhance the accuracy and integrity of federal payments. This legislation, in conjunction with implementing guidance from the Office of Management and Budget (OMB), requires executive branch agency heads to review their programs and activities annually, identify those that may be susceptible to significant improper payments, estimate amounts improperly paid, and report on the amounts of improper payments and actions to reduce them. Since passage of IPIA, the Department of Defense (DOD) has continued to expand its annual disclosures in its performance and accountability reports (PAR) and currently discloses some detail of improper payment estimates for six programs or activities, including civilian pay, commercial pay, travel pay, military retirement, military health benefits, and military pay. DOD has reported improper payment information since 2003. The Congress mandated that we consider one facet of this reporting related to DOD--travel pay. Facilitating Oil Industry Access to Federal Lands through Interagency Data Sharing

Much of the environmental and technical data useful to the oil and gas industry and regulatory agencies is now contained in disparate state and federal databases. Delays in coordinating permit approvals between federal and state agencies translate into increased operational costs and stresses for the oil and gas industry. Making federal lease stipulation and area restriction data available on state agency Web sites will streamline a potential lessors review of available leases, encourage more active bidding on unleased federal lands, and give third-party operators independent access to data who otherwise may not have access to lease restrictions and other environmental data. As a requirement of the Energy Policy Conservation Act (EPCA), the Bureau of Land Management (BLM) is in the process of inventorying oil and natural gas resources beneath onshore federal lands and the extent and nature of any stipulation, restrictions, or impediments to the development of these resources. The EPCA Phase 1 Inventory resulted in a collection of GIS coverage files organized according to numerous lease stipulation reference codes. LISSAT Analysis of a Generic Centrifuge Enrichment Plant

The U.S. Department of Energy (DOE) is interested in developing tools and methods for use in designing and evaluating safeguards systems for current and future plants in the nuclear power fuel cycle. The DOE is engaging several DOE National Laboratories in efforts applied to safeguards for chemical conversion plants and gaseous centrifuge enrichment plants. As part of the development, Lawrence Livermore National Laboratory has developed an integrated safeguards system analysis tool (LISSAT). This tool provides modeling and analysis of facility and safeguards operations, generation of diversion paths, and evaluation of safeguards system effectiveness. The constituent elements of diversion scenarios, including material extraction and concealment measures, are structured using directed graphs (digraphs) and fault trees. Statistical analysis evaluates the effectiveness of measurement verification plans and randomly timed inspections. Time domain simulations analyze significant scenarios, especially those involving alternate time ordering of events or issues of timeliness. Such simulations can provide additional information to the fault tree analysis and can help identify the range of normal operations and, by extension, identify additional plant operational signatures of diversions. LISSAT analyses can be used to compare the diversion-detection probabilities for individual safeguards technologies and to inform overall strategy implementations for present and future plants. …

Experimental and theoretical studies of particle generation afterlaser ablation of copper with background gas at atmosphericpressure

Laser ablation has proven to be an effective method for generating nanoparticles; particles are produced in the laser induced vapor plume during the cooling stage. To understand the in-situ condensation process, a series of time resolved light scattering images were recorded and analyzed. Significant changes in the condensation rate and the shape of the condensed aerosol plume were observed in two background gases, helium and argon. The primary particle shape and size distribution were measured using a transmission electron microscope (TEM), a scanning electron microscope (SEM) and a differential mobility analyzer (DMA). The gas dynamics simulation included nucleation and coagulation within the vapor plume, heat and mass transfer from the vapor plume to the background gas, and heat transfer to the sample. The experimental data and the calculated evolution of the shape of the vapor plume showed the same trend for the spatial distribution of the condensed particles in both background gases. The simulated particle size distribution also qualitatively agreed with the experimental data. It was determined that the laser energy, the physical properties of the background gas (conductivity, diffusivity and viscosity), and the shape of the ablation system (ablation chamber and the layout of the sample) have strong effects …

ITER Shape Controller and Transport Simulations

We currently use the CORSICA integrated modeling code for scenario studies for both the DIII-D and ITER experiments. In these simulations, free- or fixed-boundary equilibria are simultaneously converged with thermal evolution determined from transport models providing temperature and current density profiles. Using a combination of fixed boundary evolution followed by free-boundary calculation to determine the separatrix and coil currents. In the free-boundary calculation, we use the state-space controller representation with transport simulations to provide feedback modeling of shape, vertical stability and profile control. In addition to a tightly coupled calculation with simulator and controller imbedded inside CORSICA, we also use a remote procedure call interface to couple the CORSICA non-linear plasma simulations to the controller environments developed within the Mathworks Matlab/Simulink environment. We present transport simulations using full shape and vertical stability control with evolution of the temperature profiles to provide simulations of the ITER controller and plasma response.

In today's hybrid vehicle market, the Toyota/Prius drive system is currently considered the leader in electrical, mechanical, and manufacturing innovations. It is significant that in today's marketplace, Toyota is able to manufacture and sell the vehicle for a profit. This project's objective is to test the torque capability of the 2004 Prius motor and to analyze the torque properties relating to the rotor structure. The tested values of no-load back electromotive force (emf) and mechanical losses are also presented.

Leakage of CO2 from geologic storage: Role of secondary accumulation at shallow depth

Geologic storage of CO2 can be a viable technology forreducing atmospheric emissions of greenhouse gases only if it can bedemonstrated that leakage from proposed storage reservoirs and associatedhazards are small or can be mitigated. Risk assessment must evaluatepotential leakage scenarios and develop a rational, mechanisticunderstanding of CO2 behavior during leakage. Flow of CO2 may be subjectto positive feedbacks that could amplify leakage risks and hazards,placing a premium on identifying and avoiding adverse conditions andmechanisms. A scenario that is unfavorable in terms of leakage behavioris formation of a secondary CO2 accumulation at shallow depth. This paperdevelops a detailed numerical simulation model to investigate CO2discharge from a secondary accumulation, and evaluates the role ofdifferent thermodynamic and hydrogeologic conditions. Our simulationsdemonstrate self-enhancing as well as self-limiting feedbacks.Condensation of gaseous CO2, 3-phase flow of aqueous phase -- liquid CO2-- gaseous CO2, and cooling from Joule-Thomson expansion and boiling ofliquid CO2 are found to play important roles in the behavior of a CO2leakage system. We find no evidence that a subsurface accumulation of CO2at ambient temperatures could give rise to a high-energy discharge, aso-called "pneumatic eruption."

Seismic velocity estimation from time migration

This is concerned with imaging and wave propagation in nonhomogeneous media, and includes a collection of computational techniques, such as level set methods with material transport, Dijkstra-like Hamilton-Jacobi solvers for first arrival Eikonal equations and techniques for data smoothing. The theoretical components include aspects of seismic ray theory, and the results rely on careful comparison with experiment and incorporation as input into large production-style geophysical processing codes. Producing an accurate image of the Earth's interior is a challenging aspect of oil recovery and earthquake analysis. The ultimate computational goal, which is to accurately produce a detailed interior map of the Earth's makeup on the basis of external soundings and measurements, is currently out of reach for several reasons. First, although vast amounts of data have been obtained in some regions, this has not been done uniformly, and the data contain noise and artifacts. Simply sifting through the data is a massive computational job. Second, the fundamental inverse problem, namely to deduce the local sound speeds of the earth that give rise to measured reacted signals, is exceedingly difficult: shadow zones and complex structures can make for ill-posed problems, and require vast computational resources. Diffusion Coatings for Corrosion-Resistant Components in Coal Gasification Systems

Advanced electric power generation systems use a coal gasifier to convert coal to a gas rich in fuels such as H{sub 2} and CO. The gas stream contains impurities such as H{sub 2}S and HCl, which attack metal components of the coal gas train, causing plant downtime and increasing the cost of power generation. Corrosion-resistant coatings would improve plant availability and decrease maintenance costs, thus allowing the environmentally superior integrated-gasification-combined-cycle (IGCC) plants to be more competitive with standard power-generation technologies. Heat-exchangers, particle filters, turbines, and other components in the IGCC system must withstand the highly sulfiding conditions of the high-temperature coal gas over an extended period of time. The performance of components degrades significantly with time unless expensive high alloy materials are used. Deposition of a suitable coating on a low cost alloy will improve is resistance to such sulfidation attack and decrease capital and operating costs. The alloys used in the gasifier service include austenitic and ferritic stainless steels, nickel-chromium-iron alloys, and expensive nickel-cobalt alloys. The Fe- and Ni-based high-temperature alloys are susceptible to sulfidation attack unless they are fortified with high levels of Cr, Al, and Si. A Generalized Eigensolver based on Smoothed Aggregation (GES-SA) for Initializing Smoothed Aggregation Multigrid (SA)

Consider the linear system Ax = b, where A is a large, sparse, real, symmetric, and positive definite matrix and b is a known vector. Solving this system for unknown vector x using a smoothed aggregation multigrid (SA) algorithm requires a characterization of the algebraically smooth error, meaning error that is poorly attenuated by the algorithm's relaxation process. For relaxation processes that are typically used in practice, algebraically smooth error corresponds to the near-nullspace of A. Therefore, having a good approximation to a minimal eigenvector is useful to characterize the algebraically smooth error when forming a linear SA solver. This paper discusses the details of a generalized eigensolver based on smoothed aggregation (GES-SA) that is designed to produce an approximation to a minimal eigenvector of A. GES-SA might be very useful as a standalone eigensolver for applications that desire an approximate minimal eigenvector, but the primary aim here is for GES-SA to produce an initial algebraically smooth component that may be used to either create a black-box SA solver or initiate the adaptive SA ({alpha}SA) process.

Electrokinetic Hydrogen Generation from Liquid WaterMicrojets

We describe a method for generating molecular hydrogen directly from the charge separation effected via rapid flow of liquid water through a metal orifice, wherein the input energy is the hydrostatic pressure times the volume flow rate. Both electrokinetic currents and hydrogen production rates are shown to follow simple equations derived from the overlap of the fluid velocity gradient and the anisotropic charge distribution resulting from selective adsorption of hydroxide ions to the nozzle surface. Pressure-driven fluid flow shears away the charge balancing hydronium ions from the diffuse double layer and carries them out of the aperture. Downstream neutralization of the excess protons at a grounded target electrode produces gaseous hydrogen molecules. The hydrogen production efficiency is currently very low (ca. 10-6) for a single cylindrical jet, but can be improved with design changes.

TEMPEST Simulations of Collisionless Damping of Geodesic-Acoustic Mode in Edge Plasma Pedestal

The fully nonlinear 4D TEMPEST gyrokinetic continuum code produces frequency, collisionless damping of geodesic-acoustic mode (GAM) and zonal flow with fully nonlinear Boltzmann electrons for the inverse aspect ratio {epsilon}-scan and the tokamak safety factor q-scan in homogeneous plasmas. The TEMPEST simulation shows that GAM exists in edge plasma pedestal for steep density and temperature gradients, and an initial GAM relaxes to the standard neoclassical residual, rather than Rosenbluth-Hinton residual due to the presence of ion-ion collisions. The enhanced GAM damping explains experimental BES measurements on the edge q scaling of the GAM amplitude.
