Accurate Iterative Analysis Solution of theKapchinskij-Vladimirskij Equations for the Case of a Matched Beam

The well-known Kapchinskij-Vladimirskij (KV) equations are difficult to solve in general, but the problem is simplified for the matched-beam case with sufficient symmetry. They show that the interdependence of the two KV equations is eliminated, so that only one needs to be solved--a great simplification. They present an iterative method of solution which can potentially yield any desired level of accuracy. The lowest level, the well-known smooth approximation, yields simple, explicit results with good accuracy for weak or moderate focusing fields. The next level improves the accuracy for high fields; they previously showed [Part. Accel. 52, 133 (1996)] how to maintain a simple explicit format for the results. That paper used expansion in a small parameter to obtain results of second-level accuracy. The present paper, using straightforward iteration, obtains equations of first, second, and third levels of accuracy. For a periodic lattice with beam matched to lattice, they use the lattice and beam parameters as input and solve for phase advances and envelope functions. They find excellent agreement with numerical solutions over a wide range of beam emittances and intensities.

Advanced Fine Particulate Characterization Methods

The characterization and control of emissions from combustion sources are of significant importance in improving local and regional air quality. Such emissions include fine particulate matter, organic carbon compounds, and NO{sub x} and SO{sub 2} gases, along with mercury and other toxic metals. This project involved four activities including Further Development of Analytical Techniques for PM{sub 10} and PM{sub 2.5} Characterization and Source Apportionment and Management, Organic Carbonaceous Particulate and Metal Speciation for Source Apportionment Studies, Quantum Modeling, and High-Potassium Carbon Production with Biomass-Coal Blending. The key accomplishments included the development of improved automated methods to characterize the inorganic and organic components particulate matter. The methods involved the use of scanning electron microscopy and x-ray microanalysis for the inorganic fraction and a combination of extractive methods combined with near-edge x-ray absorption fine structure to characterize the organic fraction. These methods have direction application for source apportionment studies of PM because they provide detailed inorganic analysis along with total organic and elemental carbon (OC/EC) quantification. Quantum modeling using density functional theory (DFT) calculations was used to further elucidate a recently developed mechanistic model for mercury speciation in coal combustion systems and interactions on activated carbon. ADVANCED WAVEFORM SIMULATION FOR SEISMIC MONITORING EVENTS; REPORTING PERIOD NOVEMBER 1, 2006 - JANUARY 31, 2007

The amplitude fluctuations of seismic waves from point source radiation patterns are among the direct results of rupture propagation. However, these amplitude signals are seldom used for small earthquakes due to the large uncertainties in the focal mechanisms of the events or the empirical Green’s functions (EGFs). Moreover, it has been controversial if radiation patterns still exist at high frequencies, e.g., 10 Hz. We present an evidence for high frequency radiation patterns by showing that with accurately determined focal mechanism solutions, the broadband P wave records from a thrust event (M 3.0) can be turned into those from a distinctly different strike slip event of similar magnitude with simple radiation pattern corrections. Moreover, we observe systematic azimuthal variations in the P and S wave amplitude ratios between the records from unilateral magnitude 4 events and the EGF events, which suggest that these simple amplitude ratios can provide fast and useful indications of the rupture directivity. For further estimates of the fault dimension and rupture speed, we developed a forward modeling approach to retrieve apparent source time functions (ASTFs) of small earthquakes, where we assume simple Haskell model and take a grid search approach to find the ASTFs for each recording …

APPLICATION OF RISK MANAGEMENT PRACTICES TO NNSA TRITIUM READINESS SUBPROGRAM

The National Nuclear Security Administration (NNSA), Office of Stockpile Technology (NNSA/NA-123) chartered a risk assessment of the Tritium Readiness (TR) Subprogram to identify risks and to develop handling strategies with specific action items that could be scheduled and tracked to completion in order to minimize program failures. This assessment was performed by a team of subject matter experts (SMEs) comprised of representatives from various organizations participating in the TR Subprogram. The process was coordinated by Savannah River Site, Systems Engineering (SRS/SE) with support from Subprogram Team. The Risk Management Process steps performed during this risk assessment were: Planning, Identification, Grading, Handling, and Impact Determination. All of the information captured during the risk assessment was recorded in a database. The team provided estimates for the cost and schedule impacts of implementing the recommended handling strategies and facilitated the risk based cost contingency analysis. The application of the Risk Management Practices to the NNSA Tritium Readiness Subprogram resulted in: (1) The quarterly review and update of the Risk Management Database to include an evaluation of all existing risks and the identification/evaluation of any potential new risks. BASELINE PARAMETER UPDATE FOR HUMAN HEALTH INPUT AND TRANSFER FACTORS FOR RADIOLOGICAL PERFORMANCE ASSESSMENTS AT THE SAVANNAH RIVER SITE

The purpose of this report is to update parameters utilized in Human Health Exposure calculations and Bioaccumulation Transfer Factors utilized at SRS for Performance Assessment modeling. The reason for the update is to utilize more recent information issued, validate information currently used and correct minor inconsistencies between modeling efforts performed in SRS contiguous areas of the heavy industrialized central site usage areas called the General Separations Area (GSA). SRS parameters utilized were compared to a number of other DOE facilities and generic national/global references to establish relevance of the parameters selected and/or verify the regional differences of the southeast USA. The parameters selected were specifically chosen to be expected values along with identifying a range for these values versus the overly conservative specification of parameters for estimating an annual dose to the maximum exposed individual (MEI). The end uses are to establish a standardized source for these parameters that is up to date with existing data and maintain it via review of any future issued national references to evaluate the need for changes as new information is released. These reviews are to be added to this document by revision.

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony summarizes a December 2006 GAO report on the Department of Homeland Security's (DHS) efforts to implement the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program at land ports of entry (POE). US-VISIT is designed to collect, maintain, and share data on selected foreign nationals entering and exiting the United States at air, sea, and land POEs. These data, including biometric identifiers like digital fingerprints, are to be used to screen persons against watch lists, verify identities, and record arrival and departure. This testimony addresses DHS's efforts to (1) implement US-VISIT entry capability, (2) implement US-VISIT exit capability, and (3) define how US-VISIT fits with other emerging border security initiatives. GAO analyzed DHS and US-VISIT documents, interviewed program officials, and visited 21 land POEs with varied traffic levels on both borders."

CANMET Gasifier Liner Coupon Material Test Report

This report provides detailed test results consisting of test data and post-test inspections from Task 1 ''Cooled Liner Coupon Development and Test'' of the project titled ''Development of Technologies and Capabilities for Coal Energy Resources--Advanced Gasification Systems Development (AGSD)''. The primary objective of this development and test program is to verify that ceramic matrix composite (CMC) liner materials planned for use in an advanced gasifier pilot plant will successfully withstand the environments in a commercial gasifier. Pratt & Whitney Rocketdyne (PWR) designed and fabricated the cooled liner test assembly article that was tested in a slagging gasifier at CANMET Energy Technology Center (CETC-O) in Ottawa, Ontario, Canada. The test program conducted in 2006 met the objective of operating the cooled liner test article at slagging conditions in a small scale coal gasifier at CETC-O for over the planned 100 hours. The test hardware was exposed to at least 30 high temperature excursions (including start-up and shut-down cycles) during the test program. The results of the testing has provided valuable information on gasifier startup and required cooling controls in steady state operation of future advanced gasifiers using similar liners. CATALYST EVALUATION FOR A SULFUR DIOXIDE-DEPOLARIZED ELECTROLYZER

Thermochemical processes are being developed to provide global-scale quantities of hydrogen. A variant on sulfur-based thermochemical cycles is the Hybrid Sulfur (HyS) Process which uses a sulfur dioxide depolarized electrolyzer (SDE) to produce the hydrogen. Testing examined the activity and stability of platinum and palladium as the electrocatalyst for the SDE in sulfuric acid solutions. Cyclic and linear sweep voltammetry revealed that platinum provided better catalytic activity with much lower potentials and higher currents than palladium. Testing also showed that the catalyst activity is strongly influenced by the concentration of the sulfuric acid electrolyte.

The Cold and Dark Process at the Savannah River Site

The deactivation and decommissioning (D&D) of a facility exposes D&D workers to numerous hazards. One of the more serious hazards is coming into contact to hazardous energy sources (e.g. electrical, pressurized steam). At the Savannah River Site (SRS) a formal process for identifying and eliminating sources of hazardous energy was developed and is called ''Cold & Dark''. Several ''near miss'' events involving cutting of energized conductors during D&D work in buildings thought to be isolated identified the need to have a formal process to identify and isolate these potentially hazardous systems. This process was developed using lessons learned from D&D activities at the Rocky Flats Environmental Technology Site (Rocky Flats) in Colorado. The Cold & Dark process defines an isolation boundary (usually a building perimeter) and then systematically identifies all of the penetrations through this boundary. All penetrations that involve hazardous energy sources are then physically air-gapped. The final product is a documented declaration of isolation performed by a team involving operations, engineering, and project management. Once the Cold & Dark declaration is made for a building work can proceed without the usual controls used in an operational facility (e.g. lockout/tagout, arc flash PPE). Computer Models for IRIS Control System Transient Analysis

This report presents results of the Westinghouse work performed under Task 3 of this Financial Assistance Award and it satisfies a Level 2 Milestone for the project. Task 3 of the collaborative effort between ORNL, Brazil and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focuses on developing computer models for transient analysis. This report summarizes the work performed under Task 3 on developing control system models. The present state of the IRIS plant design – such as the lack of a detailed secondary system or I&C system designs – makes finalizing models impossible at this time. However, this did not prevent making considerable progress. Westinghouse has several working models in use to further the IRIS design. We expect to continue modifying the models to incorporate the latest design information until the final IRIS unit becomes operational. Section 1.2 outlines the scope of this report. Section 2 describes the approaches we are using for non-safety transient models. It describes the need for non-safety transient analysis and the model characteristics needed to support those analyses. Section 3 presents the RELAP5 model.
