Investigation of Phase and Emulsion Behavior, Surfactant Retention and Condensate Recovery for Condensate/Water/Ethanol Mixtures Semi-Annual Progress Report: October 2004-March 2005

This semi-annual technical progress report describes work performed at Morehouse College under DOE Grant No. DE-FG26-02NT15447 during the period October 01, 2004 to March 31, 2005 which covers the fifth six months of the project. Presently work is in progress to characterize phase and emulsion behavior for ethylbenzene/water/ethanol system. Ethylbenzene that has the equivalent carbon number is used as the model condensate. During this reporting period, electrical conductivity measurements for bottom, and top phases, as well as bottom/top, and top/bottom conjugate pair phases of the ethylbenzene/water/ethanol system were performed for various ethanol volume percentage of the mixtures starting from 2% to 60%. Preliminary findings are that electrical conductivity of the bottom phase decreased as ethanol volume fraction of the mixture increased. Conductivity of the top phase was small and remained almost the same for variations in ethanol volume fraction of the mixture. Conductivity of the emulsion of the conjugate pair phases decreased as the fraction of volume of the top phase was increased and vice versa. Also inversion phenomena was observed. Detailed analyses are in progress including the prediction of conductivity data using the theoretical model already developed in this project.

Laboratory Testing of Bulk Vitrified Low-Activity Waste Forms to Support the 2005 Integrated Disposal Facility Performance Assessment

The purpose of this report is to document the results from laboratory testing of the bulk vitri-fied (BV) waste form that was conducted in support of the 2005 integrated disposal facility (IDF) performance assessment (PA). Laboratory testing provides a majority of the key input data re-quired to assess the long-term performance of the BV waste package with the STORM code. Test data from three principal methods, as described by McGrail et al. (2000a; 2003a), are dis-cussed in this testing report including the single-pass flow-through test (SPFT) and product con-sistency test (PCT). Each of these test methods focuses on different aspects of the glass corrosion process. See McGrail et al. (2000a; 2003a) for additional details regarding these test methods and their use in evaluating long-term glass performance. In addition to evaluating the long-term glass performance, this report discusses the results and methods used to provided a recommended best estimate of the soluble fraction of 99Tc that can be leached from the engineer-ing-scale BV waste package. These laboratory tests are part of a continuum of testing that is aimed at improving the performance of the BV waste package.

Magnetic Properties of Radiation Damage in Pu and Pu Alloys

Among the many exceptional properties of Pu is its apparent lack of either local moments or cooperative magnetism. Lashley et al., have recently noted that little experimental evidence for the existence of local moments or collective magnetism has been found in over 50 years. Nevertheless the search for local moments in Pu and Pu-alloys continues, why? Plutonium's physical properties: resistance, magnetic susceptibility, and heat capacity, all support a system with an enhanced electron density of states. Pu sits on the edge of both magnetism and superconductivity and possesses one of the highest elemental Pauli susceptibilities, consistent with a highly correlated electron system. The low-density {delta}-Pu has eluded full first principles description and is both a challenge and an area of active investigation for theorists. The complex changes associated with the transition between the light and heavy actinides happen within the phase diagram of Pu, thus making Pu an intriguing and challenging solid-state system for continuing experimental and theoretical investigation. Recently, Griveau et al., observed the variations in the resistance and superconducting properties of Am metal as a function of pressure to 27GPa and T>0.4K. Making the Man: 'Suiting' Masculinity in Performance Art

This paper examines research on the significance of clothing, specifically, the "men's suit," in select examples of contemporary American performance art. Drawing on sociology and art history, it considers the suit as a form of communication, and it suggests that performance artists Chris Burden, Paul McCarthy, and Vanessa Beecroft have used the "men's suit" to explore and communicate something about masculinity as a socially and culturally constructed hegemony.

Manzanita Hybrid Power system Project Final Report

The Manzanita Indian Reservation is located in southeastern San Diego County, California. The Tribe has long recognized that the Reservation has an abundant wind resource that could be commercially utilized to its benefit, and in 1995 the Tribe established the Manzanita Renewable Energy Office. Through the U.S. Department of Energy's Tribal Energy Program the Band received funds to install a hybrid renewable power system to provide electricity to one of the tribal community buildings, the Manzanita Activities Center (MAC building). The project began September 30, 1999 and was completed March 31, 2005. The system was designed and the equipment supplied by Northern Power Systems, Inc, an engineering company with expertise in renewable hybrid system design and development. Personnel of the National Renewable Energy Laboratory provided technical assistance in system design, and continued to provide technical assistance in system monitoring. The grid-connected renewable hybrid wind/photovoltaic system provides a demonstration of a solar/wind energy hybrid power-generating project on Manzanita Tribal land. During the system design phase, the National Renewable Energy Lab estimated that the wind turbine is expected to produce 10,000-kilowatt hours per year and the solar array 2,000-kilowatt hours per year. Methane de-NOX for Utility PC Boilers

Large-scale combustion tests with caking bituminous coal was on hold this quarter mainly due to Riley's Commercial Burner Test Facility (CBTF) not having adequate weatherproofing to support operation under freezing conditions. The CBTF was secured and decommissioned for the winter season. CBTF bituminous coal tests shall continue to remain on hold now as a result of project funding limitations, however. No further modifications at the CBTF are planned until needed support is obtained. Activities this quarter have concentrated on finding additional support for the project. Currently, GTI has been granted a no-cost time extension through September 2005 and efforts to secure more support will continue in hopes that large-scale preheat caking bituminous combustion tests will be carried out as planned.

Next Generation - Monitored Natural Attenuation And Enhanced Attenuation - Chlorinated Solvents

Monitored Natural Attenuation (MNA) is a necessary part of the remedial action at most chlorinated solvent sites. As a result, site owners, stakeholders, and regulators are identifying and responding to MNAs technical challenges. For example, many contaminated plumes are not in anaerobic settings, making it unlikely the predominant mechanism embodied in existing protocols and guidance documents, reductive dechlorination, will be viable. This is the case for many of the chlorinated solvent sites at Department of Energy (DOE) facilities. The DOE is conducting a project to explore the possibility of other mechanisms contributing to the attenuation of chlorination solvents in the environment. The project is exploring three key areas: mass balance as a way to evaluate the significance of the different processes occurring at a site, sustainable enhancements as a way to increase the attenuation capacity of a site so that it is sustained allowing remediation goals to be met, and characterization and performance monitoring methods that will support the first two areas in a manner that will support transition to legacy management.

Novel Nanocomposite Membrane Structures for H2 Separations

This report explores possible methods of improving CO{sub 2} selectivity in polymer based membranes. The first method investigated using basic nanoparticles to enhance the solubility of acid gases in nanocomposite membranes, thus enhancing the overall acid gas/light gas selectivity (e.g., CO{sub 2}/H{sub 2}, CO{sub 2}/CH{sub 4}, etc.). The influence of nanoparticle surface chemistry on nanocomposite morphology and transport properties will be determined experimentally in a series of poly(1-trimethylsilyl-1-propyne). Additional factors (e.g., chemical reaction of the particles with the polymers) have been considered, as necessary, during the course of the investigation. The second method investigated using polar polymers such as crosslinked poly(ethylene oxide) and poly(ether-b-amide) to improve CO{sub 2} sorption and thereby increase CO{sub 2} permeability and CO{sub 2}/light gas selectivity. For both types of materials, CO{sub 2} and light gas permeabilities have been characterized. The overall objective was to improve the understanding of materials design strategies to improve acid gas transport properties of membranes.

NOx Control Options and Integration for US Coal Fired Boilers Quarterly Progress Report: January-March 2005

This is the nineteenth Quarterly Technical Report for DOE Cooperative Agreement No: DEFC26-00NT40753. The goal of the project is to develop cost effective analysis tools and techniques for demonstrating and evaluating low NO{sub x} control strategies and their possible impact on boiler performance for boilers firing US coals. The Electric Power Research Institute (EPRI) is providing co-funding for this program. Refurbished corrosion probes were installed at Plant Gavin and operated for approximately 1,300 hours. This quarterly report includes further results from the BYU catalyst characterization lab and the in-situ lab, and includes the first results from a model suitable for comprehensive simulation codes for describing catalyst performance. The SCR slipstream reactor at Plant Gadsden operated for approximately 100 hours during the quarter because of ash blockage in the inlet probe.

Optimization of Comminution Circuit Throughput and Product Size Distribution by Simulation and Control

The goal of this project is to improve energy efficiency of industrial crushing and grinding operations (comminution). Mathematical models of the comminution process are being used to study methods for optimizing the product size distribution, so that the amount of excessively fine material produced can be minimized. The goal is to save energy by reducing the amount of material that is ground below the target size, while simultaneously reducing the quantity of materials wasted as ''slimes'' that are too fine to be useful. This is being accomplished by mathematical modeling of the grinding circuits to determine how to correct this problem. The approaches taken included (1) Modeling of the circuit to determine process bottlenecks that restrict flow rates in one area while forcing other parts of the circuit to overgrind the material; (2) Modeling of hydrocyclones to determine the mechanisms responsible for retaining fine, high-density particles in the circuit until they are overground, and improving existing models to accurately account for this behavior; and (3) Evaluation of advanced technologies to improve comminution efficiency and produce sharper product size distributions with less overgrinding.

Correspondence issued by the Government Accountability Office with an abstract that begins "This letter responds to a Department of the Army request for our views on whether certain payment procedures included in the Defense Department's (DOD) proposed Families First Personal Property Program conform with relevant criteria in GAO's Policy and Procedures Manual for Guidance of Federal Agencies. Families First is a DOD initiative to reengineer its processes for transporting household goods and personal property for its service members and civilians. Army's request is in response to a Defense Finance and Accounting Service (DFAS) recommendation that DOD seek our views specifically on whether the proposed procedures for electronic billing and payment meet the supporting documentation requirements in Title VII of GAO's Policy and Procedures Manual for Guidance of Federal Agencies. While the General Services Administration (GSA) is responsible for issuing federal regulations for transportation, including moves of household goods and personal property as well as agency prepayment and postpayment audit requirements for transportation payments, we are responsible for issuing fiscal guidance based on authorities in the U.S. Code.
