Correspondence issued by the Government Accountability Office with an abstract that begins "Five years after the terrorist attacks of September 11, 2001, concerns continue to be raised about the nation's system for protecting commercial aviation. Past disclosures of terrorists' plans for smuggling liquids onboard aircraft to construct a bomb in flight highlighted the continued need to examine this key aspect of homeland security. One layer of the aviation security system involves the ability of the federal government to respond to actual or potential security threats while a commercial aircraft is in flight. These security threats can include the following: (1) Passengers considered to be security risks to aviation are found to be onboard flights bound for or leaving the United States. (2) Situations develop while the aircraft is in flight--for example, a passenger becomes disruptive or acts suspiciously, a bomb threat is received, or an unidentified package is found onboard the aircraft. (3) A commercial aircraft transmits a signal designed to alert authorities that a hijacking is in process. Procedures for addressing these in-flight security threats involve a wide range of federal agencies and entities. Coast Guard: Observations on Progress Made and Challenges Faced in Developing and Implementing a Common Operational Picture

Testimony issued by the Government Accountability Office with an abstract that begins "The Coast Guard, a component of the Department of Homeland Security (DHS), has made progress in developing its Common Operational Picture (COP) by increasing the information in the COP and increasing user access to this information. The Coast Guard has made progress by adding internal and external data sources that allow for better understanding of anything associated with the global maritime domain that could affect the United States. The COP has made information from these sources available to more COP users and decision makers throughout the Coast Guard. For example, in 2006, the ability to track the location of Coast Guard assets, including small boats and cutters, was added to the COP. This capability--also known as blue force tracking--allows COP users to locate Coast Guard vessels in real time and establish which vessels are in the best position to respond to mission needs. In addition to adding information to the COP, the Coast Guard has also made the information contained in the COP available on more computers and on more systems, which, in turn, has increased the number of users with access to the COP."

Military Personnel: Preliminary Observations on DOD's and the Coast Guard's Sexual Assault Prevention and Response Programs

Testimony issued by the Government Accountability Office with an abstract that begins "In 2004, Congress directed the Department of Defense (DOD) to establish a comprehensive policy to prevent and respond to sexual assaults involving servicemembers. Though not required to do so, the Coast Guard has established a similar program. This statement addresses the extent to which DOD and the Coast Guard (1) have developed and implemented policies and programs to prevent, respond to, and resolve sexual assault incidents involving servicemembers; (2) have visibility over reports of sexual assault; and (3) exercise oversight over reports of sexual assault. This statement draws on GAO's preliminary observations from an ongoing engagement examining DOD's and the Coast Guard's programs to prevent and respond to sexual assault. In conducting its ongoing work GAO reviewed legislative requirements and DOD and Coast Guard guidance, analyzed sexual assault incident data, and obtained through surveys and interviews the perspective on sexual assault matters of more than 3,900 servicemembers stationed in the United States and overseas. The results of GAO's survey and interviews provide insight into the implementation of the programs but are nongeneralizable. Multilateral engagements provide opportunities to foster relationships with traditional and nontraditional partner countries. Partnerships also can raise common awareness of the threat and build the trust necessary to share information that could prevent and detect terrorist acts. GAO convened a forum on April 22, 2008, to advance the dialogue on how partnerships can mitigate the conditions that foster transnational terrorism and to identify potential strategies for overcoming challenges faced in engaging in such partnerships. Participants included representatives from U.S. government agencies, foreign embassies, nongovernmental and multilateral organizations, policy institutes, the private sector, and academia. The forum focused on (1) the partnership efforts and key practices of the U.S. government and its partners, (2) challenges to these efforts and practices, and (3) strategies to overcome the challenges. Comments expressed during the proceedings do not necessarily represent the views of all participants, the organizations they represent, or GAO. Correspondence issued by the Government Accountability Office with an abstract that begins "GAO found that numerous claims for damage have been addressed through legal settlements partly paid by commercial insurance reimbursements. Three of the four insurers with whom GAO spoke contributed to legal settlements by paying for CGL claims stemming from lawsuits against their policyholders, and one of these insurers also made payments for CGL claims separate from legal settlements. The legal settlements from defective drywall lawsuits involve hundreds of companies in the drywall supply chain (including importers, suppliers, and builders), and most of the lawsuits have been consolidated under multidistrict litigation in the United States District Court for the Eastern District of Louisiana. One of the legal settlements involves one of the two primary manufacturers of defective drywall and provides an uncapped amount of funds to address damage to affected homes, as well as $30 million for other expenses. This manufacturer's settlement is part of a group of settlements that guarantees more than $350 million to assist affected home owners, with the potential to increase."

Testimony issued by the Government Accountability Office with an abstract that begins "In July 2013, GAO reported that TSA investigated and adjudicated approximately 9,600 cases of employee misconduct from fiscal years 2010 through 2012, according to TSA employee misconduct data that we analyzed. Two offense categories accounted for about half of all cases--(1) attendance and leave, which accounted for 32 percent; and (2) screening and security, which accounted for 20 percent. Charges for screening and security-related incidents pertain to violating standard operating procedures, including not conducting security or equipment checks, and allowing patrons or baggage to bypass screening. TSA developed a Table of Offenses and Penalties that delineates common employee charges, along with a suggested range of penalties. Of the cases that we analyzed, 47 percent resulted in letters of reprimand, which describe unacceptable conduct that is the basis for a disciplinary action; 31 percent resulted in suspensions of a definite duration; and 17 percent resulted in the employee's removal from TSA. The remaining cases covered a variety of outcomes, including suspensions of an indefinite duration."

Military Personnel: Air National Guard Has Taken Steps to Improve the Reliability of Personnel Strength Data, but More Needs to Be Done

Correspondence issued by the Government Accountability Office with an abstract that begins "In September 2004, the Air National Guard (ANG) discovered inaccuracies in its personnel strength data for recruits with no prior service assigned to pay groups F (attending Initial Active Duty Training, or IADT) and P (awaiting IADT). Specifically, these data did not reflect an accurate accounting of the number of recruits in pay groups F and P. Those recruits attending IADT work full-time and are paid accordingly (pay group F), while recruits waiting to attend IADT receive pay on a part-time basis at the rate of four drills per month (pay group P). The pay for those attending IADT is much higher than for those waiting to attend IADT, so the effect of miscoding the pay groups on ANG's budget estimates can be considerable. In May 2007, we reported to Congress that although ANG has taken reasonable steps to correct the errors in its personnel strength data, some problems still exist with a key quality assurance tool (the Status Report Card process) and with the reliability of the alternate data being reported while the inaccuracies are addressed.
