A letter report issued by the General Accounting Office with an abstract that begins "To help measure the quality of the 2000 Census and to possibly adjust for any errors, the U.S. Census Bureau (Bureau) conducted the Accuracy and Coverage Evaluation (A.C.E.) program. However, after obligating around $207 million for A.C.E. and its predecessor program, Integrated Coverage Measurement (I.C.M.), from fiscal years 1996 through 2001, the Bureau did not use either program to adjust the census numbers. Concerned about the amount of money the Bureau spent on I.C.M. and A.C.E. programs and what was produced in return, the subcommittee asked us to review the objectives and results of the programs, the costs of consultants, and how best to track future coverage measurement activities."

Accelerator improvement options for NuMI oroton intensity.

In order to meet the needs for protons for MINOS and other experiments, substantial improvements will be necessary in the Booster and Main Injector. They have evaluated a number of improvements which would yield an increase in the number of protons on target for NuMI and Mini-BooNE in the years 2005-2008. They outline a possible program of improvements in the Booster and Main Injector which can be implemented in steps over a five year period and which could result in an increase in proton intensity through the Main Injector which is approximately four times what is currently possible. They provide a list of specific improvements and suggest a possible schedule for the implementation.

AIDS in Africa

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 29.4 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

The Air Force KC-767 Tanker Lease Proposal: Key Issues for Congress

The Air Force is proposing to replace 133 of its oldest Boeing KC-135E aerial refueling tanker aircraft by leasing 100 new Boeing KC-767 tankers instead of initially buying them outright. The proposed lease was authorized by Section 8159 of the FY2002 DOD Appropriations Act (P.L. 107-117 of January 10, 2002). The main issue for Congress is whether to approve or disapprove the lease. This report examines the lease proposal and its ramifications by providing background information on the Air Force’s tanker fleet, the Boeing 767 tanker, and the proposed lease itself. Then the report analyzes potential oversight issues for Congress relating to the merits of the proposed lease:

The annual budget resolution sets forth total spending and revenue levels for at least five fiscal years. The spending amounts are allocated, or “crosswalked,” to the House and Senate committees having jurisdiction over discretionary spending (the Appropriations Committees) and direct spending (the legislative committees). This report very briefly discusses the allocations and subdivisions portions of the congressional budget process.
