2000 Census: Coverage Measurement Programs' Results, Costs, and Lessons Learned
A letter report issued by the General Accounting Office with an abstract that begins "To help measure the quality of the 2000 Census and to possibly adjust for any errors, the U.S. Census Bureau (Bureau) conducted the Accuracy and Coverage Evaluation (A.C.E.) program. However, after obligating around $207 million for A.C.E. and its predecessor program, Integrated Coverage Measurement (I.C.M.), from fiscal years 1996 through 2001, the Bureau did not use either program to adjust the census numbers. Concerned about the amount of money the Bureau spent on I.C.M. and A.C.E. programs and what was produced in return, the subcommittee asked us to review the objectives and results of the programs, the costs of consultants, and how best to track future coverage measurement activities."

Animal Agriculture: Issues in the 107th Congress

China's Economic Conditions
China’s economy remained relatively healthy in 2002, despite economic slowdowns in other parts of the world. Foreign investment continued to pour into China, and the Chinese government effectively used public spending to boost the economy. However, painful economic reforms will be necessary to keep the economic strong in 2003 and beyond. The recent outbreak in early 2003 of a very contagious virus called SevereAcuteRespiratory Syndrome (SARS) in China appears to have had a short-term negative impact on the Chinese economy.

Civilian Nuclear Waste Disposal
The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

Computational economy improvements in PRISM
The PRISM piecewise solution mapping procedure, in which the solution of the chemical kinetic ODE system is parameterized with quadratic polynomials, is applied to CFD simulations of H{sub 2}+air combustion. Initial cost of polynomial construction is expensive, but it is recouped as the polynomial is reused. We present two methods that help us to parameterize only in places that will ultimately have high reuse. We also implement non-orthogonal Gosset factorial designs, that reduce polynomial construction costs by a factor of two over previously used orthogonal factorial designs.

Critical Infrastructure Information Disclosure and Homeland Security
This report discusses the Freedom of Information Act (FOIA) that was passed to ensure by statute citizen access to government information. Nine categories of information may be exempted from disclosure. Three of the nine exemptions provide possible protection against the release of critical infrastructure information: exemption 1 (national security information); exemption 3 (information exempted by statute); and exemption 4 (confidential business information). Congress has considered several proposals to exempt critical infrastructure information from the FOIA.

Critical Infrastructures: What Makes an Infrastructure Critical?
A fluid definition of what constitutes a critical infrastructure could complicate policymaking and actions. At the very least, a growing list of infrastructures in need of protection will require the federal government to prioritize its efforts. Essentially the federal government will have to try to minimize the impact on the nation’s critical infrastructure of any future terrorist attack, taking into account what those impacts might be and the likelihood of their occurring.

DETECTION OF UNAUTHORIZED CONSTRUCTION EQUIPMENT IN PIPELINE RIGHT-OF-WAYS
Natural gas transmission companies mark the right-of-way areas where pipelines are buried with warning signs to prevent accidental third-party damage. Nevertheless, pipelines are sometimes damaged by third-party construction equipment. A single incident can be devastating, causing death and millions of dollars of property loss. This damage would be prevented if potentially hazardous construction equipment could be detected, identified, and an alert given before the pipeline was damaged. The Gas Technology Institute (GTI) is developing a system to solve this problem by using an optical fiber as a distributed sensor and interrogating the fiber with a custom optical time domain reflectometer. Key issues are the ability to detect encroachment and the ability to discriminate among potentially hazardous and benign encroachments. The work performed in the 4th quarter of 2002 included fine-tuning and debugging of the custom Optical Time Domain Reflectometer being constructed for data collection and analysis. It also included installation of optical fibers at the test site along an operating pipeline.

DEVELOPMENT OF A VALIDATED MODEL FOR USE IN MINIMIZING NOx EMISSIONS AND MAXIMIZING CARBON UTILIZATION WHEN CO-FIRING BIOMASS WITH COAL
This is the ninth Quarterly Technical Report for DOE Cooperative Agreement No. DE-FC26-00NT40895. A statement of the project objectives is included in the Introduction of this report. The pilot-scale testing phase of the project has been completed. Calculations are essentially completed for implementing a modeling approach to combine reaction times and temperature distributions from computational fluid dynamic models of the pilot-scale combustion furnace with char burnout and chemical reaction kinetics to predict NO{sub x} emissions and unburned carbon levels in the furnace exhaust. The REI Configurable Fireside Simulator (CFS) has proven to be an essential component to provide input for these calculations. Niksa Energy Associates expects to deliver their final report in February 2003. Work has continued on the project final report.

Economic and Revenue Effects of Permanent and Temporary Capital Gains Tax Cuts
Recent proposals have been made to enact either a temporary or a permanent capital gains tax cut. The former would probably gain revenue in the first 2 years but lose that revenue and more, most likely within the following 3 years. H.R. 3090, passed by the House, would lower the top tax rate from 20% to 18% for assets held at least a year. The Senate Finance Committee version of H.R. 3090, does not reduce capital gains taxes. A capital gains tax cut appears the least likely of any permanent tax cut to stimulate the economy in the short run; a temporary capital gains tax cut is unlikely to provide any stimulus. Permanently lower capital gains taxes can contribute to economic efficiency in some ways and detract from it in others. Capital gains tax cuts would favor high income individuals, with about 80% of the benefit going to the top 2% of taxpayers.

Economic Issues Surrounding the Estate and Gift Tax: A Brief Summary
Supporters of the estate and gift tax argue that it provides progressivity in the federal tax system, provides a backstop to the individual income tax and appropriately targets assets that are bestowed on heirs rather than assets earned through their hard work and effort. However, progressivity can be obtained through the income tax and the estate and gift tax is an imperfect backstop to the income tax. Critics argue that the tax discourages savings, harms small businesses and farms, taxes resources already subject to income taxes, and adds to the complexity of the tax system.

Stock analysts provide research on companies and make recommendations on their stocks. When analysts are employed by brokerage firms and provide information for the firms’ retail and institutional clients, they are called sell-side analysts. Analysts who work specifically for institutional investors like mutual and pension funds are known as buy-side analysts. Because of their widespread presence in the national media, sell-side analysts’ recommendations have become part of the public domain and they can have significant influence on stock prices. This report examines the performance of the stock analysts in the Enron case.

Experimental Investigation of Relative Permeability Upscaling from the Micro-Scale to the Macro-Scale
During this reporting period, work was performed to initial test the laboratory equipment that will be used for testing the upscaling theories and to provide initial data sets. The holographic laser imaging technique (Optical Coherence Imaging) underwent initial testing and provided initial results (on imaging through turbid media, three-dimensional laser ranging and imaging sandstone), which lead to modifications to the system. Initial testing of the relative permeability system for the laboratory micro-models was performed and provided initial results on drainage & imbibition experiments. Initial testing of the Wood's metal injection system and permeability measurement system was performed on sandstone cores and modification to the system were made.

Experimental Investigation of Relative Permeability Upscaling from the Micro-Scale to the Macro-Scale
During this reporting period, shown experimentally that the optical coherence imaging system can acquire information on grain interfaces and void shape for a maximum depth of half a millimeter into sandstone. The measurement of interfacial area per volume (IAV), capillary pressure and saturation in two dimensional micro-models structures has shown the existence of a unique relationship among these hydraulic parameters for different pore geometry. The measurement of interfacial area per volume on a three-dimensional natural sample, i.e., sandstone, has shown the homogeneity of IAV with depth in a sample when the fluids are in equilibrium.
