Exempting Food and Agriculture Products from U.S. Economic Sanctions: Status and Implementation

In approving the FY2001 agriculture appropriations act, Congress codified the lifting of unilateral sanctions on commercial sales of food, agricultural commodities, medicine, and medical products to Iran, Libya, North Korea, and Sudan, and extended this policy to Cuba (as enacted in by the Trade Sanctions Reform and Export Enhancement Act of 2000, or TSRA). Congressional opponents of TSRA's prohibitions on private U.S. financing of agricultural sales, public financing of eligible exports, and tourist travel to Cuba have introduced bills since 2000 to repeal these provisions. Though several amendments to repeal or relax TSRA provisions relative to Cuba were adopted by committees or passed during floor debate, all were dropped in conference action. Administration officials continually signal to conferees they will advise the President to veto any bill that would change TSRA's prohibitions against Cuba.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of State supports foreign governments' efforts to eradicate illicit drug crops. In recent years, State's Office of Aviation has maintained aircraft and provided support for the aerial eradication program of the Colombian National Police. However, eradication aircraft are often shot at from the ground requiring helicopter gunships and a search and rescue helicopter to accompany each mission. In 2003, the Office of Aviation fumigated more than 132,000 hectares of coca, a record amount. GAO examined (1) how the threat to the spray planes has changed since 2001, (2) what actions State has taken to address any operational safety concerns, and (3) what resources State provided for the expanding program during fiscal years 2001-04 and how it planned and budgeted for the program's growth."

This twelfth quarterly technical report discusses work on classification algorithms and an improved lighting system. Measurements on core in the Stillwater Mine core room showed that false positive sulfide classifications occurred at breaks in the core and there were also problems with camera saturation due to glints from crystal facets within the core. To reduce false positives due to noisy data, a wavelet transform smoothing program was explored. Results indicate classifications improve only marginally with smoothed data for spectral angle mapping techniques. A new lighting technique was developed to decrease saturation due to glints from facets within the core samples. This appears to have decreased the glints and it has the added benefit of greatly decreasing false positives near the breaks in the core.

A NOVEL MEMBRANE REACTOR FOR DIRECT HYDROGEN PRODUCTION FROM COAL

Gas Technology Institute is developing a novel concept of membrane gasifier for high efficiency, clean and low cost production of hydrogen from coal. The concept incorporates a hydrogen-selective membrane within a gasification reactor for direct extraction of hydrogen from coal-derived synthesis gases. The objective of this project is to determine the technical and economic feasibility of this concept by screening, testing and identifying potential candidate membranes under high temperature, high pressure, and harsh environments of the coal gasification conditions. The best performing membranes will be selected for preliminary reactor design and cost estimates. To evaluate the performances of the candidate membranes under the gasification conditions, a high temperature/high pressure hydrogen permeation unit has been constructed in this project. During this reporting period, the unit has been fully commissioned and is operational. The unit is capable of operating at temperatures up to 1100 C and pressures to 60 atm for evaluation of ceramic membranes such as mixed ionic conducting membrane. A double-seal technique has been developed and tested successfully to achieve leak-tight seal for the membranes. Initial data for a commercial Palladium-Gold membrane were obtained at temperatures to 450 C and pressures to 13 atm. Tests for the perovskite membranes are …

The Status of Thermophotovoltaic Energy Conversion Technology at Lockheed Martin Corporation

In a thermophotovoltaic (TPV) energy conversion system, a heated surface radiates in the mid-infrared range onto photocells which are sensitive at these energies. Part of the absorbed energy is converted into electric output. Conversion efficiency is maximized by reducing the absorption of non-convertible energy with some form of spectral control. In a TPV system, many technology options exist. Our development efforts have concentrated on flat-plate geometries with greybody radiators, front surface tandem filters and a multi-chip module (MCM) approach that allows selective fabrication processes to match cell performance. Recently, we discontinued development of GaInAsSb quaternary cell semiconductor material in favor of ternary GaInAs material. In our last publication (Ref. 1), the authors reported conversion efficiencies of about 20% (radiator 950 C, cells 22 C) for small modules (1-4 cm{sup 2}) tested in a prototypic cavity test environment. Recently, we have achieved measured conversion efficiencies of about 12.5% in larger ({approx}100 cm{sup 2}) test arrays. The efficiency reduction in the larger arrays was probably due to quality and variation of the cells as well as non-uniform illumination from the hot radiator to the cold plate. CO2 Capture by Absorption With Potassium Carbonate Quarterly Report

The objective of this work is to improve the process for CO{sub 2} capture by alkanolamine absorption/stripping by developing an alternative solvent, aqueous K{sub 2}CO{sub 3} promoted by piperazine. CO{sub 2} mass transfer rates are second order in piperazine concentration and increase with ionic strength. Modeling of stripper performance suggests that 5 m K{sup +}/2.5 m PZ will require 25 to 46% less heat than 7 m MEA. The first pilot plant campaign was completed on June 24. The CO{sub 2} penetration through the absorber with 20 feet of Flexipac{trademark} 1Y varied from 0.6 to 16% as the inlet CO{sub 2} varied from 3 to 12% CO{sub 2} and the gas rate varied from 0.5 to 3 kg/m{sup 2}-s.

High Level Waste Tank Closure Modeling with Geographic Information Systems (GIS)

Waste removal from 49 underground storage tanks located in two tank farms involves three steps: bulk waste removal, water washing to remove residual waste, and in some cases chemical cleaning to remove additional residual waste. Not all waste can be completely removed by these processes-resulting in some residual waste loading following cleaning. Completely removing this residual waste would be prohibitively expensive; therefore, it will be stabilized by filling the tanks with grout. Acceptable residual waste loading inventories were determined using one-dimensional groundwater transport modeling to predict future human exposure based on several scenarios. These modeling results have been incorporated into a geographic information systems (GIS) application for rapid evaluation of various tank closure options.

Genomic Sequence Comparisons, 1987-2003 Final Report

This project was to develop new DNA sequencing and RNA and protein quantitation methods and related genome annotation tools. The project began in 1987 with the development of multiplex sequencing (published in Science in 1988), and one of the first automated sequencing methods. This lead to the first commercial genome sequence in 1994 and to the establishment of the main commercial participants (GTC then Agencourt) in the public DOE/NIH genome project. In collaboration with GTC we contributed to one of the first complete DOE genome sequences, in 1997, that of Methanobacterium thermoautotropicum, a species of great relevance to energy-rich gas production.

Supplement Analysis for the Watershed Management Program EIS - Libby Creek (Lower Cleveland) Stabilization Project

This project is follow-up to stream stabilization activities on Libby Creek that were initiated on the Upper Cleveland reach of Libby Creek 2 years ago. BPA now proposes to fund FWP to complete channel stabilization activities on the Lower Cleveland reach of Libby Creek, reduce sediment sources, convert overwidened portions of the stream into self-maintaining channel types, use natural stream stabilization techniques, and improve wildlife migratory corridors. This lower reach is about one river mile below the upper Cleveland Reach and the proposed activities are very similar to those conducted before. The current work would be constructed in two additional phases. The first phase of the Lower Cleveland project would be completed in the fall of 2004 (9/1/04--12/31/04), to include the upper 3,100 feet. The second phase will be constructed in the fall of 2005 (9/1/05--12/31/05), to include stabilizing the remaining 6,200 feet of stream. The Cleveland reaches are a spawning and rearing tributary for resident redband trout, and resident and fluvial bull trout migrating from the Kootenai River. The planned work at the two remaining phases calls for shaping cut banks; installing root wads and tree revetments; installing channel grade control structures; planting native vegetation; and installing cross vanes …

Thermophotovoltaic Array Optimization

A systematic approach to thermophotovoltaic (TPV) array design and fabrication was used to optimize the performance of a 192-cell TPV array. The systematic approach began with cell selection criteria that ranked cells and then matched cell characteristics to maximize power output. Following cell selection, optimization continued with an array packaging design and fabrication techniques that introduced negligible electrical interconnect resistance and minimal parasitic losses while maintaining original cell electrical performance. This paper describes the cell selection and packaging aspects of array optimization as applied to fabrication of a 192-cell array.

Lattice disorder and magnetism in f-electron intermetallics

Real materials can have real differences compared to ideal systems. For instance, non-Fermi liquid (NFL) behavior was initially thought to be due to chemical disorder, since the first such materials were all substituted. Although several nominally well-ordered NFL's have been discovered and extensively studied, the effect of disorder on the magnetic properties of f-electron intermetallic systems remains poorly understood. Disorder in NFL systems is reviewed from an experimental, local structure point of view, including a discussion of results on the nominally ordered U{sub 3}Ni{sub 3}Sn{sub 4} and CeCoIn{sub 5} systems, and the chemically disordered UCu{sub 4}Pd and CeRhRuSi{sub 2} systems.
