U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

Assessment of Energy Production Potential from Tidal Streams in the United States

Tidal stream energy is one of the alternative energy sources that are renewable and clean. With the constantly increasing effort in promoting alternative energy, tidal streams have become one of the more promising energy sources due to their continuous, predictable and spatially-concentrated characteristics. However, the present lack of a full spatial-temporal assessment of tidal currents for the U.S. coastline down to the scale of individual devices is a barrier to the comprehensive development of tidal current energy technology. This project created a national database of tidal stream energy potential, as well as a GIS tool usable by industry in order to accelerate the market for tidal energy conversion technology. Tidal currents are numerically modeled with the Regional Ocean Modeling System and calibrated with the available measurements of tidal current speed and water level surface. The performance of the model in predicting the tidal currents and water levels is assessed with an independent validation. The geodatabase is published at a public domain via a spatial database engine and interactive tools to select, query and download the data are provided. Commercialization Effort for 1W Consumer Electronics Power Pack

A commercial ready fuel cell charger has been further developed, demonstrated, and field tested during the three phases of this project. The work performed and demonstrated has shown the commercialization readiness of this future product and underlying technology. The tasks in phase 1 of the project focused on component cost reduction, redesign for manufacturability, performance & reliability testing, and system integration. The end of phase 1 was completed on time and was signified by passing the Go/No-Go checkpoint. As shown in the report all technical metrics have been met or exceeded and the Go/No-Go checkpoint was passed in November of 2009. The tasks in phase 2 focused on tool fabrication and tooled component prove-out in working systems. The end of Phase 2 was the accomplishment of building working systems made almost completely of tooled components. The tasks in phase 3 of the project were preparing for and executing a 75 unit field test of the DMFC charger product developed in Phase 1 and phase 2. This field test demonstrated the functionality of the DMFC in the hands of real users while also providing feedback for potential design improvements. Department of Defense: Further Actions Needed to Institutionalize Key Business System Modernization Management Controls

A letter report issued by the Government Accountability Office with an abstract that begins "For decades, the Department of Defense (DOD) has been challenged in modernizing its timeworn business systems. Since 1995, GAO has designated DOD's business systems modernization program as high risk. Between 2001 and 2005, GAO reported that the modernization program had spent hundreds of millions of dollars on an enterprise architecture and investment management structures that had limited value. Accordingly, GAO made explicit architecture and investment management-related recommendations. Congress included provisions in the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 that were consistent with GAO's recommendations and required GAO to assess DOD's actions to comply with these provisions. To do so, GAO reviewed documents and interviewed military officials on the progress the military departments have made relative to developing their respective parts of the federated business enterprise architecture and establishing investment management structures and processes."

Diplomatic Security: Expanded Missions and Inadequate Facilities Pose Critical Challenges to Training Efforts

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the training efforts of the U.S. Department of State's (State) Bureau of Diplomatic Security (Diplomatic Security). The testimony is based on our report, which is being released today. Diplomatic Security is responsible for the protection of people, information, and property at over 400 embassies, consulates, and domestic locations and, as we reported in previous testimony, experienced a large growth in its budget and personnel over the last decade. Diplomatic Security trains its workforce and others to address a variety of threats, including crime, espionage, visa and passport fraud, technological intrusions, political violence, and terrorism. To meet its training needs, Diplomatic Security relies primarily on its Diplomatic Security Training Center (DSTC), which is an office of Diplomatic Security's Training Directorate and is the primary provider of Diplomatic Security training. Diplomatic Security's training budget grew steadily from fiscal years 2006 to 2010--increasing from approximately $24 million in fiscal year 2006 to nearly $70 million in fiscal year 2010. DWPF FLOWSHEET STUDIES WITH SIMULANT TO DETERMINE THE IMPACT OF NEXT GENERATION SOLVENT ON THE CPC PROCESS AND GLASS FORMULATION

As a part of the Actinide Removal Process (ARP)/Modular Caustic Side Solvent Extraction Unit (MCU) Life Extension Project, a next generation solvent (NGS), a new strip acid, and modified monosodium titanate (mMST) will be deployed. The NGS is comprised of four components: 0.050 M MaxCalix (extractant), 0.50 M Cs-7SB (modifier), 0.003 M guanidine-LIX-79, with the balance ({approx}74 wt%) being Isopar{reg_sign} L. The strip acid will be changed from dilute nitric acid to dilute boric acid (0.01 M). Because of these changes, experimental testing with the next generation solvent and mMST was required to determine the impact of these changes in 512-S and Defense Waste Processing Facility (DWPF) operations, as well as Chemical Process Cell (CPC), glass formulation activities, and melter operations. Because of these changes, experimental testing with the next generation solvent and mMST is required to determine the impact of these changes. A Technical Task Request (TTR) was issued to support the assessments of the impact of the next generation solvent and mMST on the downstream DWPF flowsheet unit.
